TCMA Nominating Committee
Minutes Members present on the conference call included Mike Perez, hair and TCMA immediate past president; Kent Cagle, city manager, Duncanville; James Stokes, city manager, Gladewater; Joe Dickson, city manager, Santa Fe; Terry Roberts, city manager, Brenham; Mark Browne, city manager, Terrell Hills; and Tom Blazek, city manager, Rockport. TML staff included Kyle Jung. Mike Perez called the conference call to order at 2:06 p.m. and thanked the members for participating. The TCMA Nominating Committee members reviewed the petitions submitted for the 2009 ballot for TCMA statewide officer positions. The petitions included: president elect – Bill Keffler, city manager, Richardson; vice president – David Landis, city manager, Perryton; and director-at-large – Terri Johnson, city administrator, Piney Point Village and Julie Johnston, city administrator, Dickinson. Mike Perez asked the Nominating Committee members if they wished to add any other names to the ballot for the position of director-at-large and if the nominating committee members wanted to provide any endorsements of any candidates on the ballot. On a motion by Tom Blazek and a second by Joe Dickson, the committee decided against adding any other names to the ballot and against making any committee recommendations for a candidate. Mike Perez asked the nominating committee members if they wished to add any other names to the ballot for the position of vice president and if the nominating committee members wanted to provide any endorsements of a candidate on the ballot. On a motion by Joe Dickson and a second by Terry Roberts, the committee decided against adding any other names to the ballot and against making any committee recommendations for a candidate. Mike Perez asked the Nominating Committee members if they wished to add any other names to the ballot for the position of president-elect and if the nominating committee members wanted to provide any endorsements of a candidate on the ballot. On a motion by Kent Cagle and a second by Joe Dickson, the committee decided against adding any other names to the ballot and against making any committee recommendations for a candidate. The Nominating Committee unanimously approved the following 2009 ballot for TCMA statewide officer positions: President-elect, Bill Keffler, city manager, Richardson A subcommittee (Tom Blazek and Joe Dickson) of the Nominating Committee will canvass the votes at 2:00 p.m. on April 8, at the TML office in Austin. With nothing else on the agenda, the conference call was adjourned at 2:20 p.m. TCMA Nominating Committee Members present on the conference call included Mark McDaniel, chair and TCMA immediate past president; Darron Leiker, city manager, Wichita Falls; David Harris, Assistant city manager, Schertz; Tom Blazek, city manager, Rockport; and Wendy Smith, assistant city manager, McAllen. The petitions included: president elect – Courtney Sharp, city manager, Mount Pleasant; vice president – Bill Keffler, city manager, Richardson; and TML board representative – Jim Jeffers, city manager, Nacogdoches and John McDonald, city administrator, Ovilla. Mark McDaniel asked the nominating committee members if they wished to add any other names to the ballot and if the nominating committee members wanted to provide any endorsements of any candidates on the ballot. On a motion by David Harris and a second by Wendy Smith, the committee decided against adding any other names to the ballot and against making any committee recommendations for any candidates. The nominating committee unanimously approved the following 2008 ballot for TCMA statewide officer positions: president elect - Courtney Sharp, city manager, Mount Pleasant
The TCMA board had placed a constitutional question on the ballot concerning the percentage TCMA membership requirement for statewide assistants’ organizations to hold the assistants representative position on the TCMA board. No action was taken by the nominating committee on this item. The nominating committee discussed the issue of voting by paper or electronic ballot. On a motion by Tom Blazek and a second by David Harris, the nominating committee approved the use of paper ballots for the 2008 TCMA statewide officer election. The nominating committee will canvass the votes between April 7-18 with a specific date to be determined. TML staff included Kyle Jung. Rickey Childers called the conference call to order at 3:3 p.m. and thanked the members for participating. The Nominating Committee members reviewed the petitions submitted for the 2007 ballot for TCMA statewide officer positions. The petitions included: President Elect - Paul Parker, City Manager, Lufkin; Director at-Large - Julie Johnston, City Administrator, Dickinson; and Vice President - James Fisher, City Administrator, Bee Cave and Courtney Sharp, City Manager, Mount Pleasant. Rickey Childers asked the Nominating Committee members if they wished to add any other names to the ballot. No other names were submitted by the Committee members. Rickey Childers asked if the Nominating Committee members wanted to provide any endorsements of the names on the ballot. The Nominating Committee decided against making any endorsements. On a motion by Craig Lonon and a second by Jim Holgersson, the Nominating Committee unanimously approved the following 2007 ballot for TCMA statewide officer positions: President Elect - Paul Parker, City Manager, Lufkin With nothing else on the agenda, the conference call was adjourned at 3:41 p.m.

Nominating Committee Members present on the conference call included Rickey Childers, Chair and TCMA Immediate Past President; Tom Blazek, Vice Chair and City Manager, Rockport; Greg Duggan, City Manager, Dalhart; Ken Thomas, City Manager, Early; Jim Holgersson, City Manager, Arlington; Modesto Mundo, Assistant City Manager, Lake Jackson; Cynthia Collazo, Interim City Manager, Laredo; and Craig Lonon, City Manager, Harlingen. TML staff included Kyle Jung. Rickey Childers called the conference call to order at 2:00 p.m. and thanked the members for participating. The Nominating Committee members discussed Karen Daly’s eligibility to be included on the 2007 ballot for TCMA statewide positions on the TCMA Board and concluded that she did not meet the eligibility requirements outlined in the TCMA Constitution. Therefore, she would not be eligible to be included on this year’s ballot. On a motion by Craig Lonon and a second by Cynthia Collazo, the Nominating Committee made a finding that an individual must be a permanent, full-time employee of a city in the position of City Manager/City Administrator or serving as the Assistant City Manager or Deputy City Manager or a permanent, full-time employee of a Council of Governments (COG) in the position of Executive Director or serving as the Assistant COG Director of Deputy COG Director, to be classified as a TCMA Full member. The person must meet these requirements to be eligible to run as a candidate for a statewide position on the TCMA Board. The Nominating Committee voted unanimously in favor of this motion. Rickey Childers stated that he would contact Karen Daly regarding the TCMA Nominating Committee’s finding and decision. The Committee set a time and date (Wednesday, March 7, 2007 at 3:00 p.m.) for a conference call to review the petitions submitted and to finalize the 2007 ballot for TCMA statewide positions on the TCMA Board. With nothing else on the agenda,

Nominating Committee Members present on the conference call included Rickey Childers, Chair and TCMA Immediate Past President; Jim Holgersson, City Manager, Arlington; and Craig Lonon, City Manager, Harlingen. TML staff included Gary Watkins and Kyle Jung. Rickey Childers called the conference call to order at 2:00 p.m. and thanked the members for participating. The three Nominating Committee members discussed Karen Daly’s eligibility to be included on the 2007 ballot for TCMA statewide positions on the TCMA Board and concluded that she did not meet the eligibility requirements outlined in the TCMA Constitution. Therefore, she would not be eligible to be included on this year’s ballot. The three members of the TCMA Nominating Committee who participated in the discussion wanted an additional conference call so that the full Nominating Committee could formally vote on this issue. A conference call has been set for Tuesday, February 20, 2007 at 2:00 p.m. so that the Nominating Committee can officially vote on Ms. Daly’s eligibility regarding the 2007 ballot for TCMA statewide positions on the TCMA Board. Also, the Committee set a time and date (Wednesday, March 7, 2007 at 2:00 p.m.) for a conference call to review the petitions submitted and finalize the 2007 ballot for TCMA statewide positions on the TCMA Board. TML staff included Kyle Jung. Rickey Childers called the conference call to order at 3:30 p.m. and thanked the members for participating. The Committee discussed the eligibility requirements for candidates on the ballot for TCMA statewide positions on the TCMA Board. The Committee reviewed and discussed the requirements for an individual to be classified as a Full TCMA member detailed in the TCMA Constitution. The Committee reviewed and discussed the correspondence from Karen Daly regarding her current employment status. The Committee requested and Rickey Childers agreed to contact Karen Daly to obtain a copy of the employment contract approved by the City of Greenville. When received, the contract will be sent to the members of the Nominating Committee for review. The Committee set a time and date (Wednesday, February 14, 2007 at 2:00 p.m.) for their next conference call to review and discuss Ms. Daly’s employment contract and make a recommendation to the TCMA Executive Committee regarding her eligibility to be included on the 2007 ballot for TCMA statewide positions on the TCMA Board. Members present on the conference call included Craig Lonon, Chair and TCMA Immediate Past President; George Patterson, City Manager, Highland Park; Modesto Mundo, Assistant City Manager, Lake Jackson; Lanny Lambert, City Manager, Balcones Heights; and Kyle Jung, TML staff. Due to technical problems George Patterson, City Manager, Highland Park; and Brenda Samford, City Manager, Carthage were kept on hold during the conference call. Craig Lonon called the conference call to order at 10:10 a.m. and thanked the members for participating. The committee reviewed the proposed changes to the TCMA Constitution combining the membership classifications of Associate and Affiliate into one (Associate) category. After a discussion of the TCMA Board’s reasoning for this proposed change, Lanny Lambert moved and Modesto Mundo seconded a motion to approve the TCMA Constitution changes as proposed. The motion was approved. Modesto Mundo and Lanny Lambert agreed to count the votes of the TCMA Officer election. The counting will take place on Wednesday, April 12 at 10:00 a.m. in the Texas Municipal League office. The TCMA Board will receive a report from the Nominating Committee at their April 7 Board meeting. The TCMA membership will vote on the proposed changes to the TCMA Constitution at the business meeting during the TCMA Annual Conference (Saturday, June 3 at 4:00 p.m.) in Corpus Christi. With nothing else on the agenda, the conference call was adjourned at 10:18 a.m. Please note: Both George Patterson and Brenda Samford expressed agreement with the proposed changes to the TCMA Constitution. The committee reviewed the endorsements for the three open TCMA statewide Board positions (President Elect: Mike Perez, City Manager, McAllen; Vice President: Paul Parker, City Manager, Lufkin; and Karen Daly, City Manager, Greenville; and TML Board Representative: Greg Vick, Assistant City Manager, Farmers Branch). After reviewing the names, Craig Lonon asked if the committee members wished to add any names to the slate. No other names were nominated by the committee. Robert Patrick moved and Modesto Mundo seconded a motion to set the 2006 ballot with the names submitted by petition without endorsements from the Committee. Ballots will be mailed to TCMA Voting members on Monday, March 20 and are due back in the TCMA office by 5:00 p.m. on Friday, April 7. The motion was approved. The Committee set a conference call for Monday, March 27 at 10:00 a.m. to discuss the proposed TCMA Constitutional changes regarding the consolidation of the Associate and Affiliate membership classifications.
