President's Message

It is my privilege and pleasure to have the opportunity to serve as your president of the Texas City Management Association. With 850 members, TCMA represents an awesome group of public administrators committed to great communities in Texas. Your Board of Directors will be focused this coming year on growing membership, enhancing our ICMA and state assistant organization partnerships, and increasing our responsiveness to the needs of our TCMA membership, in particular the in-transition members, the young professionals, and first-time city managers. As Gene Kranz—NASA flight director for the Apollo 13 mission—encouraged us at our TCMA Annual Conference in Galveston, your TCMA Board of Directors will "aim high" in 2010-2011. We are all so blessed to be a part of a unique profession that is so critical to the lives of millions of Texans, and I am confident that TCMA will continue its long legacy of leadership. I look forward to an exciting and productive year for TCMA, and I will appreciate your support as we advance the contributions of our city management profession.

Management Transitions

Banks Akin is the new city manager for the City of Stockdale.

Tommy Boykin is the city manager for the City of Jasper.

Scott Caldwell is the city administrator for the City of Stratford.

Mike Hagan is no longer the city manager for the City of Melvin.

Celina Hemmeter is the city administrator/city secretary for the City of Eden.

Paul Horn will retire as the city manager for the City of Alvin, effective September 31.

Cindy King is the new city manager for the City of Sweeny.

Nick Lanning is the interim city manager for the City of Windcrest.

Rick Menchaca is no longer the city manager for the City of San Marcos. Laurie Moyer (current assistant city manager) is the acting city manager for that city.

Jim Nuse is retiring as city manager for the City of Round Rock, effective January 15.

Jeff Radke is no longer the city manager for the City of Mountain City.

Frank Ragan is no longer the city manager for the City of McKinney.

Tonya Roberts is the new city administrator for the City of Rice.

Gary Robinson is no longer the city administrator for the City of Westworth Village. Roger Unger is the city administrator for that city.

George Shackelford is the new city manager for the City of Tomball, effective July 12.

Charles Vaughan is no longer the city manager for the City of Cushing.

Terri Vela is the new city manager for the City of Richmond.

Kathleen Vrana is no longer the city administrator for the City of Holland.

Sympathy

Jim Rankin passed on Friday, June 25. Jim began his career as a city manager serving in several West Texas cities and was dedicated to promoting excellence in local government in Texas. Services were held Monday, June 28, at 11:00 a.m. at the First United Methodist Church in Graham. TCMA extends its deepest sympathy to Jim's family.

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Bob Turner to his new position as the city manager for the City of Port Lavaca. Bob's appointment began April 19, 2010. He started his career in municipal government in 1980 in the City of Tyler and held numerous positions before being named Tyler's city manager in 2003. Bob received a bachelor's and master's degree from the University of Texas-Tyler and an MPA from Harvard. Bob and his wife Benita have been married 41 years and have three grown children and seven grandchildren. His hobby is saltwater fishing.
