The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. Staying Connected

Computer buttonTCMA EN-Quire is a list serve that allows members to ask questions, gain insight, and request assistance from other members. This service is available only to current TCMA members, is password-protected, and is by invitation only. It is an e-mail-based service intended to facilitate communication among TCMA members regarding the public service challenges that surface within our work environments each day. Some of the most recent topics have been:

  • How does your city decide which elected officials’ names are placed on plaques to be displayed when new city facilities are built?
  • Do any cities have copies of lease agreements between a county and a city for the lease of county-owned property that can be shared?
  • Does anyone know of training opportunities for our employees who conduct daily job site inspections of public works construction projects?
  • Does anyone know of a consultant/contractor for code enforcement for issues such as high weeds and junk cars?
  • I am looking for samples of city Web sites that are posting the city’s “metered amount of electricity, water, or natural gas” on the city’s Web site in accordance with Subtitle F, Title 10, Government Code, Chapter 2264 as amended last session by the legislature.
  • Are there any cities using a 9-hour work schedule, allowing your employees to have a “long weekend” every other week? If so, I’d be interested in the details and a copy of your work policy.

Management Transitions

Rick Crownover is no longer the city manager for the City of Tulia. He has accepted the position of director of development services for the City of Midland.

Jim Dunaway is the new city manager for the City of Taylor.

Robert Ewart is the new city administrator for the City of Pinehurst.

Marie Gelles is the new city manager for the City of Cuero.

Quentin Hix is no longer the city manager for the City of Copper Canyon. He is the new airport manager for the City of Denton.

Michael L. Jones, former mayor, is the new city administrator for the City of Howe.

Jeffery Looney is serving as a temporary city administrator for the City of Nolanville. Jeffery is a consultant for the city.

Todd Parton, current city manager for the City of Cibolo, will begin his new position as city manager for the City of Kerrville in April.

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Joseph S. Portugal to his new position as the city manager for the City of McGregor. Joseph’s appointment began January 12, 2009. Prior to his appointment, he served as city manager for the City of Glenn Heights. He has also served as city manager for the cities of Jacksboro; Guthrie, Oklahoma; Weatherford; and Kaufman.

Joseph is an ICMA Credentialed Manager and a graduate of the Senior Executive Institute at the University of Virginia. He holds a bachelor’s and master’s degree from the University of Texas-Arlington.

Joseph and his wife Paula have been married 23 years and have two sons, Morgan and Brian. Joseph is learning to rope and plans to actively compete in team roping. Joseph and Paula enjoy service to their church, volunteer work, travel, and entertaining.

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Financial Planning Services

One Hundred Dollar Bills

TCMA, in conjunction with Total Compensation Group Advisors (TCG), offers a series of financial planning and employment agreement services to TCMA members. Given the uniqueness of the city manager’s position, these services are designed to address stability and security of the profession. The services include financial planning, investment advice, employment agreement structure and negotiation, and legal advice. Educational programs are available to TCMA regions. Membership Directory Update

It’s time for the annual update of the TCMA Online Membership Directory and the printed directory It is important for all members to review their contact information in order to have accurate records. To review and update your TCMA directory information, please follow these steps:

  1. Go to www.tcma.org.
  2. Click on “Roster,” located in the table of contents.
  3. Click on “Online Membership Directory.”
  4. Enter your name, scroll down, and select “Submit.”
  5. Check your contact information on the initial screen and then click on your name.
  6. Check your entire record of information, including work history, education, and more.
  7. You can make corrections in one of four ways:
    • Log in directly to your membership account at www.tcma.org.
      1. Click on “Roster,” located in the table of contents.
      2. Scroll to the bottom of the page and click on “Click here to update your membership information.”
    • E-mail to database@tml.org.
    • Fax to 512-231-7494 or 95.
    • Contact Kim Pendergraft at 512-231-7442 or kim@tml.org.

Please complete this process by Friday, April 10, for the corrections to be included in the printed directory. If you have any questions, please contact Kim Pendergraft at 512-231-7442, or send an e-mail to kim@tml.org.

City News

The City of El Paso celebrated the fifth anniversary of council- manager government on February 13. Tom Muehlenbeck, ICMA regional vice president and city manager for the City of Plano; Courtney Sharp, TCMA president-elect and city manager for the City of Midland; and Terrell Blodgett, Mike Hogg professor emeritus in urban management, LBJ School of Public Affairs, University of Texas, Austin, participated in the ceremony.

Sympathy

Joe Michie, former city manager for the City of Lockhart, passed on January 28. Joe also served as city manager for the cities of Mineral Wells, New Braunfels, and Poplar Bluff, Missouri.
