The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. 2009-2010 TCMA Committee Volunteers

VolunteerVolunteers are needed to serve on the TCMA committees from July 1, 2009, through June 30, 2010. The TCMA committees are Professional Development, Membership, Communications, and Ethics. For current membership lists and a description of the responsibilities of each committee, please visit the TCMA Web Site at www.tcma.org and click on the “Committees” link.

The committees are composed of a chair and vice chair (TCMA Board members appointed by the TCMA president), 10 regional representatives (appointed by their respective TCMA regional presidents), and up to 15 volunteers.

The TCMA president will make the final determination of committee assignments to ensure statewide representation on each committee.

If you would like to volunteer to serve on a TCMA committee, please submit your name and indicate which committee(s) you prefer to your TCMA regional president or Kyle Jung (kjung@tml.org or 512-231-7450) no later than May 15, 2009.

Management Transitions

David Chavez is no longer the city manager for the City of Ferris.

Larry Cunningham, city manager for the City of North Richland Hills, announced he will retire October 1.

Mike Gokey is no longer the city administrator for the City of Fairfield.

Alan Hein is no longer the city manager for the City of Farmersville. Shirley Horton, councilmember, is the interim city manager for that city.

Bill Shipp, Jr., is the new city manager for the City of Royse City.

Richard Walton will retire May 31 as the city manager for the City of Post. Arbra F. Taylor, began transitioning as the new city manager on March 30.

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Joshua Jones. Joshua was appointed city manager for the City of Hale Center on January 1, 2009. Prior to his appointment, he served three years as the economic development program specialist in the economic development department of the South Plains Association of Governments.

Josh has a bachelor’s degree in history and a master of public administration degree from Texas Tech University.

Josh and his wife Christy have been married for eight years and have a two-year-old son, Jacob. They are expecting their second child, a girl, this month. Josh’s hobbies include playing guitar, fitness training, reading, and spending as much time as possible with the family.

The TCMA Management Messenger introduces and welcomes Jim Dunaway to his new position as the city manager for the City of Taylor. Jim’s appointment began March 2, 2009. Prior to his appointment, Jim served three years as the assistant city manager and was appointed city manager upon Frank Salvato’s acceptance of the city administrator’s position in the City of Bee Cave. Jim has also served as the city manager for the cities of Jacksonville, Corsicana, and Elgin. Jim received his bachelor’s degree from Sam Houston State University and his master’s degree from the University of Texas at Tyler.

Jim and his wife Sandy have been married for 28 years and have one daughter, Whitney. Jim’s hobbies include golf and camping.

Benefits of Using 311 Technologies to Engage the Public

The Public Technology Institute (PTI) recently made available a guide to help city elected and appointed officials understand the role that 311 multi-channel contact centers can play in their communities. The guide is available free of charge from the PTI home page at www.pti.org.

Ethics Requirement Changes

On March 6, the Board made changes to the TCMA Code of Ethics Guidelines and Rules of Procedure for Enforcement as they apply to the ethics requirement for membership renewal. Please review Tenet 8 and the Guidelines as provided below. The change has been highlighted to assist you in determining how this affects you.

Tenet 8. Make it a duty continually to improve the member’s professional ability and to develop the competence of associates in the use of management techniques.

Guidelines:
Self-Assessment. Each member should assess his or her professional skills and abilities on a periodic basis.

Professional Development. Each member should commit at least 40 hours per year to professional development activities and ethics that are based on the practices identified by the members of ICMA. Documentation of completed ethics training must accompany new member applications and current members must attend two hours of ethics training every two years to maintain TCMA membership. Only Full and Associate members are required to take this training. Life, Distinguished, Cooperating, and Student/Intern members are encouraged, but not required, to take this ethics training.

Membership Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. TCMA-ICMA Membership Incentive Program

The TCMA-ICMA Membership Incentive Program seeks to encourage Texas City Management Association (TCMA) members from smaller cities (populations less than 10,000) who are not members of the International City/County Management Association (ICMA) to join ICMA. It is the intent of TCMA and ICMA to provide financial assistance to eligible participants. In order to allow the eligible TCMA members to experience the benefits of ICMA membership, ICMA will provide a complimentary, trial membership for the first year of the program, and TCMA will subsidize the cost of membership during the second year of membership. The membership incentive program will allow participants to experience the benefits of ICMA membership, which will assist in justifying the funding for the annual dues from their employer beginning in the third year. For more information and an application, please visit www.tcma.org. Select the “Programs” link and select the “TCMA-ICMA Membership Incentive Program.”

Scholarships are still available for those who qualify. The deadline for submission is June 30, 2009.

TCMA Management Messenger Changes and Membership Directory Update

Computer MouseOn March 6, the TCMA Board voted to begin sending the TCMA Management Messenger in electronic format only. Beginning July 1, hard copies of the newsletter will no longer be mailed. Should you prefer a printed version, a PDF file will be available on the TCMA Web site.

Also, it’s time for the annual update of the TCMA Online Membership Directory and the printed directory. It is important for members to review their contact information in order to have accurate records; a valid e-mail address will now be essential to receive the monthly Management Messenger. To review and update your TCMA directory information, please follow these steps:

  1. Go to www.tcma.org.
  2. Click on “Roster,” located in the table of contents.
  3. Click on “Online Membership Directory.”
  4. Enter your name, scroll down, and select “Submit.”
  5. Check your contact information on the initial screen and then click on your name.
  6. Check your entire record of information, including work history, education, and more.
  7. You can make corrections in one of four ways:
    • Log in directly to your membership account at www.tcma.org.
      1. Click on “Roster,” located in the table of contents.
      2. Scroll to the bottom of the page and click on “Click here to update your membership information.”
    • E-mail to database@tml.org.
    • Fax to 512-231-7494 or 95.
    • Contact Kim Pendergraft at 512-231-7442 or kim@tml.org.

Please complete this process by Friday, April 10, for the corrections to be included in the printed directory. If you have any questions, please contact Kim Pendergraft at 512-231-7442 or kim@tml.org.

Member News

The City of La Feria honored city manager Sunny Philip by inducting him into the Hidalgo Rio Grande Valley Walk of Fame at Dodge Arena. Sunny moved his family from India 20 years ago, and he began working for the city in the finance department. He was appointed city manager in 1994.
