December 2011 The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. The newsletter and past issues are also posted at TCMA Management Messenger. You play an important role in the ethics process. Acquaint yourself with the Code of Ethics and its Rules of Procedure for Enforcement. Please remember to browse through YOUR Web site, www.tcma.org. All information is current as of the 25th of the month prior to publication. Membership Dues Renewals and Ethics Training Membership dues renewals are in progress. Members can renew online by clicking on TCMA Dues Renewal. A box will be provided to indicate whether you have fulfilled the ethics requirement, along with a field to state when and where the requirement was fulfilled. Only ethics courses from TCMA, TML, and ICMA training events, or the online course at www.esslearning.com/tcma will complete the requirement (See "TCMA Code of Ethics" on page 2). Dues can be paid with a credit card, and member profiles can be updated from the same link. If you have not fulfilled the ethics requirement, there is still time. The deadline for renewals is December 31. Tenet 8. Make it a duty continually to improve the member's
professional ability and to develop the competence of associates
in the use of management techniques. 2012 TCMA Professional Awards and Scholarships Each year, TCMA provides opportunities to recognize and honor colleagues. Several awards programs are now underway to promote the ideals of the association. Please take time to review and promote each of these awards in your region. The deadline for application for each award is January 13, 2012. For more information and an application form for each of these awards, please visit www.tcma.org. Click on the "Programs" link and select the program you wish to view. The terms for Board representatives from TCMA regions bearing even-numbered designations will end at the TCMA Annual Conference in South Padre Island on June 10, 2012. Each of these regions is responsible for the election of its representative in accordance with the TCMA Constitution (Article III, Section 2, B). The name of the new regional director shall be submitted to the TCMA president no later than January 31, 2012. Crystol Birdwell is the city administrator of the City of Wilmer. Ed Broussard will no longer be the city manager of the City of Hutto, effective December 31. He will be the new city manager of the City of Missouri City. David Mitchell will serve as the interim city manager for the City of Hutto, effective January 1. Kevin Coleman is the new city manager of the City of Yoakum, effective December 12. Julie Couch is no longer the city manager of the City of Rockwall. Rick Crowley is serving as interim city manager. Sabra Davis is the new city administrator of the City of Granger. William D. "Bill" Guinn is the new city administrator of the City of Keene. Jacqueline Lee will no longer be the city manager of the City of Glenn Heights, effective December 19. Greg Vick is the new city manager of the City of Elgin. Alex Vidales is the interim city manager of the City of Socorro. Melissa Vossmer is no longer the city manager of the City of Angleton. The U.S. Census Bureau's five-year American Community Survey has ranked several Texas cities among the smartest cities in the U.S. with a population between 50,000 and 99,000. Texas cities ranking in the top 10 smartest cities in Texas—and also ranking in the top 100 in the U.S.—were League City, College Station, Frisco, Sugar Land, Allen, and Pearland. David Moss, city manager of the City of Southside Place, was elected to the Board of Directors of the Texas Get Connected on TCMA Facebook and Twitter!
