Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. 2007-2008 Nominations and Elections

The TCMA nominations/elections process will begin December 22, 2006. The statewide offices will include President-Elect, Vice President, and Director-at-Large. As you consider your decisions, please keep in mind the following: active involvement in TCMA, active involvement in TCMA region, years of municipal government service, committee service, desire to serve, level of regional support, and prior TCMA Board service. The committee shall consider each person's candidacy in light of the current composition of the Board and strive to achieve a balance among such factors as geography, size of city, ethnicity, and gender.

The terms for Board representatives from TCMA regions bearing odd-numbered designations will be ending at the TCMA Annual Conference in San Antonio on June 24, 2007. Each of these regions is responsible for the election of its representative in accordance with the TCMA Constitution. The name of the new regional director shall be submitted to the TCMA President no later than January 31, 2007.

It is important to keep in mind the following Board-approved policies regarding the TCMA nominations process:

  • In order to place a person's name into consideration for a board vacancy, a member shall forward either a signed personal letter or a petition with his/her legible signature on it to the TCMA Nominating Committee c/o TCMA staff in Austin. Names may be placed in nomination by a petition signed by at least 15 FULL classified members. Names for the Director-at-Large position may be placed in nomination by a petition signed by at least 15 voting members.
  • Each member is limited to endorsing (by petition or letter) only one person per statewide Board vacancy. Any person whose signature appears in the endorsement of more than one candidate for a statewide office shall have the endorsement deleted from each candidate's count for said office.
  • The Nominating Committee is not required to provide an endorsement when there are two or more candidates who have submitted the appropriate petitions for a statewide Board position.
  • A petitioned candidate for a statewide TCMA office cannot be currently serving on the TCMA Nominating Committee.

The earliest the petition used as part of TCMA's election process will be available to prospective candidates is January of the election year.

Coaching and Mentoring Program

TCMA, in partnership with The Waters Consulting Group, Inc., is excited to announce a new Coaching and Mentoring Program approved by the TCMA Board as a resource for members seeking professional development or to advance in their city government careers. The pilot program is based on the CareerNavigatorTM Competency Model and Assessment System, which was used by Waters and TCMA to create three distinct competency models for managers of small, medium, and large cities. These models identify those innate characteristics (natural ability and personality) and learned characteristics (knowledge, experience, and skills) critical for success in city management.

In addition to one-on-one individual coaching, the TCMA Coaching Program entails additional resources, such as training for mentors and mentees, telephone panel discussions, e-mentoring via newsletter format, as well as regional networking meetings. More than 30 TCMA member-managers have signed up to serve as mentor coaches during this pilot year. The Mentoring Task Force is now accepting applications for participants seeking coaches or mentors to enhance their professional development.

The program is open to all TCMA members. The initial cost for the assessment is $100. The International City/County Management Association (ICMA) will cover this fee for the first 100 TCMA members who are also ICMA members.

An orientation session for persons wishing to participate in the program will be held Friday, January 12, 2007, at 2:00 p.m. at the Wyndam Hotel in Arlington. Congratulations

The TCMA Management Messenger would like to congratulate Bob Sokoll on more than 44 years in public service. Bob will be leaving his position as city manager for the City of Waxahachie on December 31.

The TCMA Management Messenger would like to congratulate Linda Groomer. The Carrollton-Farmers Branch Rotary Club Chapter honored Linda as a Paul Harris Fellow in recognition of her public service career and international mission work in South America.

Management Transitions

Roger Mumby (current city manager for the City of West Columbia) will become the new city manager for the City of Gatesville, beginning January 1, 2007.

Matt Smith (current city manager for the City of Shavano Park) will become the new city manager for the City of Live Oak on January 3, 2007.

Robert Paul Hanna is the city administrator for the City of Hudson Oaks.

Alfredo Saldana is the new city manager for the City of Hubbard.

Cynthia Collazo is the interim city manager for the City of Laredo.

Vance Rodgers is the new city manager for the City of Lockhart.

James Blystone is the city manager for the City of Castle Hills.

Paulette Hartman is the new city manager for the City of Joshua, beginning January 2, 2007.

Dottie Williams is no longer the city manager for the City of Fritch.

Melissa Vossmer is the village administrator for the Village of Angel Fire, New Mexico.

Paul Stevens (current assistant city manager) will become the new city manager for the City of Waxahachie, following Bob Sokoll's retirement on December 31.

Maria Hilda Ayala is the interim city manager and city secretary for the City of Elsa.

James Landon (current city manager for the City of Lancaster) has been appointed the new city manager for the City of Palm Coast, Florida, beginning January 31, 2007.

Lanny Lambert (current city manager for the City of Balcones Heights) is the new city manager for the City of Leon Valley, beginning January 2, 2007.

J. Scott Thompson is no longer the city manager for the City of Aransas Pass.

Kevin Carruth is no longer the city manager for the City of Brownwood.

Julie Johnston (current city manager for the City of Oak Point) has been selected as the new city administrator for the City of Dickinson. Contract negotiations are underway.

Meet Your Colleagues

The TCMA Management Messenger introduces Roger L. Mumby to his new position as the city manager for the City of Gatesville. Roger's appointment as city manager will begin on January 1, 2007. He started in city management in 1993 while serving as the garrison commander (city manager) of Fort Hood. Since his retirement from the Army in September 1997, he has been the city manager for the City of West Columbia. Roger served for over 30 years in the United States Army, retiring in 1997 as a colonel. He received a bachelors degree in business administration with a major in accounting from San Diego State University in 1965, and a masters degree in public administration from The University of Missouri at Kansas City in 1979.

Roger and Nancy have been married for 29 years and have three children and six wonderful grandchildren. His hobbies are fishing and golf.

The TCMA Governance Task Force met October 25 in Austin.

The Ethics Committee met on November 9 at the Texas Municipal Center in Austin. Please visit www.tcma.org for the minutes, hold your cursor over “committees”, and click on “ethics”.

The TCMA Board will meet January 12, 2007, at the Wyndam in Arlington.

The Membership Committee will meet on February 23, 2007, at Dallas Love Field.
