Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. Texas City Management Proposed Constitutional Changes

The Texas City Management Association (TCMA) Board met on April 7 in Longview. The Board approved several proposed changes to the TCMA Constitution. These will be voted on at the business meeting during the TCMA Annual Conference, scheduled for Saturday, June 3, in Corpus Christi. These proposed changes are:

  1. Combining the Associate and Affiliate membership categories into one Associate member classification, for which dues will be $2.00 per $1,000 of base salary.
    Article V, Sections 1, 2, 4, and Article VI, Section 2
  2. Changes to Life member dues and TCMA Annual Conference Registration fees requiring nominal payments.
    Article V, Section 1, E, 1
  3. Reducing the required number of endorsements on new member applications from two to one.
    Article V, Section 3
    Article VI, Section 1, D

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Charles T. Bartosh to his new position as the city manager for the City of Silsbee. Charles was appointed as city manager on January 23, 2006. He began his employment in the City of Silsbee in January 1977 as a patrol officer and became chief of police in October 2002. He has a bachelor's degree in criminal justice from Sam Houston State University. Currently, he serves the City of Silsbee as city manager, chief of police, and emergency management coordinator. Earlier this year, the City of Silsbee took a direct hit from Hurricane Rita and is still in the recovery stage. City Hall was one of the buildings destroyed, and employees were able to move back into a newly restored building in March. Charles' home-town is Sugar Land. He has a son employed by the Federal Bureau of Prisons and a daughter, who is a respiratory therapist. When not at work, Mr. Bartosh enjoys fishing and spending time with his two wonderful grandchildren. He also attends the local St. Marks Catholic Church.

The TCMA Management Messenger also introduces and welcomes Craig Lonon to his new position as city manager in the City of Harlingen. Craig's appointment as city manager began on March 20, 2006. He began his management profession in June 1977 as an administrative assistant for the City of De Soto. He went on to be the city administrator for the City of Conroe and city manager for the cities of Levelland, Corsicana, and Cedar Park. Craig received a masters degree in public administration from the University of North Texas and is an ICMA Credentialed Manager. Craig's hobbies are golfing and traveling. His biggest accomplishment is his son Justin, who graduated from Texas A&M in 2005 and is currently the assistant golf course superintendent at April Sound Country Club. Craig currently serves as the immediate past president of TCMA.

Member News

Paulette Hartman, town administrator for the City of Copper Canyon, and her husband Michael welcomed their second child, Jackson Davis Hartman, on March 12, 2006, at 5:33 a.m. The Hartmans are doing well and are grateful for their healthy, happy addition to the family. They extend their gratitude for the support of friends and colleagues.

Life Member Recognition

Several members have met the requirements of life membership in TCMA. They will be awarded this honor at the TCMA Annual Conference Awards Luncheon on Friday, June 2. These members are Denny Arnold, Rolando Bono, Ron Cox, John Gayle, Jeff Holberg, and Lanny Parish. Congratulations!

Scholarship Recipients

David Schwartz, an MPA student at the University of North Texas, has been selected as the 2006-2007 Clarence E. Ridley Scholarship recipient.

Crista Bromley, director of economic development and airport manager for the City of Burnet, and Ricky Jorgensen, city manager for the City of Vidor, were selected as the 2006 Barney L. Knight Texas CPM Scholarship recipients.

Each scholarship recipient will be recognized at the TCMA Annual Conference Awards Luncheon on Friday, June 2.

Management Transitions

David Douglas is the city manager for the City of Dayton.

Mel Yantis is the first city administrator for the City of Liberty Hill.

Mike Deason is the town administrator for the Town of Hickory Creek.

Brandon Emmons is the town manager for the Town of Trophy Club.

Sam Watson was appointed city manager for the City of Kermit on April 13.

Tommy Gonzalez will become the city manager for the City of Irving beginning May 1.

Mike Murray is the city manager for the City of Rusk.

Steven Spencer is the city manager for the City of Chireno.

Harlan Jefferson is the city manager for the City of Flower Mound.

Carol Garcia became the permanent city manager for the City of Socorro in March.

Susan Rash is no longer the city manager for the City of Alamo Heights.

Research Interest

Joe LaBeau, director of human resources for the City of McAllen, has completed an executive summary and final research report on City Manager Personality and Career Impacts, which he began under the auspices of the TCMA Professional Development Committee in 2004. The summary and report were well received at the Board meeting on April 7. A copy of the research can be found here.

Form of Government

On Friday, April 7, the TCMA Board made several form of government-related decisions. These issues surfaced as a result of the May 2005 Dallas election. The decisions made by the Board are as follows:

  1. There will be no TCMA involvement either directly or indirectly with political action committees (PAC).
  2. TCMA will budget for an annual contribution of $10,000 to the International City/County Management Association (ICMA) Fund for the Profession. It will be communicated to ICMA that TCMA wants this contribution to be used and not allocated to the corpus.
  3. TCMA will budget $15,000 for the development and distribution of educational materials addressing form of government issues that can be used by citizens and TCMA members.

Success in El Paso

Joyce Wilson, city manager for the City of El Paso, received an outstanding performance rating on her first review. In September 2004, the El Paso City Council voted to end a strong-mayor form of government and adopted a council-manager form of government. Congratulations, Joyce!

Internship Program

The TCMA Board has approved an internship program designed to assist graduate or undergraduate students who are currently enrolled in an accredited Texas college or university program, specifically those seeking degrees in public administration, urban affairs, or closely related fields. This will be an opportunity for students interested in a city management career to earn up to $4,000 in a semester while gaining invaluable, day-to-day experience in a city government. The deadline for applications is May 26, 2006. If your city is interested in being considered as a participating host city, please visit www.tcma.org, click on “Internship Program Application,” and review “Hosting Internship City Requirements” on page 3. A Call for International City/County Management Association (ICMA) Committee Volunteers

The International City/County Management Association (ICMA) is recruiting volunteers to serve on member committees and to participate in ICMA's next strategic planning process by serving on the 2006-2008 Strategic Planning Committee.

There are a number of additional opportunities: Annual Awards Evaluation Panel, 2006 Annual Conference Evaluation Committee, 2007 Annual Conference Planning Committee, Governmental Affairs & Policy Committee, and the International Committee.

A volunteer form can be found at www.icma.org. The deadline for committee volunteers is Friday, May 5, 2006. All volunteers must be current ICMA Members.  (The ICMA Newsletter and Management InSite have promoted these opportunities directly to members.  An article is also available on www.icma.org.)
