TCMA Professional Development Committee
11:00 a.m. - January 26, 2007

Julie Johnston called the meeting to order at 11:00 a.m. and welcomed those attending.

The Committee reviewed the 2007 TCMA Annual Conference program as developed at the last Committee meeting on September 8, 2006. The Committee approved the theme “Leading Texas Cities: Innovations and Resilience in Action”. The Committee finalized topics for the Annual Conference program and the Committee members are working to identify session speakers.

Edward Benavides and Kari Eustace provided suggestions for the social events and golf tournament. They will contact the suggested venues for availability and prices and report back to Kyle Jung (Friday Welcome Reception - The Buckhorn Saloon and Museum; Saturday Social Event - Smithsonian Museum at Market Square). Edward Benavides will also contact Ricky Jorgensen and Jared Miller regarding the proposed location of the golf tournament (Cedar Creek Golf Course).

The Committee discussed the status of TCMA Annual Conference sponsorships. Currently $9,500 has been committed, with $1,000 received. The Committee members expressed their commitment to pursue sponsors to reach or exceed the $25,000 amount included in the TCMA Annual Conference budget.

Kyle Jung reported that the TCMA Board accepted the Committee’s recommendation regarding future TCMA Annual Conference locations. The City of South Padre Island will be contacted regarding hosting the 2009 TCMA Annual Conference and the City of Galveston will be contacted regarding hosting the 2010 TCMA Annual Conference. Deadlines for submitting Host City bids will be the end of March.

The Committee set its next meeting for Friday, April 13, 2007 at 11:00 a.m. at the TML Office, 3rd Floor Conference room. The main item will be to review the 2009 and 2010 TCMA Annual Conference Host City bids and make a recommendation to the TCMA Board.

With nothing else on the agenda, the meeting was adjourned at 1:30 p.m.

TML staff included Kyle J. Jung.

Mike Perez called the meeting to order at 10:00 a.m. and welcomed those attending.

The Committee reviewed the 2006-2008 TCMA Strategic Plan and the 2005-2008 TCMA Educational Plan. The TCMA educational programs will address topics listed in the 2006-07 section of the current TCMA Educational Plan.

The Committee developed the educational programs for the William King Cole (WKC) workshops. Included in this year’s WKC workshops programs will be opportunities for attendees to network with current TCMA members. Tentative dates for the WKC workshops are November 30-December 1 and late March/early April.

The Committee developed the educational program for the TCMA City Management Clinics. Tentative dates for the City Management Clinics are February 15-16 in Salado and March 1-2 in Fredericksburg.

After lunch, the Committee began planning the educational program for the 2007 TCMA Annual Conference (to be held at the Westin Hotel in San Antonio on June 22-24, 2007). Items discussed included: the conference theme, format, topics, speakers, sponsors, and the golf tournament. The Committee decided against including a fun run as part of the conference. The Committee decided that information about local events and sites will be provided by the City of San Antonio Host Committee for spouses, guests, and children, but no scheduled events will be planned during the days of the conference for these groups. At their next meeting, the Committee will consider suggestions to be provided by the City of San Antonio for social events.

The Committee discussed suggestions to consider amending the rotation schedule of the TCMA Annual Conference to include the cities of El Paso and Austin. After a discussion, the Committee recommended that the City of Corpus Christi be dropped from the rotation and El Paso not be added to the list. Also, the Committee recommended the City of San Antonio be dropped from the rotation list and in its place a “Central Texas area” be inserted so that interested cities in the area will be able to submit bids to host a future conference. These recommendations will be forwarded to the TCMA Board for consideration at their Board meeting in January, 2007. If approved by the TCMA Board, the TCMA Annual Conference would rotate between South Padre Island, Galveston, the Dallas-Fort Worth Metroplex, and central Texas.

The issue of holding the TCMA Annual Conference in the same location during consecutive years was discussed, but was not included in the recommendation.

TCMA Professional Development Committee Meeting
September 9, 2004

Those in attendance included: Tom Hart, Vice Chair and City Manager, Grand Prairie; Vince DiPiazza, City Manager, Dumas; Gary Fuqua, City Manager, Big Spring; Susan Thorpe, City Manager, Rowlett; Christal Kliewer, Assistant to the City Manager, Friendswood; James Fisher, City Administrator, Bee Cave; Task Force member: Terry Roberts, City Manager, Brenham; and TML staff, Gwena Cearley and Kyle J. Jung.

Tom Hart called the meeting to order at 2:00 p.m. and welcomed the committee and task force members.

The committee reviewed the 2004-2006 TCMA Strategic Plan adopted by the TCMA Board, specifically addressing those items assigned to the TCMA Professional Development Committee.

The Committee discussed various issues that would be suggested to the Workshops and Conferences task forces as possible topics. These included ICMA voluntary credentialing, human resources in-house training, ethics, and homeland security.

In order to assist members with their ICMA credentialing reports, a description of the area of competency that each educational session addresses will be included in the program for all TCMA educational events.

Committee members discussed various methods of further promoting TCMA members: 1) using either regional or statewide TCMA members to present national or statewide awards to members during public meetings. 2) to advertise the list of ICMA credentialed managers in Texas to elected officials through presentations to elected officials and through ads in the Texas Municipal League Texas Town and City magazine.

The committee discussed and recommended that more detailed descriptions should be included in the publicity for each event so members will be able to better decide which educational events are most appropriate for them or members of their staff.

TCMA Workshops Task Force Meeting
September 10, 2004

Those in attendance included: Bert Lumbreras, Chair and Assistant City Manager, Waco; Stephen Giesbrecht, City Administrator, Electra; Victoria LaFollett, Deputy City Manager, Nacogdoches; Edward Broussard, City Manager, Navasota; Tammi Saddler, Assistant to the City Manager, League City; Jim Dunaway, City Manager, Elgin; Mary Kaye Moore, City Manager, Bryan; Tom Hart, City Manager, Grand Prairie; Vince DiPiazza, City Manager, Dumas; Christal Kliewer, Assistant to the City Manager, Friendswood; James Fisher, City Administrator, Bee Cave; Rickey Childers, City Manager, Longview; and TML staff, Gwena Cearley and Kyle J. Jung.

Bert Lumbreras called the meeting to order at 8:00 a.m. and welcomed the task force members and guests.

The task force reviewed the 2004-2006 TCMA Strategic Plan adopted by the TCMA Board and the recommendations developed by the TCMA Professional Development Committee. The task force worked to develop the educational programs for the City Managers’ Problem Solving Clinic and the two sessions of the William “King” Cole series.

City Managers’ Problem Solving Clinic
The task force wants the Clinic to be issue-specific on a variety of topics, target city managers in small to mid size cities, and welcome non-city managers to attend the session.

Topics for consideration included: Legislative Update, Employment Law, Communicating with the Public, and Emergency Management (National Incident Management Systems and funding sources).

William “King” Cole
These two programs should be directed at department heads, assistants, and new city managers. The first session should address basic city management information and the second session can cover more advanced topics. In order to incorporate senior managers in these programs, some presentations should be given by current city managers. Also, networking events should be incorporated into these sessions.

Session 1 – The Basics Topics for consideration include: Basic Duties of a City Manager, History of the City Manager form of government, Council/staff relations, Budgeting and Finance, Ethics, Municipal Law.

Session 2 – Advanced Topics for consideration include: Police and Fire issues, Balanced Life Styles, Development and Environmental Issues, Public Works and Utilities, Leadership, Communicating with the Media/Marketing, and Human Resources.

With no other items on the agenda, the meeting was adjourned at Noon.

TCMA Conferences Task Force Meeting
September 10-11, 2004

Jung.

Susan Thorpe called the meeting to order at 1:00 p.m. and welcomed the task force members.

The task force reviewed the 2004-2006 TCMA Strategic Plan adopted by the TCMA Board and the recommendations developed by the TCMA Professional Development Committee.

The task force began the planning for the June 2005 TCMA Annual Conference. A copy of the working program is provided.

To provide a four-day pass for those who register for the conference, the Task force recommends that the registration be increased. This four-day pass includes all activities at the Moody Gardens hotel, except the spa services, and cost $35 per person. The task force wanted to subsidize this pass and recommends only a partial increase to those who register for the conference. On a motion by James Fisher and seconded by Dave Gattis, the task force recommended to the TCMA Board that the delegate and spouse/guest/youth registrations be increased by $25. The motion was approved.

Since many activities are available at Moody Gardens for both spouses and children, the task force decided to provide information about possible activities, but there will not be any organized activities other than the Sunday night adults’ event and the Sunday night/Monday morning overnight event.

The task force adjourned at 5:00 p.m. on Friday and resumed their work on Saturday, September 11 from 8:00 – 10:30 a.m.

TCMA Professional Development Committee Meeting
April 16, 2004
TML Offices, Austin, Texas

Those in attendance included: Paul Parker, Chair and City Manager, Mount Pleasant; Bert Lumbreras, Vice Chair and Assistant City Manager, Waco; Curtis Snow, City Manager, Palestine; Frank Simpson, City Manager, Missouri City; Mary Kaye Moore, City Manager, Bryan; Mike Rhea, City Manager, Ingleside; Guest, Joe LaBeau, City Manager, Midlothian; and TML staff, Gwena Cearley and Kyle J. Jung.

Paul Parker called the meeting to order at 11:00 a.m. and welcomed the committee members.

The committee listened to a proposal from Joe LaBeau to conduct a study of the differences in leadership competencies between mature, successful public leaders and younger, less experienced public leaders. The conclusions could be used by TCMA in the development of future training sessions to assist the next generation of leaders to develop skills that may help them become successful in their future careers. After an lengthy discussion of how this project could benefit the TCMA membership, Curtis Snow moved and Frank Simpson seconded a motion to recommend to the TCMA Board for TCMA to financially support this research project, up to $5,000, with the provision that Joe LaBeau provide a written description of the methodology and what the intended results should be prior to any expenditure of TCMA funds. Also, this project should be coordinated through with input from the TCMA Professional Development Committee. The motion was approved.

The committee moved on to a discussion of possible topics for the TCMA sessions at the TML Annual Conference. Three suggestions were provided including: 1) a joint session with TFCA concerning ISO ratings, 2) a session on performance measurement in public sector risk management, and 3) a session by ICMA on Manager as Coach. No other topics were brought up by the committee. On a motion by Bert Lumbreras, seconded by Mary Kaye Moore, the committee decided to select only topics 2 & 3.

The committee moved on to a discussion of an program where TCMA would work with ICMA to bring several ICMA University workshops to Texas over the next year. On a motion by Bert Lumbreras with a second by Mary Kaye Moore, the committee recommended that TCMA work with ICMA to bring these workshops to Texas with the hope that TCMA could participate in any financial profit generated.

The committee discussed the ICMA voluntary credentialing and decided that at the present time, TCMA would assist TCMA members who wish to participate in the ICMA voluntary credentialing program by including a designation in the TCMA Annual Conference program which topics could be included in the ICMA Core Competencies.

With no other items on the agenda, the meeting was adjourned at 12:45 p.m.
