Texas City Management Association – Strategic Plan 2004-2006

TCMA Board of Directors

  1. Regional Officers
    1. Coordinate all regional officers’ terms to begin in June after the TCMA Annual Conference by June 2005 - Jay Stokes
    2. Develop job descriptions for Regional Presidents - Matt Benoit
    3. Develop orientation for Regional Presidents - TCMA Staff
    4. Assist in developing agenda templates for regional meetings – Ricky Jorgensen
    5. Develop calendar of Regional Presidents’ duties and activities - Matt Benoit
  2. Committees
    1. Implement a committee appointment process that includes volunteers as well as regional and Presidential appointments by June 2004
      1. Develop a new committee structure - Done
      2. Contact the TCMA membership asking for volunteers - Done
      3. TCMA President should make appointments after the TCMA Annual Conference
      4. Committee chairs’ reports at TCMA Board meetings should be tied to items in the TCMA Strategic Plan
      5. Ensure continuity on Committees by promoting Vice Chairs to Chairs during their two-year terms – Will not be accomplished due to new job duties of Executive Committee.
  3. Changes in the TCMA Strategic Plan
    1. Develop a process for addressing issues that arise after the 2004-2006 TCMA Strategic Plan has been adopted

  1. Develop programs using the TCMA Educational Plan and coordinate logistics for TCMA educational events

  2. Continue to promote the ICMA Voluntary Credentialing program
  3. Develop a list of sessions and speakers for TCMA regional meetings
  4. Continue to educate TCMA members on the changing technological frontier
  5. Explore TCMA’s role in educating its members on the impacts of Homeland Security on Texas cities by June 2005

Membership Committee

  1. Use Task Forces to assist members with TCMA activities
    1. A. Mentoring Task Force
      1. Prepare and educate TCMA members to assist in the development of future leaders
        1. Continually develop a list of potential mentors and mentees
          1. Match mentors and mentees
          2. Monitor and document mentor/mentee relationships
          3. Assess success/failure of this relationship by developing an assessment tool
        2. Plan and recommend to the Professional Development Committee an educational component for TCMA Annual Conference session
        3. Compile existing succession plans from Texas and other states’ communities
        4. Coordinate the Clarence
        5. Ridley and Barney Knight/Certified Public Manager Scholarship programs
    2. Ethics Task Force
      1. Provide ethics training for Task Force members
      2. Encourage TCMA regions to hold annual ethics training
      3. Identify case studies for training sessions at the TCMA Annual Conference
  2. Continue to increase TCMA membership net growth by 10 percent per year
  3. Issue prospective member packet with welcome letters
  4. Encourage all regions and members to submit nominations for the TCMA Professional Awards
  5. Continue monthly Management Messenger newsletter
  6. Continue the TCMA in-transition program

Public Relations Committee

  1. Use Task Forces to address external issues
    1. Form of Government Task Force
      1. Identify advocates for Council-Manager form of government discussions
      2. Invite advocates to a future TCMA Board meeting for discussion and identify “Crisis Team” duties
      3. Assign advocates to the “Crisis Team”
      4. Compile materials on Council-Manager form of government to be used by TCMA members
      5. Compile observations from small-town city managers on the future of the Council-Manager form of government
    2. Legislative Task Force
      1. Identify issues, examine impact on cities and profession, and recommend strategy for the TCMA Board’s consideration
    3. Outside Organizations Task Force
      1. Work with the Hispanic Network and the National Forum of Black Public Administrators to identify opportunity for increasing membership in TCMA
    4. Our Town, Texas Task Force
      1. Introduce the Our Town, Texas curriculum to other educational organizations (PTAs)
      2. Encourage city managers to teach Municipal Government 101 to civic groups in their communities
