It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. I am honored and excited to serve you as president of the Texas City Management Association for the 2009-2010 term. The entire Board is committed to offering a year full of opportunities and plenty of fun. This year’s emphasis will be “Stimulating Legacy Leadership.” As our workplace
demographics change, baby boomers
retire, and fewer young professionals are interested in pursuing local government careers, it is important to continue the
positive aspects of the many TCMA
programs, such as the Mentoring and
Professional Development programs. Specifically, we want to keep retired—or soon to be retired—TCMA members
involved with the profession.Together, we can influence the future of our profession.
Courtney Sharp, City Manager, Midland Patricio Avila is no longer the city manager for the City of Donna. Oscar Cuellar (former city manager for the City of Penitas) is the new city manager for that city. Brian Boudreaux is no longer the city administrator for the City of Mason. Arnold Brown is no longer the city administrator for the City of Arcola. David Buesing is no longer the city manager for the City of Pflugerville. He is now the director of public works for that city, and Lauri Gillam is the interim city manager. Charles Corley is the city manager for the City of Pineland. Josh Constancio is the city administrator for the City of Rising Star. Anthony Covacevich is no longer the city manager for the City of Weslaco. Frank Castellanos is the interim city manager for that city. Mike Dupree (current chief of police) is the interim city manager for the City of Atlanta. Ron Hall is no longer the city manager for the City of Lockney. Kandi Hubert is no longer the city manager for the City of Aransas Pass. Mike Sullinger is the interim city manager for that city. Richard Kelly is no longer the city manager for the City of Roby. Jack Brown is the new city manager for that city. Scott Larese is the new city manager for the City of Nassau Bay. Fran Malafronte is the city administrator for the City of Van Horn. Richard Morris is the city manager for the City of Pampa. Teri Murdock is the new city administrator for the City of Italy. Juan Ortiz is the new city manager for the City of Penitas. Patricia Phipps is the new city manager for the City of Friona. Gordon Pierce retired May 31 as the interim city manager for the City of Marlin. Fred Stephens began serving as the city manager for that city on June 1. Scooter Radcliffe is no longer the city manager for the City of Bellmead. James Karl (current fire chief) is the interim city manager for that city. Roy Rice is no longer the city manager for the City of Stamford. Beatrice Weaver is the city administrator for the City of Los Indios. New TCMA Management Messenger Format On March 6, 2009, the TCMA Board voted to begin sending the TCMA Management Messenger in electronic format only. Beginning July 1, printed copies of the newsletter will no longer be mailed. If you prefer a printed version, a PDF file will be available on the TCMA Web site. The TCMA Management Messenger welcomes new members. Their memberships were approved at the TCMA Board meeting on June 4. of the Year Award TCMA thanks the following sponsors: Gold Silver Bronze Volunteers are needed to serve on the TCMA committees from July 1, 2009, through June 30, 2010. The TCMA committees are Professional Development, Membership, Communications, and Ethics. For current membership lists and a description of the responsibilities of each committee, please visit the TCMA Web Site at www.tcma.org and click on the “Committees” link. The committees are composed of a chair and vice chair (TCMA Board members appointed by the TCMA president), 10 regional representatives (appointed by their respective TCMA regional presidents), and up to 15 volunteers. The TCMA president will make the final determination of committee assignments to ensure statewide representation on each committee. If you would like to volunteer to serve on a TCMA committee, please submit your name and indicate which committee(s) you prefer to your TCMA regional president or Kyle Jung (at kjung@tml.org or 512-231-7450). TCMA-ICMA Membership Incentive Program The TCMA-ICMA Membership Incentive Program seeks to encourage Texas City Management Association (TCMA) members from smaller cities (populations less than 10,000) who are not members of the International City/County Management Association (ICMA) to join ICMA. It is the intent of TCMA and ICMA to provide financial assistance to eligible participants. In order to allow the eligible TCMA members to experience the benefits of ICMA membership, ICMA will provide a complimentary trial membership to the eligible participants for the first year of the program, and TCMA will subsidize the cost of membership during the second year of membership. The membership incentive program will allow participants to experience the benefits of ICMA membership, which will assist in justifying the funding for the annual dues from their employer beginning in the third year. For more information and an application, please visit www.tcma.org. Select the “Programs” link and then select the “TCMA-ICMA Membership Incentive Program.” Scholarships are still available for those who qualify. The deadline for submission is June 30, 2009.
