Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact.   • Membership Renewal
    Members can renew their membership online at www.tcma.org. Simply click on the “About TCMA” link and select “Dues Renewal.” Dues can be paid with a credit card, and member profiles can also be updated from this link: Dues Renewal.

    The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues.     2008 Texas City Management Association Professional Awards Program

    The Texas City Management Association is accepting nominations for the annual Professional Awards Program. Each award recognizes and honors outstanding individuals who have made significant contributions to local government in Texas. The three individual awards, which are open to any FULL member of TCMA, include:

    • Lifetime Achievement—Recognizes the city management professional who has made significant contributions to the field of local government management for more than ten (10) years.
    • Administrator of the Year—Recognizes the city management professional who has made significant contributions to the field of local government management in the past eighteen (18) months.
    • Mentoring Award in Memory of Gary Gwyn—Recognizes the city management professional who has made significant contributions in the development of new talent and/or who has designed and implemented outstanding career development programs for local government employees.

    Nomination forms are available at www.tcma.org. (Hold your cursor over “Programs,” then click on “Awards Programs.”)

    Nominations should be submitted to your regional president, who is listed on the TCMA Web site at www.tcma.org. (Hold your cursor over “Regions,” then click on “Regional Presidents.”)

    The regional presidents will forward one entry form from their respective regions to the Texas City Management Association office no later than February 16, 2008.

    Management Transitions

    Dan Dodson is the new city administrator for the City of Jonestown.

    Don Fields will retire as the city manager for the City of Bridge City on February 29.

    Jerry Guillory is the new city manager for the City of Dublin.

    Collette Jamison is the interim city manager for the City of San Marcos.

    Manny Longoria is the city manager for the City of Shavano Park.

    Marc Ott (current assistant city manager for the City of Fort Worth) will be the new city manager for the City of Austin beginning in March.

    Noe Perez is no longer the city administrator for the City of Dilley.

    Gene Pipes is the interim city manager for the City of Huntsville.

    Frank Ragan (from Aurora, Colorado) is the new city manager for the City of McKinney.

    Wayne Sabo became the new city manager for the City of Webster on February 1.

    Rosa Schreiber is no longer the city administrator for the City of Eden.

    Bill Shipp will retire as city manager for the City of Commerce on April 1.

    Glen Starnes is no longer the city manager for the City of Eagle Pass.

    Member News

    Glen Metcalf will retire as the city manager for the City of Canyon on February 29. Glen is the longest-tenured, continuously-serving city manager in one city in the State of Texas. He has served the City of Canyon for 37 years, with 33 of those years as city manager. A reception in his honor will be held on February 15 from 4:00 - 6:00 p.m. at the First Baptist Church Ministry Center, 1620 4th Avenue, Canyon.     TCMA is saddened by the passing of Life Member Alva “Jake” Geron. Jake passed away on Sunday, January 13, at the age of 91. Jake was a longtime Brownfield employee from 1952 until 1983. TCMA has sent a memorial in honor of Jake to the Jake Geron Park, City of Brownfield. Memorials can be made to the First Baptist Church Building Fund of Brownfield, 219 West Main Street, Brownfield, TX 79316, or to Jack Geron Park, City of Brownfield, 201 W. Broadway St., Brownfield, TX 79316. Please keep the family in your thoughts and prayers.

    City News

    The City of Alamo Heights passed a proposition to change the form of government from mayor-alderman to council-manager.

    The City of Eagle Pass fired Glen Starnes, who was arrested on a misdemeanor charge of falsifying his credentials. Mr. Starnes is not a member of TCMA or ICMA.

    From the Coaching Dugout. . .

    Has your city started a program to discuss the concepts in Jim Collins’ Good to Great? Have you started a formal or informal mentoring or coaching program with your staff or with other cities in your area? If so, the TCMA Coaching Program would like to hear about your program.

    Due to the high level of interest from TCMA members currently seeking mentors, the Mentoring Program is in need of more mentors. You can help! If you’ve been thinking about sharing your knowledge and experience in city management by becoming a mentor, if you would like to have an experienced mentor to help you further your career opportunities, or if you would like to share how your city’s mentoring and coaching program is working, the New Year would be a great time to fulfill that resolution.

    Meet Your Colleagues

    Barry Sullivan is the new city manager for the City of Gainesville. Barry’s appointment began on January 7, 2008. He previously served six years as the assistant city manager for the City of Hewitt and two years as city administrator for the City of Presidio. Barry received both his bachelor’s and master’s degrees from the University of Texas at El Paso.

    He and his wife Erica have been married for nine years. His hobbies include hunting, camping, and scuba diving.
