Bert Lumbreras called the meeting to order at 9:00 a.m. and thanked the members for participating in the meeting.

The committee discussed the TCMA Professional Development Committee’s responsibilities and the 2011 Membership Survey recommendations.

The committee reviewed the evaluations of the 2010-2011 William “King” Cole workshops and developed the educational programs for both sessions. Topics and speakers were tentatively identified, and members of the committee were assigned to contact the speakers to confirm their participation. Once a speaker has been confirmed, notice should be sent to Kim Pendergraft. The deadline to have speakers confirmed is October 19.

The committee developed the educational program for the 2012 City Management Clinic and tentatively identified both topics and speakers. Members of the committee were assigned to contact the speakers to confirm their participation. Once a speaker has been confirmed, notice should be sent to Kim Pendergraft. The deadline to have speakers confirmed is November 1.

Bert gave a report on the 2012 Texas Municipal League Annual Conference. Bert and Julie Couch, City Manager, Rockwall, were nominated by the TCMA Board to represent TCMA on the TML Annual Conference Planning Committee, and TCMA has been asked to participate in the conference by coordinating an educational session or other event. Bert stated that building on the ICMA Life, Well Run campaign would provide an opportunity to promote the city management profession and to invite elected officials to participate in the presentation. The committee also recommended sponsoring a keynote speaker and suggested Jim Collins and Daniel Pink. Bert and Julie will share these ideas with the TML Annual Conference Planning Committee.

The committee took a break at noon for lunch.

The committee reconvened at 1:00 p.m.

The members discussed and decided on a theme for the 2012 TCMA Annual Conference on June 7-10. In keeping with the TCMA president’s theme for the year “Passion for the Profession,” the committee decided the conference theme will be “Ignite Your Passion for the Profession.” The members reviewed the evaluation of the 2011 TCMA Annual Conference. The committee developed the educational program for the TCMA Annual Conference and tentatively identified both topics and speakers. Members of the committee were assigned to contact the speakers to confirm their participation. Once a speaker has been confirmed, notice should be sent to Kim Pendergraft. The deadline to have speakers confirmed is January 12.

Ben Brezina will coordinate the golf tournament.

Bob Turner will coordinate a deep sea fishing excursion.

The City of South Padre Island will coordinate a Thursday evening welcoming event and a Friday evening social event to include regional meetings. Joe Vera will assist the city and ask TCMA Region 10 to provide a sponsorship.

The meeting was adjourned at 4:00 p.m. The committee took a site visit to Clayton’s, a suggested venue for the Friday evening social event during the 2012 TCMA Annual Conference.

The meeting reconvened August 19 at 9:00 a.m.

The committee continued discussing the TCMA Annual Conference educational program. Shannon Mattingly and David Harris will develop session topic titles.

Shannon and Kim will talk to the City of San Marcos about its sponsorship of a lunch or breakfast at the 2012 TCMA Annual Conference in South Padre Island to promote the 2013 TCMA Annual Conference, which will be held in San Marcos, June 20-23, 2013.

Mike Land discussed the “In Memoriam” program at the conference to recognize those city managers who have passed since the previous annual conference. Mike will discuss potential ethical issues with the Ethics Committee and develop policies for the presentation to be shown at the Awards Lunch.

The committee reviewed the 2011 TCMA Annual Conference sponsor list, and minor changes were made to the assignments. When committee members make contact with a sponsor, the committee members will send notice to Kim Pendergraft so the sponsor list can be updated. David Harris will review the current sponsorship policies and provide a modified version to the committee to include multi-year sponsorships.

It was determined that bids for the 2016 and 2017 conferences would be discussed at the next meeting.

The next meeting of the committee was tentatively set for Wednesday, January 25, 2012, at 9:00 a.m. at Austin City Hall. Bert will arrange for a block of hotel rooms.

With nothing else on the agenda, the meeting was adjourned at 11:15 a.m.
