Lilia Ruiz, who was serving as Interim City Manager of Socorro, was named City Manager there on April 25. Delbert Rudd, Public Works Director of Post, has been named Interim City Manager there. Darron Leiker, Assistant City Manager in Wichita Falls, is serving as Interim City Manager there. A. Bola Akande, former Assistant to the President of The Woodlands Community Service Corporation, has been named Assistant City Manager for Richmond Heights, Missouri, effective May 2. Bob Mathis has resigned as City Administrator in Buda, effective May 13. Don E. Taylor has been named City Manager of Schertz, effective May 16. Ricardo Cortes, former Fiscal Planning Manager for the City of San Antonio, has been appointed City Manager of Leon Valley, effective May 16. Charles Fenner is no longer City Manager in Canton, effective May 16. Wayne Lisenbee has resigned as City Manager of Anson, effective May 16. Larry Pippen has resigned as City Administrator of Poteet, effective May 20. Public Works Director Adolph Rodriguez has been named Interim City Administrator there. Mary Suhm, who was serving as Acting City Manager in Dallas, has been named City Manager there, effective May 25. Betty Harrell, City Secretary of Hillsboro, has been named Acting City Manager there, effective May 31. Kelvin Knauf, who was serving as temporary Finance Director in League City, has been named Assistant City Manager of Baytown, effective May 31. Beth Ann Briant will no longer be City Manager of Canadian as of June 3. Roger Nelson has resigned as City Manager of Grapevine, effective June 17. Jeffrey Howell has resigned as City Administrator of Bridgeport, effective June 17, to begin serving as City Manager in Kilgore on June 20. Rachel Huitt, Assistant City Administrator in Bridgeport, has been named Interim City Administrator there. Chip VanSteenberg has resigned as Assistant City Administrator in Conroe, effective June 17. He will begin serving as City Administrator of Shenandoah on June 20. Ed Thatcher, former Greenville City Manager, has been named City Manager in Heath, effective June 27. CURRENT OPENINGS… For a list of current city management job openings in Texas, please visit http://www.tcma.org/jobs_openings.html .. ETHICS EMPHASIS... The TCMA Board would like to highlight guidelines of the TCMA Code of Ethics in upcoming issues of the Management Messenger. The “Length of Service” guideline, which applies to Tenet 4 of the Code, is quoted and reviewed this month: “Length of Service. A minimum of two years generally is considered necessary in order to render a professional service to the local government. A short tenure should be the exception rather than a recurring experience. However, under special circumstances it may be in the best interests of the local government and the member to separate in a shorter time. Examples of such circumstances would include refusal of the appointment authority to honor commitments concerning conditions of employment, a vote of no confidence in the member, or severe personal problems. It is the responsibility of an applicant for a position to ascertain conditions of employment. Inadequately determining terms of employment prior to arrival does not justify premature termination.” This guideline is generally interpreted to be binding on members with exceptions being extraordinary situations where the employer has changed the terms of employment, there is a severe personal issue that compels a member to leave, or the employer is asking the member to move on. Members have the responsibility to remain on the job for the entire two-year commitment despite a preferred opportunity elsewhere, the unhappiness of a spouse with the relocation, difficult politics, or an undisclosed tough City financial situation. Even in cases where the elected officials are giving their blessing to the early departure, the member should remain, since the ethical obligation rests with the member. Members cannot get permission to violate the Code from their employer. TCMA EDUCATIONAL EVENTS…
