It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. 2010-2011 TCMA Committee Volunteers Volunteers are needed to serve on TCMA committees from July 1, 2010, through June 30, 2011. The TCMA committees include Professional Development, Membership, Ethics, and Advocacy. For current membership lists and a description of the responsibilities of each committee, please visit the TCMA Web Site at www.tcma.org and click on the "Committees" link. The committees are composed of a chair and vice chair (TCMA Board members appointed by the TCMA president), 10 regional representatives (appointed by their respective TCMA regional presidents), and up to 15 volunteers. The TCMA president will make the final determination of committee assignments to ensure statewide representation on each committee. If you would like to volunteer to serve on a TCMA committee, please submit your name and which committee(s) you would consider serving on to your TCMA regional president or Kyle Jung (kjung@tml.org or 512-231-7450) no later than May 14, 2010. Glenn Brown announced his retirement as city manager for the City of College Station at the end of 2010. Ronnie Cain retired from his position as city manager for the City of Windcrest, effective April 1. Eddie Edwards is the new city manager for the City of Borger, effective April 1. Jennifer Garver is the new city manager for the City of Uvalde. Sheyi Ipaye is the new city manager for the City of Forest Hill. Andy Joslin, current assistant police chief, is the interim city manager for the City of Floresville. Jerry McGuire announced his retirement effective April 30. Jerry is the current city administrator for the City of Conroe. Dion Miller is no longer serving as the city manager for the City of Commerce. Marc Clayton, director of administrative services for the City of Commerce, was named interim city manager. Delmira Olivarez is no longer the city manager for the City of Edcouch. Robert Escobar is the interim city manager for that city. Juan Jose (JJ) Rodriguez is the new city manager for the City of San Juan, effective April 5. Bob Turner is the new city manager for the City of Port Lavaca. Visit tcma.org to see if you qualify for TCMA In-transition Services. The Legacy Leaders Task Force met on March 26 at the Texas Municipal Center in Austin. The Task Force is capturing historical documentation of forerunners to the council-manager form of government in the State of Texas. The final project will be available to TCMA members at the TCMA Annual Conference on June 24-27. The Membership Committee met April 1-2 at the Texas Municipal Center in Austin. The committee interviewed candidates for the Certified Public Manager Scholarship and the Clarence Ridley Scholarship. Recommendations for scholarship recipients and Professional Awards recipients will be submitted to the TCMA Board on April 23. TCMA Annual Conference New Professional's Scholarship The New Professional's Scholarship is designed to assist new local government management professionals interested in continuing their professional education and development to attend the TCMA Annual Conference. Up to five scholarship recipients will be selected each year by a panel of local government professionals. The scholarships include complimentary conference registration and reimbursement of up to $500 for travel and lodging expenses. Criteria and Eligible Applicants:

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Terrell Blodgett will present a monograph on the history of the plan in the City of Tyler. The TCMA Management Messenger would like to recognize TCMA members who have reached service milestones. These individuals will be recognized at the TCMA Annual Conference Awards Luncheon on Friday, June 25. The service awards honor TCMA members who have been "Full" or "Associate" members and in full-time service as an appointed employee of a local government entity for a minimum of 20 years. Although TCMA and ICMA are similar organizations, their criteria for service awards are not identical. To review the criteria, please click on Service Awards. Listed below are the names of those persons who have been identified as meeting the criteria necessary to receive TCMA service year awards. 20-year Service Award George Dibrell passed on Thursday, March 4. George began his career as the assistant city attorney for the City of Port Arthur and later served as city manager, retiring in 1990. George also served as the president of TCMA in 1979. A private service was held at Laurel Land Memorial Park in Dallas on Wednesday, March 10. In lieu of flowers, memorials can be sent to the Shriners Hospital for Children, 6977 Main, Houston, Texas 77054; Memorial Hermann Hospital Heart and Vascular Institute, 7707 Fannin, Houston, Texas 77054; St. Mary Hospital, 3600 Gates Blvd., Port Arthur, Texas 77642; or the charity of your choice. Tim Moss, city manager of the City of Sweeny, passed away on Sunday, March 28. Please keep his family in your thoughts and prayers. Dennis Woodard passed away on Tuesday, March 9. Services were held on March 11 at the Wilkirson-Hatch-Bailey Chapel. Dennis served as city manager in many Texas cities and for the City of Hewitt for 23 years. Dennis retired in 2007.
