Management Transitions

Susan Bradley is the new city administrator for the City of Krugerville.

Becky Brewster, current city administrator for the Town of Van Horn, will retire July 31.

Marilyn Byrd is no longer the city administrator for the City of Nixon.

Katherine Clark is no longer the city administrator for the City of Liberty Hill.

T. Clay Collins is the city administrator for the City of Sunset Valley.

Dan Dible is the new city manager for the City of Tulia.

Jeff Looney is the city manager for the City of Fairfield.

Jim McAlister, city manager for the City of Willis, announced his retirement effective May 28.

William McDonald is no longer the city manager for the City of Balch Springs. He is now the director of the 4A Economic Development Corporation for that city.

Judy Miller retired April 28 as city manager for the City of Marble Falls. Ralph Hendricks is the interim city manager for that city.

Jim Mustard is the city administrator for the City of Marfa.

Brad Newton is the new city administrator for the City of Presidio.

Glenn Patton, current police chief, is the interim city administrator for the City of Richwood.

Buster Poling is the city manager for the City of Texline.

Steve Shutt is no longer the city manager for the City of Colorado City.

Ashley Stathatos is the new town manager for the Town of Oak Point.

Pieter Sybesma is the city administrator for the City of Woodcreek.

Annual Conference New Professional’s Scholarship

The New Professional’s Scholarship is designed to assist new local government management professionals interested in continuing their professional education and development to attend the TCMA Annual Conference.

Up to five scholarship recipients will be selected each year by a panel of local government professionals. The scholarship includes complimentary conference registration and reimbursement of up to $500 for travel and lodging expenses.

Committee Volunteers

Volunteers are needed to serve on the TCMA committees from July 1, 2009, through June 30, 2010. The TCMA committees are Professional Development, Membership, Communications, and Ethics. For current membership lists and a description of the responsibilities of each committee, please visit the TCMA Web Site at www.tcma.org and click on the “Committees” link.

The committees are composed of a chair and vice chair (TCMA Board members appointed by the TCMA president), 10 regional representatives (appointed by their respective TCMA regional presidents), and up to 15 volunteers. The TCMA president will make the final determination of committee assignments to ensure statewide representation on each committee.

If you would like to volunteer to serve on a TCMA committee, please submit your name and indicate which committee(s) you prefer to your TCMA regional president or Kyle Jung at kjung@tml.org or 512-231-7450 no later than May 15.

New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Sympathy

Gilbert Oliver Baird, first city manager for the City of Taft and life member of TCMA, died on April 24. Gilbert worked in municipal government for 34 years. Please keep Gilbert’s wife Elaine and his family in your prayers. Memorials can be sent to South Texas Children’s Home, P.O. Box 1210, Beeville, TX 78104.

Larry Martin, former city manager for the City of Longview, passed on April 21. Larry served as the city manager in the 1970s. Please keep his wife Lynda and family in your prayers.

TCMA-ICMA Membership Incentive Program

The TCMA-ICMA Membership Incentive Program seeks to encourage Texas City Management Association (TCMA) members from smaller cities (populations less than 10,000) who are not members of the International City/County Management Association (ICMA) to join ICMA. It is the intent of TCMA and ICMA to provide financial assistance to eligible participants. In order to allow the eligible TCMA members to experience the benefits of ICMA membership, ICMA will provide a complimentary trial membership to the eligible participants for the first year of the program, and TCMA will subsidize the cost of membership during the second year of membership. The membership incentive program will allow participants to experience the benefits of ICMA membership, which will assist in justifying the funding for the annual dues from their employer beginning in the third year. Scholarships are still available for those who qualify. The deadline for submission is June 30, 2009.

University of Texas-Dallas: Institute of Public Affairs

The University of Texas-Dallas has created the Institute of Public Affairs. The Institute is a resource for governments and nonprofit agencies in North Central Texas. Training and technical assistance will be provided to organizations that confront governance and operational challenges. For more information, please visit www.utdallas.edu.

On March 6, the TCMA Board voted to begin sending the TCMA Management Messenger in electronic format only. Beginning July 1, printed copies of the newsletter will no longer be mailed. If you prefer a printed version, a PDF file will be available on the TCMA Web site.
