The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. President's Message

It is truly my honor and privilege to serve and representyou as the 2011-2012 TCMA president! I personally believe that there is no other career more rewarding than serving on the management team of a Texas city. The focus this year will be to stimulate, or re-kindle, the "Passion for the Profession"! Our citizens deserve an exceptionally high level of enthusiasm, dedication, and passion for local government. Your TCMA Board and I are well prepared to help spark and direct the energy from all reaches of this great state as we continue to be the premier educational and professional city management association in the nation. Working together with you, I look forward to a dynamic and exciting year!

Ridley Scholars Noel Bernal, City Manager, City of La Villa, and University of Texas Pan American student; and William Mitchell, University of Texas at Dallas student. Also, congratulations to Brenda Dennis, City Secretary, City of Schertz, who was named the 2011 Barney L. Knight CPM Scholar.

Management Transitions

Noel Bernal is the city administrator of the City of La Villa, effective May 24.

Marc Clayton is the city manager of the City of Commerce.

Susan Conaway is the new city administrator of the City of China Grove.

Mike Foreman is the new city manager of the City of Celina, effective June 27.

Marcus Jahns resigned his position as city manager of the City of League City, effective August 19.

Kenneth Knight is no longer the city manager of the City of Flatonia. He will be serving as the city manager of the City of Edna, effective July 1.

Wayne McKethan is the interim city manager of the City of Granbury.

Robert Mendez is the interim city administrator of the City of Yorktown.

Alan Mueller is the interim city manager of the City of Missouri City, effective July 11.

Joe Parkhurst is the new city administrator of the City of Pinehurst.

Arturo Prida is no longer the city administrator of the City of Rio Hondo.

Diane Rasor is the city administrator of the City of Newark.

Tarron Richardson is the new city manager of the City of DeSoto.

James Rutlege has retired as the town administrator of the Town of Westover Hills. David Burgess is serving as the interim town administrator.

Eddie Turner is the new city administrator of the City of Mount Vernon.

Ron Watson is the city administrator of the City of Rising Star.

Robert "Denny" Wheat is the interim city manager of the City of Van Alstyne.

New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Kerry Lacy to his new position as the city manager of the City of San Augustine. Kerry began his new duties on June 1. He started his municipal career in July 1969 with the City of Lufkin. He also served in the cities of Temple and Jasper. Kerry retired in 1999 but found himself called to service again in the cities of Liberty and Watauga, and currently San Augustine.

Kerry received his bachelor's degree from Stephen F. Austin State University and holds an associate degree from Temple Junior College.

Kerry and his wife Lois have been married 41 years and have two children, a daughter Merry and a son J.T. He is the proud grandpa of two grandchildren. Kerry enjoys hunting, fishing, golf, and considers being back in East Texas a real blessing.
