Ethics Requirement Deadline

The June issue of the Management Messenger provided information on the new ethics requirement for new and continued membership in TCMA. The deadline for the first-year requirement is September 30, 2008. Dues renewal notices will be mailed October 1, 2008. The dues renewal notice will provide space to indicate that the requirement was met and where the required ethics training was completed. Random checks may be made to ensure TCMA member compliance with this new training requirement. If you have attended a TCMA- or ICMA-sponsored ethics session, you have fulfilled the requirement.

If you have not attended one of the sponsored ethics sessions or are a new member, the requirement can be fulfilled through the new online course. The course can be completed at www.esslearning.com/tcma. A required login and password can be created during the first visit. Individuals taking the online course will be required to pay a $35 administrative fee to the company hosting the course, E-Strategy Solutions.

Management Transitions

Mike Deason is no longer the town administrator for the Town of Hickory Creek.

Donald Frerich is no longer the city manager for the City of Windthorst.

Mary Jane Fuller is no longer the city administrator for the City of Meadow.

Joe Gilbert is the new city administrator for the City of Grandfalls.

Bill Lindley is no longer the city manager for the City of Colleyville. He is the new town administrator for the Town of Highland Park, effective August 25.

Bruce Milstead is the new city administrator for the City of Huntington.

Victor Pena, current director of administrative services for the City of Huntsville, is the acting city manager for that city.

Trevlyn Pitner is the new city manager for the City of Pampa.

James Polonis is no longer the city manager for the City of Sonora.

Linda A. Ryan is no longer the city administrator for the City of River Oaks. She is the assistant city manager for the City of White Settlement.

Eric Thompson, current fire chief for the City of Red Oak, is serving as the interim city manager for that city.

Member Services

Financial Planning Services: TCMA, in conjunction with Total Compensation Group Advisors (TCG), offers a series of financial planning and employment agreement services to TCMA members. Given the uniqueness of the city manager’s position, these services are designed to address stability and security of the profession. The services include financial planning, investment advice, employment agreement structure and negotiation, and legal advice. Educational programs are available to TCMA regions. New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Written objections can be mailed to TCMA, Attention: Membership Committee, 1821 Rutherford Lane, Suite 400, Austin, TX 78754. Applications received for the month of July:

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Trevlyn Pitner to his new position as the city manager for the City of Pampa. Trevlyn served as the interim city manager for the City of Pampa beginning April 1, 2008. His official appointment as the city manager began July 8, 2008, following the retirement of John Horst. Prior to his appointment, Trevlyn served as the city police chief for more than five years. Prior to his service with the City of Pampa, Trevlyn served as police chief for the City of Fritch. He began his career in municipal government with the City of Snyder in 1985. Trevlyn received an associate’s degree from Western Texas College, his bachelor’s degree from Mountain State University, and is currently completing a master’s degree in strategic leadership. He is also a 1998 graduate of the Leadership Command College at Sam Houston State University. Trevlyn and his wife Ashly have been married nine years and have two children, Maci (5) and Mason (3). His hobbies are fishing, hunting, flying, motorcycling, and everything else the family may enjoy.

TCMA List Serve: EN-Quire

TCMA provides a variety of services to members. One of these services is the TCMA List Serve called EN-Quire. This service is available only to current TCMA members, is password protected, and is accessible by invitation only. It is an e-mail-based service intended to facilitate communication among TCMA members regarding the public service challenges that surface within our respective work environments each day. If you would like to participate in the list serve, please contact Kim at kim@tml.org or 512-231-7442.

TCMA List Serve Guidelines:

  • Posts to this list are the opinions of the individuals making the posts.
  • Do not pass on any information gathered from this list unless you have received permission from the author(s). This includes referrals to vendors.
  • Be careful of attachments that may contain viruses.
  • Remember to stay on topic. Replies to a question posted to the group should benefit the entire group—and will be seen by the entire group. If you want your reply to be seen by only one person, send that person a separate e-mail.
  • Always fill in the subject line. This information helps locate specific messages later.
  • If you want to share a large file with the group (over 500kb), do not post it to the list. Instead, give a link to it from your network or allow other members to request it individually.
  • Members in the private sector should refrain from soliciting through this service.

Member News

Glen Metcalf, retired city manager for the City of Canyon, expresses his gratitude to TCMA for receiving the Mentoring Award in Memory of Gary Gwyn at the TCMA Annual Conference. Glen states:

I truly regret I could not be in attendance at the Annual TCMA Conference in Arlington and particularly the Awards Luncheon. It was impossible to be in two places at the same time. I was attending the TML Intergovernmental Employee Benefits Pool Quarterly Board Meeting.

Being considered and receiving the TCMA Mentoring Award is one of the GREATEST honors any city manager can receive from his colleagues. I am indeed humbled and delighted to receive this award.

I accept this award on behalf of all the interns, administrative assistants, and assistant city managers with whom I’ve had the privilege of working over the last 37 years.
