January 2012 The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. The newsletter and past issues are also posted at TCMA Management Messenger. You play an important role in the ethics process. TCMA will be accepting recommendations for prospective candidates for the following 2012-2013 statewide offices: president-elect, vice president, and TML Board representative. See "TCMA Statewide Offices Election Schedule" on page 2 or click on TCMA Statewide Offices. TCMA Statewide Offices Election Schedule January 3 - A sample petition for candidacy will be posted on the TCMA Web site. February 28 – Membership recommendations will be received (either by U.S. mail or e-mail) through this date. March 1-9 – The TCMA Nominating Committee will meet during this time to discuss membership recommendations, verify petitions, and identify, when appropriate, the committee's selection for the ballot. March 12-April 2 – Ballots will be provided to the membership, including biographical information on each candidate and how he/she was placed on the ballot. April 9-20 – A sub-committee of the TCMA Nominating Committee (appointed by the TCMA Nominating Committee chair) will canvass the votes. April 23-27 – If a tie occurs, a second ballot will be forwarded to voting members this week. May 4 – If a second ballot is necessary, it must be completed and returned to TCMA headquarters by this date. May 7-11 – If a second ballot is necessary, a sub-committee of the TCMA Nominating Committee (appointed by the TCMA Nominating Committee chair) will canvass the votes. June 9 – Election results will be announced no later than the annual business meeting during the TCMA Annual Conference in South Padre Island and through the TCMA online newsletter. TCMA Vice President Julie Couch is no longer serving as city manager of the City of Rockwall. In accordance with the TCMA Constitution (Article III, Sections 2, A (2) and 4), when or if the president, president-elect, vice president, TML Board representative, director-at-large, or immediate past president separates employment from their city or COG, they shall either resign from the Board or petition the Board to complete their term of office. The Executive Committee has affirmatively accepted Julie's petition to complete her term as vice president. The terms for Board representatives from TCMA regions bearing even-numbered designations will end at the TCMA Annual Conference in South Padre Island on June 10, 2012. Each of these regions is responsible for the election of its representative in accordance with the TCMA Constitution (Article III, Section 2, B). The name of the new regional director shall be submitted to the TCMA president no later than January 31, 2012. Ron Bottoms is no longer the city manager of the City of La Porte. Stephen Gillett is the interim city manager. Brian Boudreaux will no longer be the city manager of the City of Giddings, effective March 15. Kevin Carruth is the new city manager of the City of Rockport. Ramiro Garza is no longer the city manager of the City of Edinburg. Shawn Snider is the acting city manager. Bill George is the city manager of the City of Sachse. Kyle Jung is the new city manager of the City of Manvel, effective January 16. Kyle will be the first full-time city manager for the city. Michael Kovacs is the new city manager of the City of Galveston. Ivan Langford is no longer the town manager of the Town of Little Elm. He will be the new general manager of the Gulf Coast Water Authority in Texas City, effective January 17. John Moran is no longer the city manager of the City of Farmersville. Benjamin White is the interim city manager. Juan Ortiz is no longer the city manager of the City of Elsa. Chuck Pinto retired as the city manager of the City of Seabrook, effective December 31. Kelly Templin is the new city manager. Visit tcma.org to see if you qualify for TCMA In-transition Services. 2012 TCMA Professional Awards and Scholarships Each year, TCMA provides opportunities to recognize and honor colleagues and promote the ideals of the association through several awards. Please take time to review and promote each of these awards in your region. The deadline for application for each award is January 13, 2012. For more information and application forms, please visit http://www.tcma.org. Click on the "Programs" link and select the award you wish to view. TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Applications received for the month of December: Full: Ryan Douglas Rapelye, Assistant City Manager, Del Rio; J. Scott Sellers, City Manager, Kilgore Associate: Yvonne Griffin, Finance Director, Balcones Heights Cooperating: Jim Madewell, General Manager, Lubbock County WCID #1 Ron Bowman, city manager of the City of Boerne, was elected to the American Public Power Association Board of Directors. The APPA is the national service organization for the nation's more than 2,000 community-owned electric utilities that serve more than 46 million Americans. Jason Gray, city manager of the City of McKinney, was appointed to the board of directors of the North Texas Commission, a regional non-profit consortium of businesses, cities, counties, chambers of commerce, economic development entities, and higher education institutions in North Texas. Leo Smith, city administrator of the City of Bangs, was appointed by Governor Rick Perry to two boards—the West Central Texas Regional Review Committee and the Municipal Solid Waste Management and Resource Recovery Advisory Council. The City of Midland was named one of the safest cities in the U.S. with a population of 150,000 or less. To read the full story, click on Midland Safe City. The cities of Allen, Frisco, Sugar Land, and Round Rock were ranked among the safest cities in the U.S. with populations above 75,000. To read the full story, click on Safe Cities. The City of Sugar Land was awarded the 2011 ICMA Community Sustainability Award. The award recognized the city for its multicultural program, which meets the needs of residents of all cultures and ethnic backgrounds. To read the full story, click on Sugar Land Sustainability Award. The City of Southlake was ranked third for quality of life in the southern United States among cities with 10,000 people or more. The City of Colleyville ranked tenth. To read the full story, click on Quality of Life. Lee Cole, wife of the late William "King" Cole, passed on December 24. A memorial service was held on Wednesday, January 4. Bob Sokoll, former city manager of the City of Waxahachie and Life TCMA member, died on December 28. Bob is remembered by city leaders as an inspiring and honest man who looked toward the future. He was also a mentor and respected by those in the city management profession. A memorial service was held at St. Joseph Catholic Church in Waxahachie. In lieu of flowers, the family requests that donations be made to St. Joseph Catholic Church of Waxahachie (512 East Marvin Avenue, Waxahachie, TX 75165) on behalf of the Society of St. Vincent de Paul.
