The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. 2009-2010 Nominations/ElectionsRed, White and blue star

The nomination and election process for the 2009-2010 statewide offices of the Texas City Management Association is underway. Nominations for the offices of president-elect, vice president, and director-at-large are being accepted. As you consider your decisions, please keep in mind the following: active involvement in TCMA, active involvement in a TCMA region, years of municipal government service, committee service, desire to serve, level of regional support, and prior TCMA Board service. The Nominating Committee shall consider each person’s candidacy in light of the current composition of the TCMA Board and strive to achieve a balance among such factors as geography, size of city, ethnicity, and gender.

The terms of TCMA Board representatives from regions bearing odd-numbered designations will end at the TCMA Annual Conference in Austin on June 7. Each of these regions is responsible for the election of its representative in accordance with the TCMA Constitution.

Management Transitions

Jim Berzina is the interim city manager for the City of Corinth.

Jerry Blaisdell is the city manager and chief of police for the City of Weatherford.

Dean Carrell is the new city manager for the City of Sonora.

Juan J. Cedillo is the new city manager for the City of Elsa.

Cynthia Clarke is no longer the city administrator for the City of Presidio.

Jerry Cummins is no longer the city manager for the City of Childress. Bryan Tucker is the new city manager for that city.

Wayne Dial is the new city manager for the City of Clarksville.

Robert Ewart is no longer the city manager for the City of La Marque. Eric Gage, former executive director of the La Marque Economic Development Corporation, is the interim city manager for that city.

Jennifer Fadden is the new city manager for the City of Colleyville.

Terri Johnson will no longer be the city manager for the City of Friona effective in March. She will be the new city administrator for the City of Piney Point Village.

Joshua Jones is the new city manager for the City of Hale Center.

Timothy Kelty is the new city manager for the City of Red Oak.

John Kennedy announced his retirement as city manager for the City of Nassau Bay, effective May 2009.

Dennis McDuffie is the new city manger for the City of Diboll.

Tamara Null is no longer the city manager for the City of Oak Point.

Joseph Portugal is the new city manager for the City of McGregor.

New Member Applications

TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Written objections can be mailed to TCMA, Attention: Membership Committee, 1821 Rutherford Lane, Suite 400, Austin, TX 78754. Applications received for the month of January:

Ethics Training

Are you looking for ways to fulfill the two-hour ethics requirement for 2009? TCMA provides many opportunities to fulfill this requirement: attend an ethics educational session at a TCMA educational event; complete the TCMA online ethics course at www.tcma.org/ethics-online.html; or attend an International City/County Management Association (ICMA) ethics training (visit the ICMA educational calendar for upcoming events at www.icma.org). Don’t get caught short; plan now to fulfill the ethics requirement for 2009.

Media Tips for City Leaders

DOs

  • Do call the public information officer (PIO).
  • Do prepare for an interview.
  • Do keep answers short and simple.
  • Do focus on two to three talking points.
  • Do tell the truth.
  • Do listen to the reporter’s questions.
  • Do pause . . . think before you answer.
  • Do say “I don’t know” when you don’t know. Then say you’ll find out.
  • Do check your appearance.
  • Do pay attention to news deadlines.

DON’Ts

  • Don’t lie – EVER!
  • Don’t go “off the record.” There is no such thing as “off the record”!
  • Don’t say “no comment.” Say something! For example, “I can’t comment on a pending lawsuit.”
  • Don’t say anything you wouldn’t want on the evening news or page one of the newspaper.
  • Don’t speculate, offer personal opinions, or speak beyond your expertise.
  • Don’t use jargon.
  • Don’t play favorites.
  • Don’t ignore media calls.
  • Don’t become angry or provoke reporters.
  • Don’t screw up on a slow news day!
