Barring these issues or drastic circumstances, members should adhere to the guideline and remain in their position with a city for two years. It is incumbent upon a member seeking a position to thoroughly investigate the city and all components of the position. Due diligence in the beginning of a job search pays off in the long run by increasing the odds that you will have accurately assessed the situation you are getting into and will enjoy a successful, lengthy run. The TCMA Management Messenger introduces and welcomes Doug Faseler to his new position as the City Administrator for the city of Seguin. Doug’s appointment as city manager began January 17, 2006. Doug has worked in local government for over twenty-four years starting in 1981 for the City of Midland Planning Department. He later served as Planning Director, Assistant City Manager, and City Manager for the city of Live Oak. For the last nine years, he has served as Assistant City Manager in Seguin. Doug received a Bachelor’s degree in Political Science in 1981 and a Masters in Public Administration in 1989 from Southwest Texas State University. Doug and his wife, Laura, have been married for twenty-two years. Their sons, Hunter, age 15, and Beau, age 10, keep them busy away from work with their numerous sport and school activities. Karen Daly, City Manager of the city of Greenville, and Kevin Wade, a Texas A & M University-Commerce student interning under Karen, are working together to acquaint citizens with city government. Through the creation of the Greenville Citizens Academy, comprised of a cross section of citizens in Greenville, both Karen and Kevin want to determine the participants perceptions of the city before and after completion of a 10-week educational opportunity. Kevin is currently working on his masters degree in social work, and as moderator of the program, he will have the ability to learn how public policy affects people. Through Karen’s leadership, she has found a creative way to educate the citizens of Greenville as well as utilize, train, and expose an intern to public service. It’s time for the annual update of the TCMA “Online Membership Directory” and the “Hardcopy Directory.” It is important for each member to review their contact information in order to have accurate records. Please complete this process by Friday, March 17, 2006 for the corrections to be included in the printed directory. TCMA extends our heartfelt sympathies to Fred Hays, former City Manager, Glenn Heights, for the recent loss of his wife, Sherry. Fred has expressed his gratitude to all the TCMA members who have sent cards, made phone calls, and have made donations. Stephen McCullough, retired from his position as the City Manager of the city of Irving. He is now a Senior Public Policy Consultant with Dean International, Inc. Larry Weise, began his new position as City Manager for the city of Coleman on February 21. J. C. Hughes, is no longer the City Administrator of the city of Little Elm. His resignation was effective February 3. Mary Kaye Moore retired as City Manager of Bryan, February 21. She will be serving as a consultant for the city until December. Kean Register is the Interim City Manager. Mike Conduff is the Interim City Manager for the city of Corinth. Roger Roecker is the Acting City Manager for the city of Friendswood. Doug Faseler, is the new City Manager for the city of Seguin. Kevin Bowden, will no longer be the City Manager for the city of Rusk, effective March 15. International City/County Management Association (ICMA) News The ICMA’s Governmental Affairs and Policy Committee (GAPC) is divided into five policy subcommittees, or “clusters.” These clusters include: Administration/Finance, Homeland Security, Human Services/Recreation, Planning/Development, and Public Works. Scott Hancock, Maryland Municipal League Director is the GAPC Chair. The GAPC and its clusters have been identifying critical issues that need to be reviewed, including such things as GASB regulations, telecommunications issues, eminent domain issues, influenza vaccine issues, homeland security funding, disaster recovery funding, energy policies, and pension reform. After reviewing the critical issues being discussed in its clusters, ICMA and GAPC have decided to produce “white papers” on two key policy issues. One is to focus on Telecom Legislation, including protection of revenue streams, eminent domain, and issues of local government authority and control. The second white paper will focus on Emergency Management, including discussion of reconstruction, streamlined reimbursement, and need for stronger regulations to prevent loss of property. The GAPC will be meeting in March at the National League of Cities (NLC) conference, and again in September at the ICMA conference in San Antonio. Conference calls involving clusters and cluster chairs continue to occur regularly. (Update provided by Jeff Braun, Emergency Management Coordinator, Fort Bend County) The National Civic League has announced that applications for the 2006 All-America City Awards are available. Nash extends their sincere appreciation for the memorial donated in C.R.’s name to the American Red Cross.
The TCMA Annual Professional Awards Program recognizes and honors outstanding individuals who have made significant contributions to local governments in the state of Texas. Nominations are being accepted for Life Achievement, Administrator of the Year, and the Mentoring Award in Honor of Gary Gwyn. The deadline for nominations is March 24. Details and nomination forms are available at tcma.org under the “Programs” link. You should have already received your TCMA dues renewal notice as well as information regarding your contribution to the Texas Foundation for Local Government. If you have not received these items, please contact the staff at 512-231-7400. As a reminder, effective immediately, only personal contributions on personal checks or credit cards will be accepted for contributions to the Foundation.
