Management Transitions

Gary Broz is no longer the city manager for the City of Port Lavaca. He is the new city manager for the City of Liberty. Skip Noe is the interim city manager for the City of Port Lavaca.

Dale Cheatham is no longer the city manager for the City of The Colony. Tony Johnston is the interim city manager there.

Jed Dillingham is the new city administrator for the City of Troup.

Margaret Doss is no longer the city administrator for the City of Granger. Rosie Ramirez is the interim city administrator for that city.

Jim Gibson is the new city administrator for the City of Pittsburg.

John Harrell will retire as city manager for the City of Uvalde, effective March 31, 2010.

Michael Jump is the new city manager for the City of Caddo Mills, effective November 16.

Kyle McCain is no longer the city manager for the City of Clute. Mark Wicker (current police chief) is the interim city manager there.

Judy Miller is the interim city manager for the City of Madisonville.

Ford Patton is the city manager for the City of Kenedy.

Victor Pena is the new city manager for the City of Bellmead.

J.J. Rodriguez is no longer the city manager for the City of Edinburg. Ramiro Garza, Jr., is the interim city manager there.

Florencio Sauceda is no longer the city manager for the City of Taft.

Greg Smith is no longer the city manager for the City of Angleton. He is the new city manager for the City of Shenandoah. Paul Feazelle is the interim city manager for the City of Angleton.

Meet Your Collegues

The TCMA Management Messenger introduces and welcomes Mark Hindman to his new position as the city manager for the City of North Richland Hills. Mark's appointment began on October 1 following the retirement of Larry Cunningham. Prior to his appointment, Mark had previously served as the assistant city manager for the City of Mesquite since 1995. Before joining the City of Mesquite, Mark worked in several positions for the City of Lubbock and as a management intern for the City of University Park. Mark has a bachelor's degree from Geneva College in Beaver Falls, Pennsylvania, and a master's of public administration from the University of Kansas.

Mark and his wife Laurie have been married for 20 years and have two daughters, Andrea and Alicia, and a son Ryan. His family keeps him busy attending various church, school, and social functions. In his spare time, he enjoys hunting, fishing, and playing at golf.

The TCMA Management Messenger introduces and welcomes Roger C. Roecker to his new position as the city manager for the City of Friendswood. Roger began his local government career as the director of finance for the City of Friendswood in 1989 and was later named the director of administrative services in 1992. Roger served as the interim city manager for the city for 17 months prior to filling the position on a permanent basis.

Roger earned a bachelor of business administration degree from Howard Payne University and a master's in public administration from the University of Houston-Clear Lake. He has 35 years of finance experience in a variety of industries, including 25 years in the public sector. He has been a member of the Government Finance Officers Association of Texas (GFOAT) since 1989 and received the Certified Government Finance Officer (CGFO) designation in 1999. He has served as president of GFOAT and currently serves as the state representative to the Government Finance Officers Association of the United States and Canada.

Roger is married to Lesa, an educator. They have three children: Ryan, who is a teacher and coach at Palmer High School and is married to Nikki; Ashley, who works in interior design; and Kimberly, a student at Dallas Baptist University. Roger and Lesa recently celebrated the birthday of granddaughter, Rylea.

New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting.
