It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. TCMA Professional Awards and Scholarships Each year, TCMA recognizes and honors colleagues who have made significant contributions to the profession. In addition, TCMA provides educational opportunities for individuals seeking careers in city management. Several programs are now underway to promote the ideals of the association. Please take time to review and promote each of these programs in your region. The deadline for application for each program is January 13, 2012. For more information and an application form for each of these programs, please visit www.tcma.org. Select the "Programs" link and choose the program you wish to view. The awards and scholarships are listed below. Professional Awards This program recognizes and honors outstanding individuals who have made significant contributions to local government in Texas. The three individual awards, which are open to any FULL member of TCMA, include:
Terrell Blodgett Academician Award: This award recognizes an academician who has made significant contributions that have promoted careers in local government, developed beneficial research, and encouraged relationships between academia and those working in the city management profession. City Council of the Year Award: This award recognizes and honors outstanding city councils that have made significant contributions to local government in Texas. Scholarships Barney L. Knight, Texas CPM Scholarship: This is an annual $4,100 tuition scholarship awarded to one member of the Texas City Management Association. It provides a full tuition scholarship to the Texas CPM program, which is sponsored by the William P. Hobby Center for Public Service at Texas State University-San Marcos. Clarence E. Ridley Scholarship: This scholarship assists two students pursuing advanced degrees in public administration in qualified Texas colleges and universities. Individual scholarships of $3,500 will be awarded. In addition, the recipient's university receives a $1,500 credit toward Texas Municipal League and TCMA educational events. New! Tom Muehlenbeck Scholarship: On February 11, 2011, the TCMA Board approved two annual scholarships for dependent children of TCMA members who are graduating high school seniors. On August 5, the Board approved $2,500 for each recipient. TCMA Annual Conference New Professional's Scholarship: This scholarship is designed to assist new local government management professionals interested in continuing their professional education and development to attend the TCMA Annual Conference. Five scholarships are available. The conference is on June 7-10, 2012, in South Padre Island. Kelley Bloodworth is the city administrator of the City of Henrietta. Carol Buttler is the new city manager of the City of La Marque. Hipolito Cabrera is the new city administrator of the City of Rio Hondo. Dena Daniel is no longer the city manager of the City of Parker. Jeff Flanigan is serving as the interim city manager. Truitt Gilbreath will retire as city manager of the City of Crowley on May 1, 2012. Jim Holgersson is no longer the city manager of the City of Arlington. Bob Byrd is serving as the interim city manager. Robert Kerber retired as the city manager of the City of Kemah. Aaron Smith is the city manager of the City of Tulia. Jerrial Wafer is no longer the city administrator of the City of Cottonwood Shores. Ron Wilde is the interim city manager of the City of Lampasas. TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Elmer, Assistant City Manager, Missouri City Associate: Samantha Woodmancy, Management Analyst, Richardson Student: Charles Goff, Administrative Intern, Addison; Britnee Warmerdam, Student, Bush School of Government and Public Service, Texas A&M University David Morgan, assistant city manager of the City of Richardson, recently became an ICMA Credentialed Manager. ICMA Credentialed Managers are professional local government managers qualified by a combination of education and experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development. Lynn Anderson, retired faculty member of the LBJ School of Public Affairs, died on September 3. Services were held on Tuesday, September 6, in Austin. Lynn stressed the importance of state and local government finance throughout his career and was a recipient of the ICMA Stephen B. Sweeney Academic Award. Anyone wishing to contribute to the Lynn F. Anderson Endowed Professorship Fund can make checks payable to The University of Texas. In the memo of the check, indicate the funds are for the Lynn Anderson Endowment and mail the check to Carolyn Miles Garber, Director of Development, Lyndon B. Johnson School of Public Affairs, P.O. Box Y, Austin, TX 78713-8925. Please keep Lynn's wife Lillian and the family in your thoughts and prayers.
