Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact.   • Membership Renewal
    Members can renew their membership online at www.tcma.org. Simply click on the “About TCMA” link and select “Dues Renewal.” Dues can be paid with a credit card, and member profiles can also be updated from this link: Dues Renewal.

    The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. The newsletter and past issues are also posted at http://www.tcma.org/newsletter.htm.

    You play an important role in the ethics process. Acquaint yourself with the Code of Ethics and its Rules of Procedure for Enforcement .

    2008-2009 Nominations and Elections

    The TCMA nominations/elections process will begin December 21, 2007. The statewide offices will include president-elect, vice president, and TML Board representative. As you consider your decisions, please keep in mind the following: active involvement in TCMA, active involvement in TCMA region, years of municipal government service, committee service, desire to serve, level of regional support, and prior TCMA Board service. The committee shall consider each person’s candidacy in light of the current composition of the Board and strive to achieve a balance among such factors as geography, size of city, ethnicity, and gender.

    The terms for TCMA Region Board representatives bearing even-numbered designations will be ending at the TCMA Annual Conference in Arlington on June 29. Each of these regions is responsible for the election of its representative in accordance with the TCMA Constitution. The name of the new regional director shall be submitted to the TCMA president no later than January 31.

    It is important to keep in mind the following Board-approved policies regarding the TCMA nominations process:

    • In order to place a person’s name into consideration for a board vacancy, a member shall forward either a signed personal letter or a petition with his/her legible signature on it to the TCMA Nominating Committee in care of the TCMA staff in Austin. Names may be placed in nomination by a petition signed by at least 15 FULL classified members.
    • Each member is limited to endorsing (by petition or letter) only one person per statewide Board vacancy. Any person whose signature appears in the endorsement of more than one candidate for a statewide office shall have the endorsement deleted from each candidate’s count for said office.
    • The Nominating Committee is not required to provide an endorsement when there are two or more candidates who have submitted the appropriate petitions for a statewide Board position.
    • A petitioned candidate for a statewide TCMA officer position cannot serve on the TCMA Nominating Committee.

    We encourage you to familiarize yourself with the following schedule:

    January 4 – Provide sample of petition through TCMA’s Web site.

    February 29 – Receive membership recommendations through this date either by U.S. mail or e-mail.

    March 3–14 – Committee meeting during this time to discuss membership recommendations, verifiy petitions, and identify, when appropriate, committee’s selection for the ballot.

    March 17-April 4 – Provide ballots to membership with biographical information on each candidate and a statement how he/she was placed on the ballot.

    April 7–April 18 – Sub-committee (appointed by TCMA president) of Nominating Committee canvasses votes.

    April 28–May 2 – If a tie occurs, a second ballot will be forwarded to voting members this week.

    May 9 – Complete and return second ballot to TCMA headquarters through this date.

    May 12–16 – Sub-committee (appointed by TCMA president) of Nominating Committee canvasses votes.

    June 28 – Announcement of election results are made no later than at the annual business meeting during the TCMA Annual Conference in Arlington and through the TCMA online newsletter.

    Management Transitions

    Charles Boswell will retire as city manager for the City of Fort Worth in January 2008.

    Rafael Castillo is the new city manager for the City of Fort Stockton.

    Juan Cedillo is no longer the city manager for the City of Floresville.Gary Pelech is the interim city manager.

    Finley deGraffenried (former city manager for the City of Bridgeport, Nebraska) will be the new city manager for the City of Llano beginning January 2, 2008.

    Andrea Gardner is the city manager for the City of Copperas Cove.

    Randy Holly is no longer the city manager for the City of Marlin. Tim O'Neil is the interim city manager.

    Ryan Kelly will be the new city administrator for the City of Magnolia on January 1, 2008.

    A.R. Kimler will retire as city manager for the City of Port Neches beginning April 30, 2008.

    Judy Miller is the city manager for the City of Marble Falls.

    Robert Patrick will no longer be the city administrator for the City of Henrietta beginning December 12. He will be the new water production maintenance supervisor for the City of Denton.

    Trent Petty is no longer the town manager for the Town of Westlake. Joe Hennig is the interim town manager.

    George Salzman is the new city administrator for the City of La Coste.

    Chuck Upton is the city administrator for the City of Whitney.

    Brad Wedell is no longer the town administrator for the Town of Lakeside.

    Ron Wood is the city manager for the City of Liberty.

    Meet Your Colleagues

    The TCMA Management Messenger introduces and welcomes Jan Belcher to her new position as city manager for the City of Tomball. Jan’s appointment began October 29, 2007. Prior to her appointment, Jan served as deputy city manager for City of Lancaster for 4-1/2 years, where she also served as acting city manager for four months. Jan served as assistant city manager for the City of Colleyville and assistant to the city manager and purchasing agent for City of Richardson. Jan received a bachelor’s degree in business psychology from West Texas A&M University in Canyon.

    Jan and her husband John have been married for 16 years and have three children. Jan and John enjoy golf and sailing. Jan’s hobby is art, with several gallery showings to date.

    From the Coaching Dugout...

    As a result of the successful implementation of the TCMA Coaching and Mentoring Program this year, we now have 40 new applicants seeking mentors. The new applicants come from across the state and are mostly young professionals deciding on a career in city management.

    Are you someone who could provide an up-and-comer, a city manager, or an assistant city manager that extra shot of encouragement or advice? The future of the profession depends on it!

    New Member Applicants

    At its March 30, 2007, meeting, the TCMA Board approved a recommendation that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting.     A Message from the TCMA President

We invite you to participate in the celebration of the best by nominating people and groups you think are deserving of such recognition. Applications for the 2007-2008 Keep Texas Beautiful Awards are now available at http://www.ktb.org/.
