The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. The newsletter and past issues are also posted at TCMA Management Messenger.

Volunteers

Volunteers are needed to serve on TCMA committees from July 1, 2011, through June 30, 2012. The TCMA committees include Professional Development, Membership, Ethics, and Advocacy. For current committee lists and a description of the responsibilities, please visit the TCMA Web site at www.tcma.org and click on the "Committees" link. The committees are composed of a chair and vice chair (TCMA Board members appointed by the TCMA president), 10 regional representatives (appointed by their respective TCMA regional presidents), and up to 15 volunteers. The TCMA president will make the final determination of committee assignments to ensure statewide representation on each committee.

Management Transitions

Allen Barnes is no longer the city manager for the City of Sachse. Jeri Rainey is serving as interim city manager there.

Vince Capell is the new city manager for the City of Kingsville.

Rafael Castillo Jr. is the new city manager for the City of Windcrest.

Juan Cedillo is the new city manager for the City of Elsa.

Mary Chambers is no longer the city administrator for the City of Anahuac. Paul Feazelle is serving as interim city administrator.

Robert Eads is the city manager for the City of Del Rio.

Robert Ewart will retire in May as city administrator for the City of Pinehurst. Joe Parkhurst will serve as the interim city administrator.

Connie Green will no longer be serving as the city manager for the City of Killeen.

Rod Hogan is the interim city manager for the City of Celina.

Trish Holley is the interim city manager for the City of Burkburnett.

Kandi Hubert is no longer the city administrator for the City of Pecan Hill. Kathryn Nilssen is now serving in that position.

Jeff Jenkins is no longer the city manager for the City of Henrietta. He is the new city manager for the City of Lucas.

Opal Mauldin-Robertson is the city manager for the City of Lancaster.

Brad Newton is the new city manager for the City of Breckenridge.

Ron Olson is the new city manager for the City of Corpus Christi.

Mike Simpson is the new city manager for the City of Olmos Park.

David Vaughn is the new city manager for the City of Burnet.

Scott Wall is the new city manager for the City of Crandall.

Andy Welborn is the interim city manager for the City of Presidio.

Innovative Ideas

The City of Frisco tested a new town hall meeting format. A conference call number was given to Frisco citizens that allowed them to join the meeting from any location. In addition, registered voters received a phone call inviting them to join the meeting. To read more, click on Frisco Town Hall Meeting.

The City of Tyler published its annual report as an e-book with links to YouTube. The city reported a savings by distributing the report in this new format. To read more, click on Tyler Annual Report.

Sympathy

Anthony "Biff" Johnson, city manager for the City of Leander, passed suddenly on March 24. Anthony had served the city since 2004 and had a career in city management since 1978. Funeral services were held March 29 at the New Hope First Baptist Church in Cedar Park. He was a mentor and friend to many TCMA members. Please keep the Johnson family in your thoughts and prayers.

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Bruce Glasscock to his new position as the city manager for the City of Plano.

Bruce's appointment began February 18, 2011. Prior to his appointment, Bruce served as the deputy city manager for 12 years and became city manager upon Tom Muehlenbeck's retirement. Bruce served as Plano's police chief from 1990 to 2001 and has previously worked for Ft. Collins and Lakewood, Colorado. Bruce received his bachelor's degree from Metropolitan State College in Denver, Colorado, and his M.P.A. from the University of Colorado at Denver.

Bruce and his wife Memrie have been married 46 years and have two grown boys, Brice and Chris. Brice is currently serving in the Colorado Army National Guard and is deployed to Afghanistan. Chris is a vice principal in the Plano Independent School District. They have three grandchildren—Cameron, 17; Grace, 11; and Caden, 7.

Bruce and Memrie enjoy spending time with their grandkids, reading, travelling, and their annual vacations to Cancun.

The TCMA Management Messenger introduces and welcomes Robert Hanna to his new position as the city manager for the City of Denison. Robert's appointment began March 7, 2011. Prior to his appointment, Robert served as the assistant city manager for the City of Weatherford. Robert has also served in the cities of Denton and Addison. Robert received both his Bachelor of Applied Arts and Sciences degree and his Master of Public Administration degree from the University of North Texas.

Robert and his wife Cindy have been married five years. At the moment, his interests and hobbies include working with service organizations and delivering donuts and cookies to his new employees.

The TCMA Management Messenger introduces and welcomes David Vaughn to his new position as the city manager for the City of Burnet. David's appointment began March 8, 2011. Prior to his appointment, David served as the assistant city manager for six years and has been with the City of Burnet for nearly 11 years.

David and his wife Christy have been married for ten years and have two children, James and Ayden. On the weekends, David enjoys spending time with his children on local area lakes or on the ranch.

TCMA Annual Conference New Professional's Scholarship

The New Professional's Scholarship is designed to assist new local government management professionals interested in continuing their professional education and development to attend the TCMA Annual Conference. Up to five scholarship recipients will be selected each year by a panel of local government professionals. The scholarships include complimentary conference registration and reimbursement up to $500 for travel and lodging expenses. For more information, click on TCMA New Professional's Scholarship.
