Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, as well as news about our colleagues.

You play an important role in the ethics process. Acquaint yourself with the Code of Ethics and its Rules of Procedure for Enforcement .

In particular, please note that the Board has approved a change to the Tenet 8 guideline which now requires new members to obtain ethics training within six months of joining and current members to do so every two years to maintain TCMA membership.

Management Transitions

Michael Stoldt will leave his position as city administrator for the City of Angleton October 12, 2006, and fill the position as city manager for the City of Lampasas on October 16, 2006.
Bill Broaddus, city administrator for the City of Caldwell, is retiring.
Billy Clemons, city administrator for the City of Alto, will be the new city administrator for the City of Caldwell.
Dean Daniel is no longer the city manager for the City of White Settlement. Jimmy Burnett is the interim city manager for the city.
Jeff Flanigan is the interim city manager for the City of Parker.
John Hubbard is no longer the city administrator for the City of Cockrell Hill.
Debra Feazelle announced her resignation and retirement as city manager of the City of La Porte. Her final day as city manager will be March 10, 2007.
Chuck Pinto is no longer the city administrator for the City of League City. He is now the city manager for the City of Seabrook.
Chris Reed is the interim city administrator for the City of League City.
Linda Groomer, city manager for the City of Farmers Branch, announced she will be retiring from city management on January 3, 2007.
James Rutledge is the town administrator for the Town of Westover Hills.
Mark Roath is no longer the city manager for the City of Wylie.
Bill Herrington is the interim city manager for the City of Van Alstyne.
Stephen Sparks is no longer the city administrator for the City of Palmer.
Frank Burns is no longer the city manager for the City of New Summerfield.

TCMA Receptions at ICMA Annual Conference

TCMA members attending the ICMA Annual Conference, September 10-13 in San Antonio, are invited to attend two receptions:

Saturday, September 9, from 5:30 - 7:30 p.m. at the Institute of Texan Cultures, 801 South Bowie Street.

Monday, September 11, from 5:30 - 7:30 p.m. on the 4th floor observation deck of the Tower of the Americas, 600 Hemisfair Park Way.

TCMA List Serve: EN-Quire

On May 31, 2006, the EN-Quire was launched and has already shown to be a valuable asset to TCMA members. There are currently 103 participants. A few topics of discussion have included payment and retainer of city attorneys, tax abatement, construction management at risk, gang activity, and the impact of managers not living within their cities.

This service is only available to current TCMA members, is password protected, and is by invitation only. It is an e-mail-based service intended to facilitate communication among TCMA members regarding the public service challenges that surface within our respective work environments each day. If you would like to participate in the list serve and have not received an invitation, please contact Kim at kim@tml.org or 512-231-7442.

TCMA List Serve Guidelines

  1. Posts to this list are the opinions of the individuals making the posts.
  2. Do not pass on any information gathered from this list unless you have received permission from the author(s). This includes referrals to vendors.
  3. Be careful of attachments that may contain viruses.
  4. Remember to stay on topic. Replies to a question posted to the group should benefit the entire group—and will be seen by the entire group. If you want your reply to be seen by only one person, send that person a separate e-mail.
  5. Always fill in the subject line. This information helps locate specific messages later.
  6. If you want to share a large file with the group (over 500kb), do not post it to the list. Instead, give a link to it from your network or allow other members to request it individually.
  7. Members from the private sector, please refrain from soliciting through this service.

City News

The City of Pasadena has formed a 15-member committee including TCMA members Terrell Blodgett and Barney Knight to review the city’s charter and focus on form of government and structure of the city council. The city is currently a strong mayor/council form of government, and the committee will determine if changes should be made to become a city manager form of government or a hybrid of the two. In addition, the committee will make recommendations on whether the current single-member council should remain or if at-large seats would benefit the citizens of Pasadena. The city anticipates that recommendations will make the May 2007 ballot.

Sympathy

TCMA extends heartfelt sympathy to the family of Rodger Line, past city manager for the City of North Richland Hills. Rodger passed on Wednesday, August 16. Services were held on Saturday, August 19, at the First Methodist Church in Granbury. Prayers are extended to Rodger’s wife Shelby and his family.

TCMA also extends sympathy to the family of former Dallas City Manager Scott McDonald. Scott passed on Monday, August 28. A memorial was held on Thursday, August 29, at Highland Park United Methodist Church.

Public Funds Investment Act Training

TML has partnered with Virtual Learning Concepts (VLC) and is offering online training in the Texas Public Funds Investment Act. The curriculum and content for the course was developed by Linda T. Patterson, president of Patterson & Associates. Ethics Training

Howard Prince, Ph.D., director for ethical leadership and Loyd Hackler Endowed Chair in Ethical Leadership at The University of Texas at Austin, will be presenting two sessions (same presentation repeated) on ethics at the Texas Municipal League Annual Conference. Dr. Prince will be addressing the distinguishing marks of leaders who influence the ethical choices and behavior of others and the responsibilities of leaders and followers for creating ethical work settings that earn and preserve the public’s trust. Presentation times and dates are: Thursday, October 26, from 9:00 - 10:15 a.m., and Friday, October 26, from 10:30 - 11:45 a.m.

  1. The TCMA Board met on August 11, 2006, at Austin City Hall.
  2. The Ethics Committee met at the TML office on August 31.
  3. The Public Relations Committee will met at the TML office on September 7.
  4. The Professional Development Committee has scheduled a meeting at the Westin in San Antonio on September 8, 2006.
  5. The Membership Committee will meet at the TML office in Austin on Friday, September 29, from 10:00 a.m. - 1:00 p.m.
