Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. TCMA Annual Conference

The TCMA Annual Conference will center around the theme Leading Texas Cities: Innovation and Resilience in Action. Mark your calendars now for June 22-24. The conference will be held at the Westin Riverwalk Hotel in San Antonio. Registration information will be available soon.

The Management Messenger would like to introduce three exciting keynote speakers scheduled for the TCMA Annual Conference.

Stephen Shapiro

Stephen Shapiro will speak at the Opening General Session on Friday. During a 15-year tenure with the international consulting firm Accenture, Stephen established and led the Global Process Excellence Practice and developed innovation training that was delivered to 20,000 consul-tants.

In 2001, he changed direction and left the traditional management consulting world to write his first book, 24/7 Innovation (McGraw-Hill). His latest book, Goal-Free Living, has been featured in O, The Oprah Magazine, Entrepreneur Magazine, and TomPeters.com.

Tom Hart One of TCMA’s beloved members, Tom Hart, city manager for the City of Grand Prairie, will deliver a motivational pre-sentation, Raving Fans, at the Power Up Luncheon on Saturday. Prior to his service in Grand Prairie, Tom was the city manager for the City of Euless for 10 years. He has also served as city manager for the Cities of Denison and The Colony. Tom is married and has two teenage sons, along with two dogs. He is extremely proud of his dogs.

Steve GillilandSteve Gilliland is back by popular demand and will close out the conference. He will continue to take us on the ride we all enjoyed last year. In his typical style—filled with wisdom, wit, and passion—Steve provides a wealth of practical insights on what it takes to enjoy the true joy of life: the trip! Management Transitions

Teresa Borders (former city secretary) is the city manager for the City of Brazoria.

Amy Buckert is the city administrator for the City of Olmos Park.

Rafael Castillo is no longer the city manager for the City of Del Rio. Frances Rodriguez is the interim city manager.

Rickey Childers (former city manager, Longview) will be the city manager for the City of Lancaster beginning April 2.

Don Ferguson is the city manager for the City of Wimberley.

Joe Gambill is no longer the city administrator for the City of Princeton.

Tom Ginter is no longer the city manager for the City of Madisonville. Ruth Smith is the interim city manager.

Bill Langford is the interim city manager for the City of Rollingwood.

Lee Lawrence is no longer the city manager for the City of Anna. Kenny Jenks is the acting city manager.

Richard Martin (former city attorney) is the city manager for the City of Oak Point.

Bob Miller is the interim city manager for the City of Flatonia.

Sean Pate is no longer the city administrator for the City of Poteet. He is now the city administrator for the City of Balcones Heights.

Barry Robinson is the interim city manager for the City of Greenville.

Greg Smith (former city manager, Henderson) is the city manager for the City of Angelton.

Scott Wall is no longer the city manager for the City of Sherman.

Member News

Glynn Knight will retire as executive director of the East Texas Council of Governments, effective May 31.

Corrin McGrath retired February 28 as city manager for the City of Gun Barrel City. Corrin will begin working for the Texas First Group.

Internships

The TCMA Board has approved five internships designed to assist graduate or undergraduate students who are currently enrolled in an accredited Texas college or university program, specifically those seeking degrees in public administration, urban affairs, or closely related fields. This will be an opportunity for students interested in a city management career to earn up to $4,000 a semester while gaining invaluable, day-to-day experience in city government.

If your city would like to participate and have the opportunity to interview intern candidates, please review the section Hosting Internship City Requirements on page 3 of the application. If you meet these qualifications, please contact Kim Pendergraft at 512-231-7400 or kim@tml.org. The deadline for application is April 27. Applications are available on the TCMA Web site at tml.org. Click on the Programs link and select Internship.

Membership Drive

TCMA is offering complimentary membership for those individuals who join TCMA between February 1 and June 30, 2007.

Membership applications are available at http://www.tcma.org/pdf/memberapp.pdf. As of the printing of this issue, 68 individuals have submitted their applications for membership. The classification breakdown for these individuals is: 27 full members, 30 associate members, 1 cooperating I, 2 cooperating III, and 8 student memberships.

The TCMA list serve has quickly become a resource for TCMA members. A variety of questions, topics, and shared knowledge concerning city issues has been discussed. Memos on Meetings

The Membership Committee met at 10:00 a.m. on February 23 at Dallas Love Field in the Houston room. Recipients of the Professional Awards will be announced at the TCMA Annual Conference. Finalists’ recommendations for the Clarence E. Ridley and the Barney L. Knight Texas Certified Public Manager Scholarships will be considered by the TCMA Board on March 30.

TML Tidbits

TML has formed a partnership with Virtual Learning Concepts (VLC) to offer the Public Funds Investment Act (PFIA) training online for TML members. This online course is the equivalent of the full ten hours of training, but allows members to re-certify from the comfort of their home or office. All material needed for the completion of the PFIA-Online course is included within the course. There are no additional books or other material required to complete this training. Members who choose the online option may enroll at any time and will have a full 90 days from the date of enrollment to complete the course. Testing will take place as sections of the material are completed. A certificate can be generated after completion of all materials.
