The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. Reminder

Membership Dues Renewals

Membership dues renewals are in progress. Members can renew online at www.tcma.org. Simply click on the “About TCMA” link and select “Membership Renewal.” A box will be provided to indicate whether you have fulfilled the ethics requirement, along with a field to state when and where the requirement was fulfilled. Dues can be paid with a credit card, and member profiles can be updated from the same link. If you have not fulfilled the ethics requirement, there is still time. An online version is available at www.esslearning.com/tcma. The deadline for renewals is December 31.

Management Transitions

Jim Blanchard is no longer the city manager for the City of Pittsburg. Margaret Jackson, current city secretary, is the interim city manager for that city.

Sheri Campbell-Husband is the new city administrator for the City of Hudson Oaks.

Jim Dunaway is the interim city manager for the City of Taylor.

Angel Escobar is the new city manager for the City of Corpus Christi.

Carol Garcia is no longer the city manager for the City of Socorro. Manny Soto is the interim city manager for that city.

Harry Grove is the new city manager for the City of Stockdale.

J.C. Hughes is the new city administrator for the City of Pilot Point.

Jacqueline L. Lee is the new city manager for the City of Glenn Heights.

Ismael Lopez is the new city administrator for the City of Keene.

Dennis McDuffie is the new city manager for the City of Diboll.

Brett McGuire is the new city manager for the City of Lake Worth.

Steven McKay is the new city manager for the City of Gruver.

Vicki Mikel is the new city manager for the City of Fate.

Gus Pappas is the new city manager for the City of Mathis.

Jana Pitcock is the new city manager for the City of Bovina.

Trevlyn Pitner is no longer the city manager for the City of Pampa.

Dan Robertson is no longer the city administrator for the City of Pinehurst. T.W. Permenter, current mayor for the City of Pinehurst, is the interim city administrator.

John Webb is the new city administrator for the City of Clarendon.

Congratulations

Michael S. Land, town manager for the Town of Prosper, is scheduled to receive ICMA Credentialed Manager status in late December.

Mike Perez, city manager for the City of McAllen and past TCMA president, was named Man of the Year by the McAllen Chamber of Commerce. This award is given each year to an individual who goes above and beyond routine civic service activities for the city.

New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Sheri Campbell-Husband to her new appointment as the city administrator for the City of Hudson Oaks. Prior to her appointment, Sheri served the City of Burleson for more than eight years. During the last four years of her tenure with the City of Burleson, she served as the neighborhood services director. She has also served the cities of North Richland Hills, Richardson, and Grapevine.

Sheri has a bachelor’s and master’s degree in education from the University of North Texas and an MPA from the University of Texas at Arlington. She has been married to her husband Clayton for 16 years. Clayton is a city planner for the City of Arlington. Sheri has been an active member in Rotary International for more than eight years and has served as an officer. Her hobbies include golf, reading, and an increasing interest in modern art. She is proud to be part of a family so committed to public service.

City News

City officials for the City of Seguin recently passed an ordinance waiving some building fees for business owners and developers interested in relocating to the downtown historic district. The expected cost to the city is approximately $1,000 for fees that include building and renovation fees for restoring downtown buildings. The International City/County Management Association (ICMA) Sustainable Communities Advisory Committee wishes to make available an informational article, “ICMA Embraces Sustainability,” on the topic of sustainable communities and the role of local government appointed officials. TCMA Internship Program

If your city would like to participate in the TCMA Internship Program and you meet the criteria listed below, please contact Kim Pendergraft at 512-231-7400 or kim@tml.org.

Hosting Internship City Requirements:

  • Internship Program applicants will be interviewed by the participating city.
  • The supervisor of an intern placed with a hosting internship city must be a member of TCMA.
  • For the internship period, an intern shall be paid $10 per hour by the hosting internship city as compensation. TCMA reserves the right to reconsider and adjust the hourly amount to be paid to interns in the Internship Program as it deems appropriate.
  • TCMA will pay to a hosting internship city $2,000 toward the compensation to be paid to an intern and will reimburse the required taxes and/or fees associated therewith and paid as part of an intern’s compensation upon receipt of an invoice from the hosting internship city reflecting the amounts paid. The remaining compensation and required taxes and/or fees associated therewith are the responsibility of the hosting internship city.
  • In order to recruit an intern under the Internship Program, a hosting internship city may provide funds for travel and/or housing to an intern in addition to the compensation.
  • A participating internship city may only host one intern per internship period.
  • A hosting internship city must conduct two evaluations of the intern: a mid-period and a final evaluation.

2009 TCMA Scholarship and Award Programs

Each year, TCMA provides opportunities to recognize and honor colleagues. Several programs are now underway to promote the ideals of the association. Please take time to review and promote each of these programs in your region. The deadline for application for each program is January 16, 2009.
