2006 The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, as well as news about our colleagues. You play an important role in the ethics process. Acquaint yourself with the Code of Ethics and its Rules of Procedure for Enforcement . In particular, please note that the Board has approved a change to the Tenet 8 guideline which now requires new members to obtain ethics training within six months of joining and current members to do so every two years to maintain TCMA membership. TCMA/ICMA Scholarship Recipients Congratulations to the
TCMA/ICMA scholarship recipients. Each recipient is being provided registration
to the 2006 ICMA conference in San Antonio and one year of membership
in ICMA. Wendy Sturgis-Smith, city manager, City of Edinburg, is the new deputy city manager for the City of McAllen. J. J. Rodriguez is the interim city manager for the City of Edinburg. Jack Harper is the new city manager for the City of Hillsboro. Cliff Bowden Jr. is no longer the city manager for the City of Canton. Jose Lopez is no longer the city administrator for the City of Rio Hondo. Tony Daugherty is no longer the city manager for the City of Pottsboro. Rachel Hernandez is the new city administrator for the City of Cotulla. Bobbie Martinez is the interim city administrator for the City of Wilmer. Patricio Avila is the city manager for the City of Donna. Rick Cortes, city manager, City of Leon Valley, is the new assistant city manager for the City of Sequin. TML Annual Conference Stipends TCMA offers three TML Annual Conference registration stipends to TCMA members who are currently receiving in transition services. These are offered on a first-served basis. If you are in transition and interested, please contact Kim at 512-231-7400 or kim@tml.org. James Earp is the administrative assistant to the city manager for the City of Ennis. Ennis does not currently employ an assistant city manager, which makes James’ responsibilities broad. James focuses most in the areas of general management and administration support, personnel, economic development, purchasing, risk management, and budget support. James has a bachelor of business administration degree in finance, a bachelor of science degree in economics, a master of public administration degree, and is currently working on a master’s degree in environmental management through Harvard. He holds CPM and ICMA credentials. James is married and has two children, ages three and five. He enjoys teaching Sunday school, spending time with family, water sports, snow skiing, reading, and computer games. back to topTCMA extends our heartfelt sympathies to Leland Nelson, past city manager for the City of University Park, on the passing of his wife Margaret. George Purefoy, city manager for the City of Frisco, will be honored on September 21, 2006, with the new Frisco City Hall Library Complex being named in his honor. The complex will be named the George A. Purefoy Municipal Center. George has served the city of Frisco for 19 years and is the first and only city manager of the city. Alex Briseno, professor of public service in residence at St. Mary’s University and former city manager for the City of San Antonio, was selected by the San Antonio Hispanic Chamber of Commerce as the Community Service Honoree. Joyce Wilson, city manager for the City of El Paso, received the Vision of Excellence Award from the El Paso Hispanic Chamber of Commerce. T. Fleming, city manager for the City of Rockdale, is progressing in health after a serious fall in June. He continues to do physical therapy and hopes to return home soon. His wife Lucy reports that he was able to make a short two-day stay at home, attend church, eat tuna casserole (his favorite), and has a new appreciation for Ginger Rogers (having to dance backwards). TCMA members continue to extend their prayers during his recovery. The City of Rosenberg is experiencing rapid growth and is exploring ways to meet the housing needs for city operations. One option being considered is using the former civic center, which could house emergency operations. The City of Denton has found success by installing self-service kiosks for residents to pay utility and property tax bills. The first kiosk was installed at the police department, where residents can pay traffic and other citations. A kiosk is also available in the mall, where citizens can pay property taxes, utility bills, municipal court tickets, and traffic and parking fines. The kiosks can also be used for information gathering about traffic and parking tickets, property tax records, itemized utility account balances, and past payment and usage history. The cities of Seguin, New Braunfels, and San Marcos are working to form the Economic Development Partnership of Central Texas. Rather than the cities competing, they hope to use their collective bargaining power to serve Central Texas to attract industry to the region, as well as improve workforce, highway accessibility, airport access, higher education institutions, water, and other resources. DeSoto and Pharr were named All-America Cities by the National Civic League in Anaheim, California, on Sunday, June 11. This award recognizes cities that demonstrate exemplary grassroots community problem-solving. Public Funds Investment Act Training TML has partnered with Virtual Learning Concepts (VLC) and is offering online training in the Texas Public Funds Investment Act. The curriculum and content for the course developed by Linda T. Patterson, president of Patterson & Associates. Howard Prince, Ph.D., director for ethical leadership and Loyd Hackler Endowed Chair in Ethical Leadership at The University of Texas at Austin, will be presenting two sessions on ethics at the Texas Municipal League Annual Conference. Dr. Prince will be addressing the distinguishing marks of leaders who influence the ethical choices and behavior of others and the responsibilities of leaders and followers for creating ethical work settings that earn and preserve the public’s trust. Presentation times and dates are: Thursday, October 26, from 9:00 a.m. - 10:15 a.m. and Friday, October 26, from 10:30 a.m. - 11:45 a.m. The following students have been hired as interns through the TCMA Internship Pilot Program: Mike Stokes, student at the University of Houston-Clear Lake, was hired by the City of La Porte . Deborah Henderson, student at the University of Texas-Dallas, was hired by the City of Rockwall. Carter Sieber, student at the University of North Texas, was hired by the City of Colleyville. Bret Haney, student at the University of North Texas, was hired by the City of Crockrell Hill.
