Management Transitions

Michael Arnold is the city administrator for the City of Moulton.

Allen Barnes (former city manager for the City of Liberty) is the new city manager for the City of Sachse.

Jim Cox is no longer the city administrator for the City of Lindale. Owen Scott is the new city administrator.

Charles Bassett is the interim city manager for the City of Texarkana.

James Blystone is no longer the city manager for the City of Castle Hills. Rita Hoyl is the interim city manager.

Don Doering is the city manager for the City of Teague.

Brant Gary is the new city administrator for the City of Montgomery.

Jason Gray is the city administrator for the City of Celina.

Iris Hill is the town manager for the Town of Laguna Vista.

Quentin Hix is the city administrator for the City of Copper Canyon.

Rick Menchaca is no longer the city manager for the City of Midland. Tommy Hudson is serving as the interim city manager.

Ron Patterson (city manager for the City of Forney) will be a new assistant city manager for the City of Frisco beginning June 20.

John Pape is the interim city manager for the City of Clute.

Joe Portugal is the city manager for the City of Glenn Heights.

Michael Ramirez is the interim city manager for the City of Liberty.

Larry Rincones is no longer the city manager for the City of Alton. Steve Pea is the interim city manager.

Florencio Sauceda is no longer the city administrator for the City of Marfa.

David Willard (assistant city manager for the City of Odessa) will be the new city manager for the City of Longview beginning July 24.

Reggie Winters (former city manager for the City of LaCoste) is the city manager for the City of Kenedy as of May 21.

City News

Missouri City hired its first assistant city manager. Bill Atkinson, former city manager for the City of Sachse, began his position with the City of Missouri City on April 18.

The City of San Antonio is running a 30-day pilot test using solar-powered trash cans in the downtown area. Solar power will compact trash that is thrown into trash cans, reducing the frequency for trash to be collected. The objective is to save money and keep the city’s commitment to providing a cleaner downtown through the effective use of technology.

Texas Emerging Communities Initiative

The State of Texas is running a close second behind Florida as the leading state with the fastest growing counties. Population growth is quickly forcing the turnover of agricultural land for urban use. Where forests once resided, rapid growth is threatening the ecosystem. The Texas Forest Service is providing assistance to help Texas cities face the challenges in effective and creative ways through a natural resource assistance network. Any written objection during this 30-day period will be reviewed by the TCMA Membership Committee. From the TCMA Coaching Dugout

With more than 60 coaches and mentees actively participating in the new TCMA Coaching and Mentoring Program, The Waters Consulting Group has completed participant surveys and a mentee focus group. The feedback has been very positive. The mentees provided interesting observations about their experiences with coaches whose strengths are, by design, the competencies that the mentees need to improve.

The video of the first TCMA Coaching Round Table was taped on May 8, courtesy of the City of Farmers Branch. Panel participants were Rickey Childers, city manager, City of Lancaster, Bill Keffler, city manager, City of Richardson, Tom Muehlenbeck, city manager, City of Plano, Ron Whitehead, city manager, City of Addison, first time city manager Jason Little, City of Melissa, mentoring task force chair Linda Groomer, and incoming TCMA President Mike Perez, city manager, City of McAllen. These individuals devoted more than three hours to open and frank on-camera conversations about their experiences as managers, the road to their first management position, the influence of mentors in their lives, being fired, and an archive of personal experiences, both good and bad. Various segments of the program will be posted on a Coaching Web page currently under construction. TCMA members will be given the opportunity to watch and listen for as little as five minutes or as much as an hour. The program is compliments of the City of Richardson, and the membership will be notified upon its completion. Other coaching programs coming soon include a coaching e-newsletter and coaching telephone panel discussions.

Mark your TCMA conference calendars for Saturday, June 23, 4:00 p.m. A coaching session update will be available at this time. It’s not too late to sign up to be a mentor or a coach, and remember–you can do both!
