Paul Parker It is my honor and privilege to serve as your incoming TCMA president. I look forward to the upcoming year, and I hope not only to strengthen relationships that I have with many of our members, but also to create new ones. The emphasis of this year’s educational programs will be “Building Positive Relationships with the Mayor and City Council.” Our profession is experiencing dynamic changes in the composition and ideology of both mayors and city councilmembers, and it is imperative that we, as managers, continually review and redefine how we build and maintain our relationships with elected officials. The challenges that are before us are immense as we strive to determine how we can effectively shape the future of our cities together. I look forward to an exciting and productive year.

Management Transitions

Scott Albert will no longer be the city manager for the City of Red Oak, effective July 12.

Dianna Buchanan is the town administrator and secretary for the Town of Lakeside.

Paul Catoe is no longer the city manager for the City of Lucas. Stacy Caudell, current public works director and city engineer, is the interim city manager for the City of Lucas.

Kathy Clark is the new city administrator for the City of Liberty Hill. Kathy also serves as the city secretary.

Charles Daniels is no longer the interim city manager for the City of Hewitt. Don Davis is the interim city manager for the City of Hewitt.

Tedd Dodd is no longer the city manager for the City of Stratford. He is now the public works director for the City of Borger.

Paul Feazelle is the interim city manager for the City of Madisonville.

T. Flemming is the new city administrator for the City of Sundown, effective August 1.

E. Henry Garcia is the new city manager for the City of Brackettville.

Robert Garcia is no longer the city manager for the City of Port Isabel. Eduard Meza is the interim city manager for the City of Port Isabel.

Maria Gelles is the interim city manager for the City of Cuero.

Charlene Greenhill is serving as the first city administrator for the City of Big Wells.

Mike Hall is the city administrator and secretary for the City of Quitman.

Robert Hanna is no longer the city administrator for the City of Hudson Oaks. He is now the assistant city manager for the City of Weatherford.

Dean Hauser is the new city manager for the City of Stratford.

Megan Henderson is no longer the city manager for the City of Rosebud. Eric Kuykendall is now the city manager for the City of Rosebud.

Hector Hinojosa is the city manager for the City of Alice.

Ron Holliday is the new city administrator for the City of Eastland.

Don Ives is the new city manager for the City of Alvarado.

Heath Kaplan is the new city manager for the City of Crandall.

Rosemary Rosales-Lopez is the interim city manager for the City of Mathis.

Wilfredo Mata is the new city administrator for the City of La Villa.

Dion Miller is the new city manager for the City of Commerce, effective July 14.

George “Skip” Noe will no longer be the city manager for the City of Corpus Christi, effective September 1.

Craig Owens is no longer the city manager for the City of Rowlett. He will be the new city manager for the City of Clayton, Missouri.

Gene Pipes is no longer the interim city manager for the City of Huntsville, effective July 15.

Joe Portugal is no longer the city manager for the City of Glenn Heights.

Angela Ranger is no longer the town administrator for the Town of Lakewood Village.

Donna Ritenour is the new city administrator for the City of Dayton Lakes.

Robin Ross is no longer the city administrator for the City of Archer City. Kim Whitsitt is the city administrator for the City of Archer City.

Rachael Saenz-Hernandez is no longer the city administrator for the City of Cotulla. Larry Dovalina is the interim city manager for the City of Cotulla.

Harold Sanders is no longer the city manager for the City of Rotan. Carla Thornton is the new city manager for the City of Rotan.

Angie Schulze is no longer the city administrator for the City of Niederwald.

Gullermo Seguin is no longer the city manager for the City of San Juan. Juan Garza, current police chief, is the interim city manager for the City of San Juan.

Mark Souder Jr., current public works director for the City of Italy, is serving as the interim city secretary/city administrator for the City of Italy.

Jim Stephens is the new city manager for the City of Wills Point.

David Stevenson is the city administrator and secretary for the City of Mineola.

Richard Tow, Jr., is the new city manager for the City of Cameron.

Glenn Westbrook is no longer the city administrator for the City of Kennard. Michael Deckard is the city administrator for the City of Kennard.

Mack Wofford is no longer the city manager for the City of Boyd. The new city manager for the City of Boyd is William John Hamilton.

Mel Yantis is the city manager for the City of Jarrell.

City News

The City of Willis recently adopted a city charter and is now a council-manager form of government. Jim McAlister has served as manager of the city since 2003.

Member News

Van James, current city administrator for the City of Bridgeport, will be on a 12-month leave of absence to serve on a provincial reconstruction team (PRT) in Iraq. Van has been serving in Iraq since January.

Ethics Requirement Deadline

The June issue of the Management Messenger provided information on the new ethics requirement for new and continued membership in TCMA. The deadline for completing the first-year requirement is September 30, 2008. Dues renewal notices will be mailed October 1, 2008. The dues renewal notice will provide space to indicate that the requirement was met and where the required ethics training was completed. Random checks may be made to ensure TCMA member compliance with this new training requirement.

If you have attended a TCMA- or ICMA-sponsored ethics session, you have fulfilled the requirement. If you have not attended one of the sponsored ethics sessions or are a new member, the requirement can be fulfilled through the new online course. The course can be completed at www.esslearning.com/tcma. A login and password will be required and can be created during the first visit. Individuals taking the online course will be required to pay a $35 administrative fee to the company hosting the course, E-Strategy Solutions.

Texas Certified Public Manager Graduation

On June 2, 2008, the Texas Certified Public Manager (CPM) Program, which is offered by Texas State University’s William P. Hobby Center for Public Service, held its bi-annual CPM graduation at the Texas State Capitol. Delivering the graduation speech was Professor Terrell Blodgett, Mike Hogg Professor Emeritus of Urban Management of LBJ’s School of Public Affairs at the University of Texas at Austin.

Professor Blodgett is the author of the Texas City Management Association (TCMA) book, City Government that Works: The History of the Council-Manager Government in Texas. Professor Blodgett, in his graduation speech, discussed some of the ways in which public managers can meet the leadership and management challenges of the 21st Century. Following the conclusion of the graduation ceremony, Professor Blodgett was presented a plaque by the Honorable William P. Hobby, former Lt. Governor of Texas, and signed copies of his book at a reception for the graduates and their guests.

One of the highlights of the graduation ceremony was the induction of 52 CPM graduates into the Texas Society of Certified Public Managers. The graduates included 14 who graduated under the direction of Texas State University William P. Hobby Center for Public Service; eight from the City of Houston CPM Program, offered by Sam Houston State University; seven from the CPM Program offered by the University of Texas at Arlington; and 25 CPM participants from the Texas Tech CPM Program. The graduation ceremony also featured the graduation of two members of the Texas City Management Association who were the recipients of the Barney Knight CPM Scholarships. The scholarship recipients were Shawn Oubre, city manager of the City of Orange, and Crista Bromley, director of economic development and the airport manager of the City of Burnet.
