You should have already received your TCMA dues renewal notice as well as information regarding your contribution to the Texas Foundation for Local Government. If you have not received these items, please contact the staff at 512-231-7400. As a reminder, effective immediately, only personal contributions on personal checks or credit cards will be accepted for contributions to the Foundation. The TCMA Board met on January 13, 2006 in Corpus Christi and took the following actions: 1. Approved minutes from meeting on August 19, 2005. 2. Approved new memberships.
3. Discussed the memorandum on options available to TCMA on advocating and educating citizens on the forms of government and will re-visit the matter at their April 7 meeting. 4. Directed TCMA Membership Committee to review and make comments about the newly-revised, sample city manager employment agreement. 5. Approved the concept of a statewide internship program as presented by the University Relations Task Force and directed the Task Force to develop program details for consideration at the Board’s next meeting. 6. Approved dividing the $3,000 donation from the Florida City/County Management Association between the American Red Cross and Salvation Army dedicated to Hurricanes Rita and Katrina relief in Texas. The TCMA Management Messenger introduces and welcomes Brad Stafford to his new position as the City Manager for the city of Navasota. Brad’s appointment as City Manager began January 3, 2006. He started in the management profession January of 1994 in Morton, Texas. His last position was as the City Administrator for the city of Sundown, Texas. Prior to being named the City Manager in Morton, Brad served as Superintendent of Community Services for the City of Morton. He received an Associate’s Degree from South Plains College, and his Bachelors Degree from Texas Tech University in 1989. Brad and his wife, Mary, have been married for 16 years and have two children, Kayla and Kyle. His hobbies are fishing, hunting, golf, and any activity that Kayla and Kyle participate in. Congratulations, Brad! Statewide nominations/elections for 2006-2007 TCMA Officers are currently being accepted. Full members can send recommendations for President-Elect, Vice President, and TML Board Representative. Forms are available on the TCMA web site at tcma.org. The deadline is March 3, 2006. It is important to keep in mind the following Board-approved policies regarding the TCMA nominations process:
TCMA, in conjunction with Total Compensation Group Advisors (TCG), offers a series of financial planning and employment agreement services to TCMA members. Recognizing the uniqueness of the City Managers’ position, these services are designed to address the stability and security of the profession. The services include: financial planning, investment advice, employment agreement structure and negotiation, and legal advice. Educational programs are available to TCMA regions. Susan Thorpe is the new Deputy City Manager for the city of Peoria, Arizona. Brenda Eivens began her new position as the City Manager of the city of Cedar Park on January 3. Brad Stafford, is the new City Manager for the city of Navasota. David Neeley, City Manager for the city of Rosenberg, will resign March 1. Jack Hamlett will begin his new position as City Manager for the city of Rosenberg on February 6. Joe Painter is no longer the City Manager for the city of Live Oak. Police Chief, Mark Jackley, is the Acting City Manager. Chuck Barnett, will no longer be the City Manager for the city of Bedford beginning February 9. He will be the Assistant City Manager for the city of Haltom City. Deputy City Manager, Beverly Queen, will be Interim City Manager in Bedford. Doug Faseler is the new City Manager for the city of Seguin. Rebecca Waldman is the new City Manager for the city of Alamo Heights. Shawna Dowell will be the new City Manager for the city of Castroville beginning February 20. Tommy Bartosh has been hired as the new City Manager for the city of Silsbee. Alan Grindsaff, City Administrator in Union City, Georgia, is the new City Manager of Jasper. Jerry Guillory is no longer the City Manager for the city of Pottsboro. Chief Dan Robertson is the interim City Administrator for the city of Pinehurst. Ronald Cox will resign as City Manager for the city of Friendswood in April. Judy Moody is the new City Manager for the city of Grand Saline. Mike Morrison is the new City Manager for the city of New Braunfels. Denny Arnold, City Manager of Victoria, has announced his retirement effective later this year. Rolando Bono, former City Manager of San Antonio, retired Tuesday, January 31. The TCMA Annual Professional Awards Program recognizes and honors outstanding individuals who have made significant contributions to local governments in the state of Texas. Nominations are being accepted for Life Achievement, Administrator of the Year, and the Mentoring Award in Honor of Gary Gwyn. The deadline for nominations is February 28. Details and nomination forms are available at tcma.org under the “Programs” link. The National Civic League has announced that applications for the 2006 All-America City Awards are available. You can receive an application by calling the National Civic League at: 303-571-4343 or aleksh@ncl.org. The application deadline is March 9, 2006. Our sympathies are extended to the C. R. Nash family for the passing of C. R, City Manager of the city of Pinehurst. The City Administrator of Montgomery has decided to run for state office and will not be renewing their TCMA membership to avoid any conflict with the code of ethics. The City Manager of Woodville was found guilty of tampering with a government record and has resigned. This individual is not a member of TCMA.
