Congratulations to the City of Kennedale as the TCMA City Council of the Year. Immediate Past President Bill Keffler made a presentation to the city council on July 14. Bill recognized the council for its support of the city staff and commitment to staff professional development; its unwavering commitment to the forced closure of six sexually oriented businesses, which has been a seven-year process; and its continual support and sensitivity toward the city manager during a time of extraordinary family losses.

Management Transitions

Tom Blazek will retire as city manager of the City of Rockport effective January 31, 2012.

Jody Butler
is no longer the city manager of the City of Madisonville. Kevin Story is serving as the interim city manager.

Juan Cedillo
is no longer the city manager for the City of Elsa. Juan Ortiz is now serving as the city manager.

Kathy Coronado
will retire as city manager of the City of Pleasanton in November.

Don Doering
is the new city administrator of the City of Schulenburg.

Rolando Gonzalez
is no longer the city manager of the City of Sullivan City. Nestor Mata is serving as the interim city manager.

Bill Guinn
is the new city administrator of the City of Keene.

Curtis Hawk
will retire in March 2012 as city manager of the City of Burleson.

Kandi Hubert
is the new city manager of the City of Taft.

Eric Kuykendall
is no longer the city administrator of the City of Rosebud.

Tom Muehlenbeck
is the interim city manager of the City of Galveston.

Gus Pappas
is no longer the city manager of the City of Mathis.

Joseph Portugal
is no longer the city manager of the City of Princeton.

Larry Weise
is no longer the city manager of the City of Coleman. Paul Catoe is the new city manager.

New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Written objections can be mailed to TCMA, Attention: Membership Committee, 1821 Rutherford Lane, Suite 400, Austin, TX 78754.

The City of Manvel adopted a city charter creating the position of city manager. Ron Cox is serving as the interim city manager.

Memos on Meetings

The TCMA Board will meet on August 5 in the City of Perryton.

The Professional Development Committee will meet at the Hilton Garden Inn in South Padre Island on August 18-19.

The Membership Committee will meet on September 9 at the Texas Municipal Center in Austin.

Meet Your Colleagues

The TCMA Management Messenger welcomes Ken Knight to his new position as the city manager for the City of Edna. Ken previously served the City of Flatonia. He began his career in public management in 1995, serving the Town of Jackman, Maine, as town manager. He has also served in public management positions in the states of Florida, Oregon, and Washington.

Ken received his Master of Public Administration degree from California State University – Sonoma in 1994, and he has a bachelor's degree in political science from California State University – San Francisco.

A native of Maine, Ken has enjoyed travel and experiences while working all around the country. Ken has been a member of ICMA since 1995 and has worked with the Maine Town and City Management Association, Oregon City and County Management Association, Washington City Management Association, and the Texas City Management Association on a variety of committees and positions. Ken looks forward to becoming involved in TCMA Region 9.

Ken is single and has a passion for the Boston Red Sox, New England Patriots, and the Boston Bruins (the current Stanley Cup Champions of the National Hockey League). He also enjoys being involved in fantasy baseball and football leagues.
