Management Transitions

Felix Arambula is no longer the city administrator for the City of Dilley.

Irma Rodriguez is the interim city administrator.

Steven Baen is the acting city manager for the City of Ingleside.

Lyle Dresher (current city manager for the City of Keller) will begin his new position as town manager for the Town of Argyle on June 11.

Joe Hennig will retire October 1 as the city manager for the City of Euless.

John Irvin is the city manager for the City of Flatonia.

Carolyn Martin (former city secretary for the City of Mexia) is the city manager for the City of Mexia.

Vicky Rudy (former city administrator for the City of Montgomery) is the new city administrator for the City of Rollingwood.

George Shackelford is no longer the city manager for the City of Texarkana.

TCMA Board Election Results

Thirty percent of TCMA eligible voters cast ballots for election of the 2007 TCMA statewide officers. The following officers will take office on June 24, 2007:

President Elect: Paul Parker, city manager for the City of Lufkin
Vice President: Courtney Sharp, city manager for the City of Mount Pleasant
Director-at-Large: Julie Johnston, city administrator for the City of Dickinson

TCMA Committee Appointment Process

The TCMA committee appointment process is underway. TCMA's committees are:

  1. Nominating - Composition established by constitution
  2. Professional Development - Responsible for educational events and University Relations
  3. Membership - Responsible for Mentoring, Outside Organizations, Recruitment, Awards, and Scholarships
  4. Public Relations - Responsible for Form of Government and “Our Town, Texas” program
  5. Ethics - Responsible for enforcing the TCMA Code of Ethics and developing ethics training
  6. Executive - Composition established by constitution. Responsible for association's budget, legislative focus, financial planning (TCG) program, ICMA Liaison, and Texas Foundation

Appointment guidelines and information:

  • TCMA Board members serve as chairs and vice chairs of each committee.
  • Each region has one slot per committee, with appointments made by the TCMA Region Representative with input from the TCMA Region President. If no one is appointed from a region within thirty days, the chair/vice chair will recruit members.
  • The TCMA President will call for volunteers and ensure statewide representation on the committees. Up to 15 additional volunteers can be added to each committee (except the Executive Committee and Nominating Committee), with no more than 25 people per committee.
  • Only TCMA voting members will be appointed to the TCMA Nominating Committee.
  • All committee membership terms are for one year.

City News

The City of Wylie is taking an innovative approach to leadership training. City employees have formed a book club that meets monthly to share principles of leadership they have learned from their readings. The objective of the club is to develop problem- solving skills, encourage networking between departments, and create an atmosphere of teamwork.

Member News

Bill Davis, city manager for the City of Weatherford, and his wife Jackie were in a serious car accident. Bill has been hospitalized but is stable. He suffered a broken left arm, left leg, and hip. He is in Harris Methodist Hospital in Fort Worth. Jackie was not injured. Please keep them in your thoughts and prayers.

George Schrader has been appointed by Governor Rick Perry to the Texas Woman's University Board of Regents. George has served as the city manager for the cities of Dallas, Mesquite, and Ennis. He is currently the principal of Schrader & Cline, L.L.C., and owner of Schrader Investment Company. He is also a fellow of the National Academy of Public Administration.

Ethics Case

The TCMA Board voted on March 30 to expel and bar the membership of Israel Sagredo, former city manager for the City of Alton, based on violation of the TCMA Code of Ethics. Mr. Sagredo was convicted of extortion and bribery.

  2. Click on “Roster,” located in the table of contents.
  3. Click on “Online Membership Directory.”
  4. Enter your name, scroll down, and select “Submit.”
  5. Check your contact information on the initial screen, and then click on your name.
  6. Check your entire record of information, including work history, education, and more.

  • Log in directly to your membership account at www.tcma.org.
    • Click on “Roster” located in the table of contents.
    • Scroll to the bottom of the page and click on “Click here to update your membership information.”
