Management Transitions

Kenneth Bays is the new city administrator for the City of Morgan’s Point.

Mary Brown is the interim town administrator for the Town of Ransom Canyon.

Nina Browning (current city secretary) is the new city administrator for the City of Winnsboro.

Mike Burke (former councilmember) is the new village administrator for Wake Village.

Christopher Coffman is the new city manager for the City of Sealy, effective April 1.

Randy Criswell is the new city manager for the City of Canyon.

Cody Dailey (current city secretary) is the new city administrator for the City of Elmendorf.

James Fisher is no longer the city administrator for the City of Bee Cave. He is the new city administrator for the City of Murphy, effective March 31. John Hatchel is the interim city administrator for the City of Bee Cave.

Kandi Hubert is no longer the city manager for the City of Balch Springs. William McDonald is the interim city manager.

David Huseman will be the new city manager for the City of Gonzales beginning March 31.

Jeff Jenkins is the new city manager for the City of Henrietta.

Ronny Knight is no longer the city administrator for the City of Winnsboro.

Juan Ortiz is no longer the interim city manager for the City of Elsa.

Trevlyn Pitner (current police chief) will begin serving as interim city manager for the City of Pampa beginning April 1.

James McClinton is the interim city manager for the City of Italy.

Mark McDaniel will begin serving as the acting city manager for the City of Tyler beginning January 1, 2009.

Charles McLean is the new city administrator for the City of Clifton.

Jack Smith is no longer serving as interim city manager for the City of Sanger, effective February 29.

Fred Stephens is no longer the city manager for the City of Cameron. David Barkemeyer (current councilmember) will serve as the interim city manager.

Dave Ward is no longer the interim city manager for the City of Madisonville.

Randall Whiteman is no longer the city manager for the City of Springtown.

Reach Out to Your Colleagues
Have you contacted an in-transition member? A call, card, or visit to a colleague who is between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note, or extend a lunch invitation. These seemingly small actions can make a big impact. Member News

Ricardo Cortes, assistant city manager for the City of Seguin, was elected vice president of the International City/County Management Association Mountain Plains Region.

Don Fields retired February 29 after 30 years in city government. Don had served as the city manager for the City of Bridge City since 2001 and spent 20 years working for the City of Port Arthur.

Jena Hawkins (current administrative services coordinator for the City of Oak Point) will become the first city administrator for the City of Rhome, effective April 21.

John Horst will retire March 31 from the City of Pampa after serving the city for more than 20 years. He served as city manager for the past four years.

Bob Turner announced his retirement after serving the City of Tyler for more than 20 years. He has served as city manager for the city since 2003. He will retire in July 2009.

TCMA extends sympathy to the family of Bill Gaither. Bill served the City of Grapevine as the administrative services director and served under three city managers. He also served as city manager for the cities of Lancaster and Gainesville and as assistant city manager for the City of Bellaire. A memorial has been sent on behalf of TCMA. Future memorials may be sent to Lancaster Outreach Center,1120 Randlett, Lancaster, TX 75146. Notes and cards can be sent to his family at 765 Mill Creek Road, Lancaster, 75146. Please keep Bill’s wife Kathy and family in your thoughts and prayers.

Online Education

TML has formed a partnership with Virtual Learning Concepts (VLC) to offer the Public Funds Investment Act (PFIA) training online for TML members. This online course is the equivalent of the full ten hours of training, but allows a participant to re-certify from the comfort of home or office. All material needed to complete the PFIA-Online course is included within the course. No additional books or other material is required. Members who choose the online option may enroll at any time and will have a full 90 days from the date of enrollment to complete the course. Testing will take place as sections of the material are completed. A certificate can be generated after completion of all materials.

Even if you're not a formal participant in the TCMA Mentoring Program, you undoubtedly mentor others, and someone in your life has mentored you to success or through difficult times. During February's City Management Clinic in Salado, City Manager Ron Whitehead talked about how Addison is creating emerging leaders. Ron reminded us of the qualities that we as mentors aspire to—availability to listen, willingness to share experiences (good and bad), ready to offer encouragement, open to innovation, and committed to service with a sincere passion for the profession.
