Seek no favor; believe that personal aggrandizement or profit secured by confidential information or by misuse of public time dishonest. Investments in Conflict with Official Duties. Member should not invest or hold any investment, directly or indirectly, in any financial business, commercial, or other private transaction that creates a conflict with their official duties. In the case of real estate, the potential use of confidential information and knowledge to further a member’s personal interest requires special consideration. This guideline recognizes that members’ official actions and decisions can be influenced if there is a conflict with personal investments. Purchases and sales which might be interpreted as speculation for quick profit ought to be avoided. Because personal investments may prejudice or may appear to influence official actions and decisions, members may, in concert with their governing body, provide for disclosure of such investments prior to accepting their position as local government administrator or prior to any official action by the governing body that may affect such investments. In December, the nomination process will begin for the 2006-2007 officers. The Nominating Committee will consider each person’s candidacy in light of the current composition of the Board and strive to achieve a balance among geography, size of city, ethnicity, and gender factors. Fred Hays is no longer City Manager of the city of Glenn Heights. Annie Alford is now Interim City Manager. Lou Fox is no longer City Manager in Lubbock. Susan O-Brien has been appointed Interim City Manager of Talty. Jim Moffeit is now City Manager of Chandler. Bill Tackett is no longer City Manager of Jacksonville. Betty Thompson is now the Interim City Manager. Robert Camareno, was hired as the City Manager of Buda. Dottie Palumbo was hired as the new Assistant City Manager in Highland Village. Sheryl Sculley was hired as the new City Manager of San Antonio. Jim Polonis has accepted the position of the Sonora City Manager. Charles Fenner, former City Manager of Canton, has been named City Manager in the city of Lucas. Brant Gary is no longer City Administrator in Piney Point Village, effective August 31. Earl Keaton is no longer City Manager of Joshua. Paul Waldrop, Police Chief of Joshua, was named acting City Manager for 90 days. Paul Hofmann was named new City Manager of Kerrville, effective October 17. Julio Cerda is the new City Manager of Mission. Bill Funderburk has been offered the position of City Administrator of Hamilton.
