2007-2008 Nominations and Elections The TCMA Nominations/Elections process will begin December 22, 2006. The statewide offices will include President-Elect, Vice President, and Director-at-Large. The terms for Board representatives from TCMA regions bearing odd-numbered designations will be ending at the TCMA Conference in San Antonio on June 24, 2007. Each of these regions is responsible for the election of its representative in accordance with the TCMA Constitution. The name of the new regional director shall be submitted to the TCMA President no later than January 31, 2007. Nomination forms for the Lifetime Achievement Award, Administrator of the Year Award, and the Mentoring Award in Memory of Gary Gwyn will be coming soon. Inquiries may be directed to Kim Pendergraft at 512-231-7400 or kim@tml.org. The deadline for nominations is February 16, 2007. Applications for the Clarence E. Ridley and Barney L. Knight Texas Certified Public Manager Scholarships are available at www.tcma.org under “Programs”. The deadline for application is December 15, 2006. The TCMA Management Messenger introduces and welcomes Clovia English to her new position as the city manager for the City of Corinth. Clovia will begin her new position on November 6, 2006. She worked in the private sector for ten years and began her career in governmental work in 1989 as a crime analyst for the City of Garland. Clovia has experience in various areas of city government. These include budget analyst for the City of Carrollton and the administrative services manager in developmental services for the City of Plano. For the past seven years, she has been the city manager for the City of Lockhart. She says that her longevity as city manager in Lockhart is a good indicator of how well she works with people. Clovia is a University of North Texas graduate, and she completed her M.P.A. at UT, Dallas. She and her husband David have been married for 26 years and have two adult children. Her hobbies include gardening, horseback riding, fishing, and camping. The TCMA Management Messenger introduces and welcomes Jim Blanchard to his new position as city manager for the City of Pittsburg. Jim began his career in the city management profession in 1997 for the City of Winnsboro. He also served as the city manager for the City of Mount Vernon. Prior to his career in city management, Jim worked for 22 years in the telecommunications business as the area manager for TCI in Mount Pleasant. During that time, Jim became involved in city government as a city councilmember for the City of Mount Pleasant and also served as mayor for the City of Mount Pleasant. Jim and his wife JoAnn have been married for 22 years. They have five children who are married. Jim enjoys camping with friends and grandchildren. He is also involved in church work and sings in the choir. Mark McDaniel, deputy city manager for the City of Tyler and TCMA president, was awarded the Volunteer of the Year Award by the Tyler Area Chamber of Commerce. Larry Dovalina, former city manager for the City of Laredo, has been elected president of the Board of Directors for the International Hispanic Network. Gary Anderson, executive director for the Texas Municipal Retirement System (TMRS), retired on October 31. During his 27 years with TMRS, he served as executive director for 14 years and built a legacy on customer service. The City of Webster was honored in New York by the International Economic Development Council with its Partnership Award for its advancement of economic development in cooperation with Cherokee Investment Partners and The Johnson Development Corporation. Lemuel Lopez is no longer the city administrator for the City of Boyd. Jerry Golden, city administrator for the City of Clifton, will retire on December 31. Bill Atkinson is no longer the city manager for the City of Sachse. Shawna Dowell is no longer the city administrator for the City of Castroville. Frank Morales is the interim city administrator for the City of Hill Country Village. Jim Blanchard is the new city manager for the City of Pittsburg. Ashley Judd is the new city administrator for the City of Alto. David Harris is no longer the city administrator for the City of Hill Country Village. He is an assistant city manager for the City of Schertz. Sylvia Chapa is the acting city administrator for the City of Driscoll. Mark Marquez is the interim village administrator for the Village of Wimberley. Larry Dovalina is no longer the city manager for the City of Laredo. David Watkins is the new city manager for the City of Bryan. Georgia Vines is no longer the city manager for the City of Glenn Heights. C.A. passed away on Sunday, October 29. He was the former mayor of the City Hurst and city manager of the City of North Richland Hills. Non-TCMA Member and Former City Manager Arrested on Theft Charges A former South Texas city manager was recently arrested and charged with theft. This former city manager is not a TCMA member.
