Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, as well as news about our colleagues.

You play an important role in the ethics process. Acquaint yourself with the Code of Ethics and its Rules of Procedure for Enforcement .

In particular, please note that the Board has approved a change to the Tenet 8 guideline which now requires new members to obtain ethics training within six months of joining and current members to do so every two years to maintain TCMA membership.

Education and Scholarship Opportunity

TCMA and ICMA are offering 25 scholarships to TCMA members who are not members of ICMA and who will be attending their first ICMA Annual Conference this year in San Antonio on September 10-13. Complete the Scholarship Application online at http://www.tcma.org and return it to TCMA by June 30, 2006. The TCMA Membership Committee will make recommendations to the TCMA Board for final determination.

Internship Deadline Extension

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes David Douglas to his new position as the city manager of the City of Dayton. David’s appointment began on March 20, 2006. David began his career in the city management profession on January 1, 2000, in the City of Jasper. Prior to his appointment as the city manager for Jasper, David had served for nine years as the Jasper assistant city manager. David is a new member of TCMA. He became a full member on June 1, 2006. David received his BBA from Abilene Christian University. David and his wife Lee Ann have been married for thirty years and have two sons, Drew and Daniel. David lists his outside interests as family activities, community events, and church.

Committee Appointments

The TCMA Board approved a new committee structure, which was implemented at the 2006 Annual Conference. Each committee chair and vice chair will be a TCMA Board member. An appointment from each region will be made by the region Board representative with the input of the region president. The TCMA president will then call for volunteers. Thoughts and Prayers

After a serious fall and subsequent surgery, T. Flemming, city manager for the City of Rockdale, is recovering at Scott and White Hospital in Temple. He is undergoing intensive physical and occupational therapy and is making progress. The outlook is positive. Letters of encouragement can be sent to: T. Board Actions

At the June 3 business meeting, the TCMA Board recommended and the TCMA membership approved the 2006-08 Strategic Plan which can be viewed or downloaded. Further, the Board agreed to recommend Tom Muehlenbeck, city manager, Plano for an ICMA Mountain Plains vice president position as well as continue the Mentoring and University Relations Task Forces for another year.

Ivan Langford is the city manager for the City of Little Elm.
Mike Talbot is the city manager for the City of Bastrop.
Daniel Sowada is no longer the city manager of the City of West Lake Hills.
David Miller is the city manager for the City of Forest Hill.
Ryan Kelley is no longer the city manager for the City of Pilot Point. Vicky Varnau is the interim city manager there.

Research Interest

In November 2005, the Texas Supreme Court ruled that the current school funding system was unconstitutional. Because the majority of Texas school districts are at the constitutional tax rate limit of $1.50 per $100 of assessed value (AV), the state Supreme Court ruled this effectively imposes a statewide property tax, which is not allowed under the Texas Constitution.
One of the key questions in this debate is whether or not Texas cities have indeed excessively or irrationally used their current taxing powers. To answer this question, we [Standard & Poor’s] reviewed the growth trend data, provided by the Texas State Comptroller’s Office, of property tax rates in more that 950 Texas cities. In addition, we examined the growth in per capita appraised value of 100 cities over a ten-year period. Our findings point to a remarkable stability in property tax rates and per capita property appraisals over that period.
