The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. Management Transitions

Mike Adams is the city administrator of the City of Stanton.

Maria Barrera is the acting city manager of the City of Rio Grande City.

Mark Browne is the new city manager of the City of Alamo Heights, effective May 16.

Jeff Caldwell is no longer the city administrator of the City of Martindale.

Steve Campbell is the city manager of the City of Merkell.

Police Chief Gary Cox is serving as the interim city manager of the City of Cibolo.

Clint Davis is the city manager of the City of Alvarado.

Dan Dible is no longer the city manager of the City of Tulia. He is the new city manager of the City of Gallup, New Mexico.

Lee Elliott is no longer the city manager of the City of Mount Vernon.

Kevin Evans is the city manager of the City of McGregor.

George Huffman is the city manager of the City of Archer City.

Tim James is the new city manager of the City of Burkburnett, effective June 20.

John Kessel is the new city manager of the City of Schertz, effective June 1.

Brian Maxwell is the interim city manager of the City of Galveston.

Kyle McCain is the new city manager of the City of Shavano Park, effective May 16.

Lance Nauman
is the new city administrator of the City of Anahuac.

Ron Olson is the new city manager of the City of Corpus Christi, effective May 2.

Mandy Risinger is no longer the city manager for the City of Corrigan. She is the new city administrator of the City of
Woodville.

Chad Roberts is the city administrator of the City of Knox City.

Steve Schmidt-Witcher is no longer the city manager of the City of Cactus.

Columbus Stutes is the interim city manager of the City of Terrell Hills.

Larry Sullivan
announced his retirement as city manager of the City of Texarkana.

Zina Tedford is no longer the city manager of the City of Kirby.

Tony Williams
is the interim city manager of the City of Kilgore.

New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management
Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Mark Browne. Mark was appointed city manager of the City of Alamo Heights on May 16. Prior to this, he served as city manager of the City of Terrell Hills from July 11, 2005, to May 15, 2011.

Mark has a bachelor's degree from William Jewell College in Liberty, Missouri, and has earned two master's degrees. He holds one from the University of Arkansas and the second from Air War College at Maxwell Air Force Base in Alabama. Mark also has a doctoral degree from the University of Alabama in Tuscaloosa, Alabama.

Mark and his wife Cindi have been married for 25 years and have three children, Sarah, Christopher, and Elizabeth. His hobbies include church service, reading, and working out. Mark and Cindi have been actively involved in their children's activities for more than 20 years.

The TCMA Management Messenger introduces and welcomes Rick Holden. Rick was appointed city manager of the City of Cleburne on April 21 following the retirement of Chester Nolen. He had served as assistant city manager for the City of Cleburne since 2008. From 1989 to 2008, Rick worked in various management positions with Lone Star Gas, TXU Energy, and Atmos Energy. Prior to 1989, he worked for the cities of Haltom City and Stamford.

Rick has been married 29 years to his wife Rhonda. They have three grown children, Jeremy, Holly, and Hunter. Rick enjoys golf, hunting, and playing drums and steel guitar in his spare time.

Memos on Meetings

The TCMA Membership Committee met by conference call on May 17. The meeting minutes can be viewed on the TCMA Web site by clicking on "Membership Meeting Minutes." The TCMA Board will meet on June 9 at the Embassy Suites Dallas-Frisco Convention Center and Spa.
