Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, as well as news about our colleagues.

Membership Renewal
This year, members can renew their membership online at www.tml.org. Simply click on the Membership link and click again on the TML Online Membership Update link. Dues can be paid with a credit card under the Renew Affiliate Dues link. Profiles can also be updated from this link.

Important Dates to Remember

2007 Election Ballots
Ballots must be received at the TCMA office by 5:00 p.m. on Friday, April 6, 2007.
Faxed ballots will not be accepted.

2007-2008 Internship
The application deadline is April 27.

If your city would like to participate and have the opportunity to interview intern candidates, please review the Hosting Internship City Requirements section on page 3 of the application.

Terrell Blodgett Academician Award

Management Transitions

Corby Alexander will begin his new position as city administrator for the City of Bonham on April 16. The current city administrator, Blaine Hinds, will retire on April 30.

Deborah Dannelley is the city administrator for the City of Alto.

Donny Edwards is the new city manager for the City of Merkel.

Christy Eckerman (current city secretary) is the interim city manager for the City of Gun Barrel City.

Wayne Ford is the city administrator for the City of Hays.

Randy Freeman (former police chief) is the city manager for the City of Henderson.

Marie Gelles is no longer the city administrator for the City of Helotes.

Ben Griffin has retired as the city manager for the City of Tomball. Mary Coker, assistant city manager, is the interim city manager.

Bob Hart is the new city manager for the City of Kennedale.

Bob Leiper (current deputy city manager) is the interim city manager for the City of Baytown.

Peter Maldonado is the new city administrator for the city of Poteet.

George Olson, planning director, is the city manager for the City of Sherman.

Patsy Ragland, finance director, is the acting city manager for the City of Glenn Heights.

Debbie Sutherland is the city manager for the City of West Columbia.

Sympathy

TCMA extends sympathy to the family of David Ivory. David passed away on Friday, March 9. He was the former city manager of the City of Fort Worth.

TCMA also extends sympathy to the family of Dolores Topper, city manager of the City of Taft. Dolores recently lost her husband Dennis Patrick Topper, Jr.

Sexually Oriented Businesses: Facts You Should Know

Does your city or county regulate sexually oriented businesses (SOBs)? If so, you may be interested in a study that is being commissioned by the Texas City Attorneys Association (TCAA). In its 2003 decision in Encore Videos v. City of San Antonio, 330 F.3d 288 (5th Cir. 2003), the Court of Appeals for the Fifth Circuit created a new distinction between sexually oriented businesses that provide on-site entertainment (e.g., strip clubs) and those businesses that sell or rent sexually oriented material exclusively for consumption elsewhere (e.g., adult book and video stores). Because the City of San Antonio did not rely on studies specifically addressing the effects of retail-only SOBs, the court held that the city's regulations could not be applied to an adult video store. The result is that retail-only businesses may be immune from regulations that cities and counties have relied on for decades, unless local governments can produce evidence specifically demonstrating the adverse effects of such businesses. To that end, TCAA is commissioning a study from nationally recognized experts on the negative effects of retail-only SOBs. Coaching/Mentoring Program Update

TCMA, in partnership with The Waters Consulting Group, Inc., is progressing with the new TCMA Coaching/Mentoring program, thanks to the efforts of TCMA member volunteers. At the time of this printing, more than 30 coach-participant teams have been trained, oriented, and matched through the CareerNavigator™ competencies testing model. Teams are currently meeting, and feedback has been positive.

The first Coaches Panel discussion, originally planned as a call-in telephone conference, has gone high-tech. Plans are underway to conduct the discussions through video streaming on a new Web site currently under construction. This Web site will provide viewers with access to video conferences on a variety of topics covered by experienced managers. The Web site will have the capability for viewers to submit questions for team coaches to consider as discussion topics. In addition, an online newsletter will be available. Hear about all of this and much more in the coming weeks. If you have technical, videography/studio, Web design, or writing skills experience, volunteers are needed.

If you're not currently a participating coach or mentee in this new program, it's not too late to sign up. Whether a coach or participant, the first step is to take the online CareerNavigator™ competencies assessment. On Friday, March 30, the TCMA Board approved 133 new memberships. The classification breakdown for these individuals is: 40 full members, 45 associate members, 38 cooperating, and 10 student memberships.

Memos on Meetings

The TCMA Executive Committee held a conference call on March 27. The minutes are available at TCMA Board of Directors at the bottom of the page

The TCMA Board met on March 30 in Tyler.

The University Relations Task Force will meet on May 7 from 11:00 a.m. - 1:00 p.m. at the Texas Municipal Center in the Luther Jones Conference Room. A working lunch will be provided.

Financial Planning Services: TCMA, in conjunction with Total Compensation Group Advisors (TCG), offers a series of financial planning and employment agreement services to TCMA members. Recognizing the uniqueness of the city manager's position, these services are designed to address stability and security of the profession. The services include financial planning, investment advice, employment agreement structure and negotiation, and legal advice. Educational programs are available to TCMA regions.
