Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. Management Transitions

Gerry Boren (former city manager for the City of Fate) is the new city manager for the City of Gun Barrel City.

Kevin Carruth will become the new city manager for the City of Paris beginning August 27.

Nathan Davis is no longer the city manager for the City of Hale Center.

Mike Brice (assistant city manager for the City of Chickashaw, OK) will be the new city manager for the City of Sanger beginning August 6.

James Gibson is the new city manager for the City of Jefferson.

George “Butch” Henderson is no longer the city manager for the City of Leonard.

Tommy Hudson is the interim city manager for the City of Midland.

Mike Land (current city manager for the City of Gainesville) will begin his new position as the first town manager for the Town of Prosper on August 13.

Lee Lawrence (former city manager for the City of Anna) is the new city administrator for the City of Princeton.

John Maresh will leave his position as city manager for the City of Sealy in February 2008.

Kyle McCain is the new city manager for the City of Clute.

Andy McCuistion is the city manager for the City of Canton.

Gary McKamie (former deputy city manager for the City of Euless) is now the city manager for the City of Euless.

George Olson was appointed the city manager for the City of Sherman on July 16.

Frances Rodriguez (former interim city manager, chief accountant, and finance director for the City of Del Rio) is the new city manager for the City of Del Rio.

Jack L. Smith is the city administrator for the City of Krum.

Glen Starnes became the new city manager for the City of Eagle Pass on July 16.

Larry Sullivan is the new city manager for the City of Texarkana.

At its March 30, 2007, meeting, the TCMA Board approved a recommendation that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. News from the Panhandle

The Panhandle Regional Planning Commission (PRPC) provides management services much like many consultants throughout the state through its Local Government Services (LGS) Department, of which Chris Coffman is the director.The PRPC also provides recruitment services, in addition to the day-to-day leadership needs.

The PRPC began providing city management services for the Village of Timbercreek Canyon in 2001, with Jarrett Atkinson (previous LGS director) as the village administrator.In December 2004, Chris Coffman began filling the position of administrator. Jarrett and Chris have been the only managers for the village, working through an interlocal agreement between the PRPC and the Village.The position requires 25-45 hours per month.

In the same manner, the Village of Lake Tanglewood also receives city administrator services from the PRPC.Jarrett began in 2000, with Chris beginning in December 2002.This position requires 15-30 hours per month.

Chris also served as interim city administrator for the Cities of Stratford and Fritch. These positions were recently filled by Ted Dodd as city administrator for the City of Stratford and Ernest Terry as city manager for the City of Fritch.

In the past, services have also been provided for the Cities of Clarendon and Bovina and the Lake MacKinzie Water Authority.These services are typically required when a city or political subdivision is without a manager.

Member News

Larry Cunningham, city manager for the City of North Richland Hills, was recently honored by friends, relatives, and co-workers for his 40 years in city management.

Toby Futrell, city manager for the City of Austin, will retire on May 31, 2008. Toby has worked for the City of Austin for 31 years.

John Philpott, director of special projects for the Texas Municipal League, will be leaving after 13 years of service. John will begin his new position with RBC Capital Markets assisting the company with small cities.

Sheryl Sculley, city manager for the City of San Antonio, has drawn positive reviews. San Antonio Mayor Phil Hardberger describes her as “the finest city manager in the United States . . . .” To read more, please see the July issue of PM Magazine at www.icma.org/pm (click on the “Profile” link).

Financial Planning Services: TCMA, in conjunction with Total Compensation Group Advisors (TCG), offers a series of financial planning and employment agreement services to TCMA members. Recognizing the uniqueness of the city manager’s position, these services are designed to address stability and security of the profession.
