Each year the Texas City Management Association offers two scholarships
to assist individuals committed to the municipal management profession.
The
Clarence E. Ridley Scholarship assists students pursuing advanced
degrees in public administration in qualified Texas colleges and
universities. At least one student has received a grant under the
program every year since the initial award was made in 1957. Currently,
$3,500 is awarded to the recipient. In addition, the recipient’s
university receives a $1,500 credit toward Texas Municipal League
and TCMA educational events. City management practitioners recognize
the prestige of the Ridley Scholarship and the honor it carries for
both the student and the academic institution he or she represents.

The
Barney L. Knight Texas CPM Scholarship is an annual $4,100 tuition
scholarship awarded to one member of the Texas City Management Association.
It provides a full tuition scholarship to the Texas CPM Program,
which is sponsored by the William P. Hobby Center for Public Service
at Texas State University-San Marcos. The entire Texas CPM program
consists of approximately 21 days of courses on finance, personnel,
MIS, and other topics. Classes are offered periodically on the campus
of Texas State University-San Marcos and at many other locations
throughout the state. Successful graduates of the program earn the
national designation of Certified Public Manager. For more information

Scott Albert is the new city manager for the City
of Red Oak effective October 1.
Shannon Barrentine is no longer the city administrator
for the City of Reno. Diana Steelman (city secretary)
is the interim city administrator.
Jan Belcher (former deputy city manager for the
City of Lancaster) is the new city manager for the City of Tomball.
Ron Bottoms will be the new city manager for the
City of La Porte beginning October 8. Ron spent five years as the
city manager for the City of Freeport.
Brian Brooks is the new city manager for the City
of Forney.
Garry Brumback is the city manager for the City
of Baytown.
David Carrothers is no longer the city manager
for the City of Dublin.
Paul Catoe is the new city manager for the City
of Lucas.
John Irvin is no longer the city manager for the
City of Flatonia.
John Maresh will no longer be the city manager
for the City of Sealy beginning October 28. He will be the new director
of public works for the City of Tomball.
Judy Miller (current assistant city manager for
the City of Marble Falls) will be the new city manager for the City
of Marble Falls on February 1, 2008, following the retirement of George
Russell.
J.J. Rodriguez is the new city manager for the
City of Edinburg. J.J. had been serving as the interim city manager.
Bobby Rountree (former city manager for the City
of Goldthwaite) is the new city manager for the City of Brownwood.
Steve Shutt is the interim city manager for the
city of Colorado City.
Dave Ward is the interim city manager for the
City of Madisonville.

Bob Bland, professor of public administration
at the University of North Texas, will be the recipient of the Stephen
B. Sweeney Academic Award from ICMA on October 9 at the ICMA annual
conference in Pittsburgh.
Brad Stafford, city manager for the City of Navasota,
recently co-authored an article that was published in the Texas

Dennis Woodard, city manager for the City of Hewitt,
will retire in January 2008. Dennis has been the city manager since
1986 and has 39 years of experience in city management.

At its March 30, 2007, meeting, the TCMA Board approved a recommendation
that names of new member applicants be published each month in the Management
Messenger. Any written objection during a subsequent 30-day
period will be reviewed by the TCMA Membership Committee. If no objections
are received during this time, the names will be submitted for Board
approval at the next scheduled Board meeting. Written objections

The TCMA Management Messenger introduces and welcomes Torry
Edwards, city manager for the City of Terrell. Torry has
served the City of Terrell since 2002 in the positions of interim
city manager and assistant city manager. He has also served as
an adjunct professor with the University of Texas-Dallas (UTD)
and the University of Phoenix.
In August 2005, Torry began the doctoral program in public affairs
with a focus in public finance at UTD. He has a bachelor’s
degree in criminal justice from the University of New Mexico, a master’s
degree in public administration from UTD, and has taken courses in
the master’s of business administration degree program from
Southern Methodist University, Graduate Finance Institute.
Torry values his time with his wife Cheryl. They have been married
for 11 years and have a daughter, Toriana, who is 8 years old.

The City of Grand Prairie hired Stacie Stiver to
participate in the TCMA Internship Program, effective October 1.
She will coordinate and assist with special projects, policy research,
program analysis, data collection, and project management. She will
also serve on community project teams, boards/commissions, and committees.
Stacie is currently enrolled in the MPA program at the University
of North Texas.
Mike Stokes, one of the first participants in
the TCMA Internship Program, recently described his experience as
an intern with the City of La Porte. The article is titled Inside
a Public Management Internship and A New Texas Program.

Debbie Henderson, one of the first participants
in the TCMA Internship Program, was recently hired by the City of
Rockwall. Debbie is a management analyst in the city manager's office.

October 18-19 at the Sheraton Arlington Hotel. The meeting will begin
at 9:00 a.m. in the Triple Crown Room.
