TCMA Annual Conference New Professional's Scholarship The New Professional's Scholarship is designed to assist new local government management professionals interested in continuing their professional education and development to attend the TCMA Annual Conference. Up to five scholarship recipients will be selected each year by a panel of local government professionals. The scholarships include complimentary conference registration and reimbursement of up to $500 for travel and lodging expenses. Criteria and Eligible Applicants:

For more information, contact Kim Pendergraft at kim@tml.org or 512-231-7400. 2010-2011 Scholarship Recipients Each year, the Membership Committee reviews applications and interviews candidates for the Clarence E. Ridley Scholarship and the Certified Public Manager Scholarship. The TCMA Board approved the committee recommendations on April 23. The recipients will be recognized at the TCMA Annual Conference Awards Luncheon on June 25 in Galveston. Congratulations to the following individuals: 2010-2011 Clarence E. Thomas L. Adams is the new city manager for the City of Pilot Point, effective May 10. Robert Bradshaw is the new city manager for the City of Port Aransas, beginning in June. David Parsons is the interim city manager for that city. Brandon Emmons is the new city administrator for the City of Bridgeport. Randy Freeman retired as city manager for the City of Henderson. Mike Barrow (current assistant city manager) is serving as the interim city manager for that city. Bryan Grimes is the new city manager for the City of Petersburg. Lee Lawrence is retiring May 31 as the city administrator for the City of Princeton. Deborah L. Loesch, TRMC, is the city administrator/secretary for the City of Hunters Creek Village. Tom Mattis is no longer the city manager for the City of Kyle. James Earp (current assistant city manager) is the interim city manager for that city. William McDonald is the new city manager for the City of Marlin, effective May 10. Roger McKinney, city administrator for the City of Slaton, announced his retirement, effective September 30. Mike Mesa is the new city manager for the City of Elsa. Gary Pelech is no longer the city manager for the City of Floresville. Andy Joslin is the interim city manager for that city. Scott Perry is no longer the city administrator for the City of Alvord. Troy Powell is the new city manager for the City of The Colony. Alan Taylor announced he will retire at the end of June as the city manager for the City of Amarillo. Paul Virgadamo is the new city administrator for the City of Conroe. Hagan as the new city manager for the City of Merkel. Kevin's appointment began October 26, 2009. This is his first position as a city manager. Prior to his current position, he served as the public works director for the City of Clyde and worked nine years as an engineering assistant for the Texas Department of Transportation. Kevin started with TxDOT at age 17 and attended night school at Cisco College and McMurry University, where he obtained his B.B.A. in management. Kevin and his wife Kasi have been married for four and a half years. They have two children, Kalli and Will. His hobbies are hunting, coaching, golf, and any activity his children are interested in. The TCMA Management Messenger introduces and welcomes Jay Stokes to his new position as city manager for the City of Deer Park. Jay's appointment as city manager began on April 1, 2010. Prior to his appointment, Jay served as city manager for the City of Gladewater. Jay also served as city administrator for the City of Jefferson and has worked for the cities of White Oak and Friendswood. Jay received his bachelor's degree from Abilene Christian University in 1992 and his master's degree from Baylor University in 1994. Jay and his wife Erin have been married 15 years and have three children—Aidan, Colin, and Jaci. His hobbies are distance running, travel, and enjoying time with his family. Certified Public Manager: The Texas Model An article was recently published in the Public Administration Times identifying Texas as "quickly becoming the 'cooperative' model for ASPA and CPM Programs across the United States." Chris Reed, city manager for the City of Nassau Bay, assisted the League City police in an arrest. Chris witnessed family violence occurring in the parking lot of a Best Buy parking lot. He chased the suspect and held him with his knee to the man's belly until police arrived. Chris is a former police officer and a professional mixed martial arts fighter. John Ware, former city manager for the City of Dallas, passed on May 1. John served as city manager from December 1993 to August 1998.
