Tom Brymer, former assistant city manager for the City of Olathe, Kansas, is the new town manager for the Town of Westlake. Charles Daniels is the interim city manager for the City of Hewitt. Cheryl Dowden is the interim city manager for the City of Nederland. Clovia English is no longer the city manager for the City of Corinth. Don Locke, current public works director, is serving as the interim city manager. Mark Krey, former chief of police for the City of Springtown, is now serving as that city’s city administrator. Lori Lopez is the city manager for the City of Palmhurst. Rick Menchaca is the new city manager for the City of San Marcos. Richard Martin is no longer the city manager for the City of Oak Point. Bo McDaniel is no longer the city manager for the City of Friendswood. Roger Roecker, current administrative services director, is the interim city manager. John McDonald is no longer the city manager for the City of Ovilla. He is the new director of community development for the City of Dickinson. Steve Schmidt-Witcher is the new city manager for the City of Cactus. Chris Sharp, former city manager for the City of Lake Tanglewood, is now director of finance for the City of Canyon. Bill Shipp, Jr., has retired as the city manager for the City of Commerce. Chris Snipes is the new city administrator for the City of Goliad. Carla Thornton, current finance director for the City of Rotan, will be the new city manager for the city beginning June 2. Andre’ Wimer will be the new city manager for the City of Port Neches beginning June 1, 2008. Diana Woods is no longer the city administrator for the City of Uhland. The TCMA Management Messenger introduces Nina E. Browning, TRMC, and welcomes her to her new position as the city manager for the City of Winnsboro. Nina’s appointment began on March 1, 2008, upon retirement of the former city manager, Ronny Knight. Prior to her appointment, Nina served for five years as the city secretary. Nina also served the City of Shoreacres for five years as the city secretary/city administrator and the City of LaPorte for ten years as an administrative assistant to the maintenance director, public works director, code enforcement director, and community development/engineering director. Nina received her Texas Municipal Clerks Certification in 2006 and was awarded the Dorothy Byrd Scholarship. Nina has two daughters, Elizabeth Tolleson and Kristal Clement, and five grandchildren. One granddaughter is a freshman at Texas A&M University.The TCMA Management Messenger introduces Randy Criswell, city manager for the City of Canyon. Randy began working as the city manager for the City of Canyon on March 1, 2008, following the retirement of Glen Metcalf. Prior to being named city manager, Randy served three-and-a-half years as an assistant city manager for the City of Canyon and ten years as the director of public works. Randy received his bachelor’s degree from Texas Tech University in 1985. Randy and his wife Cindy have been married for twenty-one years and have a daughter, Carli, and a son, Jacob. His hobbies, secondary to family activities, are spending time on his Harley-Davidson and golfing. The TCMA Management Messenger also introduces and welcomes Michael “Mike” E. Dunn, city administrator for the City of Emory. Mike began working for the City of Emory in June 2007 as the public works director and was appointed city administrator on December 1, 2007. Mike is the past city administrator for the City of Parker and past assistant city manager for the City of Commerce. He has also served as a water plant operator for the cities of Greenville and Commerce. Mike has been married to wife Suzie for 18 years and has three daughters. His daughter Christie is 18 and loves horses. Michelle is 16 and a cheerleader. His daughter Erin is 12 and doesn’t know what she likes yet. Mike’s hobbies are gardening, family, and fishing when the fish are biting. The TCMA Management Messenger would like to recognize the Clarence E. Ridley and Barney L. Knight CPM Scholarship recipients. These individuals will be recognized at the TCMA Annual Conference Awards Luncheon on Friday, June 27. Clarence E. Ridley Scholarship Barney L. Knight CPM Scholarship Randy Kimler will retire as city manager for the City of Port Neches on May 31, 2008. Harold Sanders will retire as city manager for the City of Rotan on May 30, 2008. Dennis Woodard has retired as the city manager for the City of Hewitt after serving the city for 21 years. The April issue of the TCMA Management Messenger recognized the service award recipients. This month the TCMA Management Messenger recognizes Tom Brymer, town manager for the Town of Westlake, for his 25 years of service. The service awards will be presented at the TCMA Annual Conference Awards Luncheon on Friday, June 27. Funeral services were held Saturday, April 12, in Aransas Pass. A spray of flowers and condolences were sent on behalf of TCMA. Cards can be sent to Steven Rhea, 727 S. 9th St., Aransas Pass, TX 78336. At its March 30, 2007, meeting, the TCMA Board approved a recommendation that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. TCMA Committee Appointment Process The TCMA committee appointment process is underway. TCMA’s committees are: Ethics - Responsible for enforcing the TCMA Code of Ethics and development and monitoring of ethics training. Appointment guidelines and information: TCMA Board members serve as chairs and vice chairs of each committee. Each region has one slot per committee, with appointments made by the TCMA region representative with input from the TCMA region president. If no one is appointed from a region within thirty days, the chair/vice chair will recruit members. The TCMA president will call for volunteers and ensure statewide representation on the committees. Up to 15 additional volunteers can be added to each committee (except the Executive Committee and the Nominating Committee), with no more than 25 people per committee. Only TCMA voting members will be appointed to the TCMA Nominating Committee. All committee membership terms are for one year.
