Congratulations! The TCMA Management Messenger recognizes the outstanding individuals who have made significant contributions to local government in Texas. The following awards were presented at the TCMA Annual Conference, June 22-24. Jorge Arcaute (former city manager for the City of San Juan) is the interim city manager for the City of Alton. Stephen Ashley is the new city administrator for the City of Grand Saline. Paul Baen is the interim city manager for the City of Ingleside. Bubba Bixler is the city administrator for the City of Winona. Steve Alexander (current city manager for the City of Copperas Cove) will be the new city manager for the City of Greenville beginning August 6. James Campbell is the interim city manager for the City of Brownwood. Roger Carlisle is no longer the city manager for the City of Magnolia. Ted Dodd will be the new city administrator for the City of Stratford beginning August 1. Jose Garza is no longer the city manager for the City of Palmhurst. Lori Lopez is the interim city manager. Tom Ginter is the new city manager for the City of Aransas Pass. Fred Hays will no longer be city manager for the City of Wills Point beginning July 22. Jim Grigsby will serve as the interim city manager. Bill Herrington is the city manager for the City of Van Alstyne. Kyle McCain is the city manager for the City of Clute. Ken Pfeifer is no longer the city manager for the City of Red Oak. Todd Fuller is the interim city manager. Michael Rietz is the city manager for the City of Castle Hills. Frances Rodriguez is the city manager of Del Rio. Guillermo Seguin is the new city manager for the City of San Juan. Craig Sherwood is no longer the city manager for the City of Murphy. James Berzina is the interim city manager. Jack Smith is no longer the city manager for the City of Sanger. Rose Chavez is the interim city manager. Ernest Terry is no longer the city manager for the City of Bovina. He will serve as the city manager for the City of Fritch effective August 1. Kathleen Vrana is the city administrator for the City of Holland. Douglas Young is the city administrator for the City

Gordon Pierce, city manager for the City of Terrell and past president of TCMA, announced his retirement, which began June 30. Larry Robinson, city manager for the City of McKinney, will retire in December 2007. Ron Whitehead was honored by the City of Addison for his 25 years of service as city manager. June 21 was set aside as Ron Whitehead Appreciation Day in recognition of Ron’s service. Bill Davis, city manager for the City of Weatherford, has been re-hospitalized following surgery after his recent car accident. Please continue to remember Bill and his family during this time of recovery. TCMA extends sympathy to the family of Dan Davidson.

Prior to his appointment, David served in several governmental positions. He has served as county judge for the County of Hutchinson, city manager for the City of Borger, and assistant city manager for the City of Odessa. David and his wife Cindy have been married 34 years. Their son Zane
is a firefighter for the City of Midland. Their daughter Taryn lives
in Oklahoma City, where she is a program officer for a charitable foundation,
and son-in-law Jeb is an assistant U.S. Attorney. David and Cindy will
become proud grandparents in September. Ronald Jones, former assistant city manager for the
City of Garland, has been elected the first African-American mayor of
the City of Garland. Ronald has served the City of Garland in many capacities
since 1971. The competitive grants range from $1,000 to $30,000 and must be matched dollar-for-dollar. Applications may be downloaded from the Texas Forest Service Web site and must be received by 5 p.m. on July 26 to be considered. Applicants may be local or state governments and nonprofit groups. Grants of up to $30,000 are available for cities to hire a professional forester to care for municipal trees. Other projects eligible for funding include tree ordinance development, public tree inventories or management plans, volunteer programs, and the production of educational materials. Funding priority is given to projects that have a long-term impact on the community. For more information, contact the nearest Texas Forest Service office,
