The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. TCMA Legacy Leaders Project

The TCMA Legacy Leaders Project was commissioned by the Texas City Management Association 2009-2010 Board. A Legacy Leaders Task Force was formed to capture historical documentation of forerunners to the council-manager form of government in the State of Texas. Over the past year, Legacy Leaders have been interviewed, and each has provided an interesting and unique story. A DVD will be given to each delegate at the TCMA Annual Conference in Galveston on June 24-27. In addition, a DVD will be sent to each member, along with the 2010-2011 TCMA Membership Directory. The DVD will also be used to develop an ICMA Legacy Leaders DVD, which will be provided to all attendees of the 2014 ICMA Conference, the 100-year celebration of ICMA.

TCMA wants to extend a special thanks to all the Legacy Leaders for allowing the association to capture their piece of history. The Legacy Leaders are Jim Berzina, Bill Blackwell, Terrell Blodgett, Alex Briseno, Rickey Childers, Larry Cunningham, Charlie Duckworth, Jack Huffman, Bob Hughey, Fritz Lanham, John Lee, Glen Metcalf, L. A. (George) Patterson, Mike Perez, George Schrader, Florence Shapiro, Jim Starr, Frank Sturzl, Kerry Sweatt, Marvin Townsend, and Ron Whitehead.

Management Transitions

Jarett Atkinson is the interim city manager for the City of Amarillo.

Mike Barrow is the new city manager for the City of Henderson.

Billy Clemons is the city manager for the City of Lorena.

Scott Edmonson is the new city administrator for the City of Mertzon.

Lorenza Fraire is no longer the interim city manager for the City of Socorro.

Harry Grove is no longer the city manager for the City of Stockdale. David Tillery (current public works director) is the interim city manager for that city.

Calvin Howard is no longer the city administrator for the City of Christine.

Marcus Jahns is the city administrator for the City of League City.

Ryan Kelley is no longer the city administrator for the City of Magnolia.

Michael Leamons is the new city administrator for the City of Hico.

Sandra Martinez is the new city manager for the City of George West.

LaNell Matthews is the city administrator for the City of Poteet.

Terri McClanahan is the new city administrator for the City of Meadow.

Joe Montez is no longer the interim city manager for the City of Beeville.

Alan Plumlee is the new city manager for the City of Stamford.

Marcus Puente is the new city administrator for the City of Yorktown.

George Shackelford is the new city manager for the City of Tomball, effective July 12.

Laura Smith is the new city administrator for the City of Montgomery.

Mindi Snyder is the new city manager for the City of El Campo, effective September 1. Current city manager, John Steelman, will postpone his retirement until that date.

Manny Soto is the interim city manager for the City of Socorro.

James Stroman is no longer the city manager for the City of Kemp.

Melissa Byrne Vossmer is the new city manager for the City of Angleton.

John Webb is no longer the city administrator for the City of Clarendon. Phyllis Jeffers is the interim city administrator for that city.

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. On May 15, League City voters approved the council-manager form of government. Marcus Jahns (city administrator) is now the city manager.

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Jennifer Garver to her new position as the city manager for the City of Uvalde. This is her first position as a city manager. Jennifer's appointment began April 1, 2010. Prior to her appointment, Jennifer served as the finance director, and she became city manager upon John Harrell's retirement. Jennifer has served in management positions in public accounting and private industry since 2004. Jennifer received both her bachelor's and master's degrees from Texas Tech University and is a Certified Public Accountant.

Jennifer and her husband Alex Garver have been married for 12 years. They have two sons, Leo and Asa, and are expecting their third child in July. Her hobbies include reading on her Kindle, crafts, baking, and any activities that Leo and Asa participate in.

The TCMA Management Messenger introduces and welcomes Paul Virgadamo, Jr., as the new city administrator for the City of Conroe. Paul has been employed by the City of Conroe since February 17, 1997, when he started as the director of parks and recreation. He was appointed assistant city administrator in 2005, and in April 2010 he was appointed the city administrator. Previously he was employed for 17 years as an administrative superintendent to Harris County Precinct Two Commissioner Jim Fonteno.

Paul received his bachelor of science degree in recreation and parks administration with a minor study in business from Texas A&M University in 1985. He is an ICMA Credentialed Manager.

Paul married his wife Stephanie in 1987, and they have three children--Candace, Helen, and Trey. He and his family attend Conroe Community Church.

Sympathy

Clifford Johnson passed on Wednesday, May 12. Clifford was the TCMA president in 1969 and served as city manager for the cities of Hurst, Grand Prairie, and DeSoto.

TCMA Annual Conference

TCMA Annual Conference Update
The ICMA Retirement Corporation has agreed to provide financial planning consultations to individuals during the TCMA Annual Conference in Galveston. The consultations will be held on a first-come, first-served basis in the Vine Room of the Moody Gardens Hotel on Friday, June 25, from 10:45 a.m. -- 4:45 p.m. and on Saturday, June 26, from 10:30 a.m. -- 3:45 p.m.
