TCMA Professional Development Committee Members participating in the committee meeting included: Bill Keffler, chair and City Manager, Richardson; Jeff Howell, vice chair and City Manager, Kilgore; Michael Ross, City Manager, West University Place; Rick Crownover, Director of Development Services, Midland; Brooke Winburn, Community Services Coordinator, Bee Cave; David Harris, Assistant City Manager, Schertz; Bill Lindley, City Manager, Highland Park; Brant Gary, City Administrator, Montgomery. Participating by conference call included: James Stokes, City Manager, Gladewater; James Earp, Assistant City Manager, Kyle; Tommy Hudson, Deputy City Manager, Midland; David Moss, City Manager, Southside Place. Guest: Ben Brezina, Assistant to the City Manager, Frisco. TML staff included Kyle J. Jung. Bill Keffler called the meeting to order at 10:30 a.m. and thanked the members for participating in the meeting. The committee discussed the 2010 TCMA Annual Conference theme, topics, and general and concurrent session speakers. With some modifications, the committee decided on the final program and will work to finalize all session topics and speakers. Once confirmed, updates will be sent by the responsible committee member to Kyle Jung. Rick Crownover provided an update of the golf tournament details. Bill Keffler reminded the committee members to continue to pursue sponsors and to let Kyle Jung know when a sponsor is confirmed. Kyle Jung reminded the committee that an online option is available on the TCMA Web site (www.tcma.org) for sponsors to use. Information about the sponsorship levels is also included on the same Web page. Kyle Jung reminded the committee members that the TCMA Membership Committee will coordinate the TCMA Annual Conference New Professional’s scholarship. Information and an application will be available on the TCMA Web site and notice will be included in future TCMA monthly newsletters. The anticipated deadline for scholarship applications to be submitted is May 15. The committee reviewed the application submitted by the City of San Marcos to be the host city for the 2013 TCMA Annual Conference. On a motion by Michael Ross and a second by Jeff Howell, the committee approved a recommendation that the TCMA Board award the 2013 TCMA Annual Conference to the City of San Marcos. On a motion by David Harris and a second by Jeff Howell, the committee approved a recommendation that the TCMA Board decide that no TCMA sessions be developed for the 2010 TML Annual Conference. The committee decided not to schedule a future committee meeting at this time. The committee discussed the TCMA Professional Development Committee’s responsibilities outlined in the draft 2009-2010 TCMA strategic plan. The committee reviewed the TCMA educational plan and the core principles to be incorporated into the educational programs for 2009-2010. The committee reviewed the evaluations of the 2008-2009 William “King” Cole workshops and developed the educational programs for both sessions. Topics and speakers were tentatively identified, and members of the committee were assigned to contact the speakers to confirm their participation. Once a speaker has been confirmed, notice should be sent to Kim Pendergraft and Kyle Jung. The committee reviewed the evaluation of the 2009 City Management Clinic. The committee then developed the educational program for the clinic and tentatively identified both topics and speakers. Members of the committee were assigned to contact the speakers to confirm their participation. Once a speaker has been confirmed, notice should be sent to Kyle Jung. The committee reviewed the 2009 TCMA Annual Conference sponsors list, and minor changes were made to the assignments. When committee members make contact with a sponsor, the committee members will send notice to Kyle Jung so the sponsor list can be updated. An online sponsorship form is being developed and will be available on the TCMA Web site shortly. The committee took a break at noon for lunch. The committee reconvened at 1:00 p.m. and took a tour of the Moody Gardens Hotel, which will be the location of the TCMA Annual Conference on June 25-27, 2010. The committee reconvened at 1:15 p.m. The members discussed and decided on a theme for the conference -Leading Texas Cities: Recovery in Action. The members reviewed the evaluation of the 2009 TCMA Annual Conference. The committee developed the educational program for the TCMA Annual Conference and tentatively identified both topics and speakers. Members of the committee were assigned to contact the speakers to confirm their participation. Once a speaker has been confirmed, notice should be sent to Kyle Jung. The delegate ($250), spouse ($35), and youth ($35) registrations would include a pass to the attractions at Moody Gardens. A pass for Schlitterbahn could be purchased as a separate ticketed event for $40. Paula Ozymy informed the committee about options offered by the host city for social and youth events. The committee decided that with the attractions near Moody Gardens, there would be no need to coordinate any separate ticketed events. This would allow time for attendees to spend free time with their families and friends. Rick Crownover has volunteered to coordinate the golf tournament. The meeting was adjourned at 5:00 p.m. The committee meeting reconvened at 9:00 a.m. on Friday, August 14. The committee asked that host city bids for the 2013 (central Texas) conference be sent to San Antonio, Austin, San Marcos, and Bastrop. The 2014 TCMA Annual Conference is scheduled to be held in Galveston, and the 2015 TCMA Annual Conference is scheduled to be held in the Dallas-Fort Worth area. The committee then discussed topics for quarterly Webinars, and a list of topics was developed. The next meeting of the committee was set for Thursday, January 28, at 10:30 a.m. at the TML office (third floor conference room) in Austin. With nothing else on the agenda, the meeting was adjourned at 10:45 a.m. |
