Reach Out to Your Colleagues
Have you contacted an intransition member? A call, card, or visit to a colleague who finds him or herself in between jobs or just facing a difficult challenge can make a positive difference. Pick up the phone, jot down some encouraging words in a note or extend a lunch invitation. These seemingly small actions can make a big impact. Management Transitions

Melissa L. Gonzalez (former city administrator for the City of Cotulla) is the city administrator for the City of Somerset.

Mark White is the interim city manager for the City of Kennedale.

Albert Uresti is the interim city manager for the City of Ingleside.

Ernest Clark is the interim city manager for the City of Paris.

Gary Greer (Grand Island, NE) has been selected as the new city administrator for the City of Farmers Branch and will begin in March following the retirement of current city manager, Linda Groomer.

Rick Lopez is the city administrator for the City of Orange Grove.

Nathan Davis is the city manager for the City of Hale Center.

Andrea Berry is the town administrator and town secretary for the Town of Lakewood Village.

Karen Daly will no longer be the city manager of the City of Greenville beginning February 2. She will continue to work as a consultant for the city for one year.

Kyle McCain is no longer the city manager for the City of Mexia.

Roy Rice is the city manager for the City of Stamford.

Gary Jackson will no longer be the city manager of the City of Baytown beginning March 2 and will begin his position as assistant city manager for the City of Deer Park.

Ashley Judd is no longer the city administrator for the City of Alto.

Tom Ginter is no longer the city manager for the City of Madisonville.

Meet Your Colleagues

The TCMA Management Messenger introduces and welcomes Paul Stevens to his new position as the city manager for the City of Waxahachie. Paul's appointment began January 1, 2007. Prior to his appointment, Paul served as the assistant city manager for seven years and became city manager upon Bob Sokoll's retirement. Paul also served as the city administrator for the City of Ovilla and has worked for the Cities of Burleson, Dallas, and Addison. Paul received both his bachelor's and master's degree from the University of North Texas. Paul and his wife Jennifer have been married 18 years and have two daughters, Sophie and Summer. His hobbies include gardening and mountain bike riding. Paul and Jennifer are both active with their kid's activities, which include dance, volleyball, and other sports.

Congratulations

The TCMA Management Messenger congratulates Linda Groomer, city manager for the City of Farmers Branch, and Robert Sokoll, former city manager for the City of Waxahachie, for being recognized by the TCMA Board as Life Members.

Tom Muehlenbeck, city manager for the City of Plano, has been named a National Public Service Award recipient by the American Society for Public Administration and the National Academy of Public Administration.

Member News

Blaine Hinds, city manager for the City of Bonham, has announced his retirement to begin April 30. Blaine has worked in various cities throughout the United States for 39 years.

Barbara Joseph, city manager for the City of Olmos Park, announced her retirement and will continue as a consultant until a replacement has been found.

Board Meeting Highlights

The TCMA Board met January 12 at the Wyndam in Arlington. A summary of actions include:

  • Mike Perez was recommended to serve on the International City/County Management Association (ICMA) Nominating Committee.
  • Approved the new TCMA Annual Conference rotation list: South Padre Island, Galveston, Dallas-Fort Worth Metroplex, and Central Texas.
  • Approved the TCMA City Council of the Year Award.
  • Approved sending TCMA membership dues renewal notices in October.
  • Approved a recommendation to require two hours of ethics training each year as a condition of continued TCMA membership.
  • Approved recommendations regarding the TCMA Online Ethics training, completion of the TCMA Online Ethics Course as a requirement for new members, and waiving first-year student member dues.
  • Accepted a recommendation from the University Relations Task Force to consider expanding the TCMA Internship Program.
  • Approved the Terrell Blodgett Academician Award for the purpose of recognizing an academician that has made a significant contribution to the formal education of students pursing careers in local government.
  • Authorized the Task Force on Governance to draft a new TML Services Agreement and authorized the TCMA Executive Committee to negotiate with TML, with final approval of the Services Agreement by the TCMA Board.
  • Authorized the TCMA staff to work with ICMA to co-sponsor an April 2008 workshop.
  • Requested the TCMA staff to provide the TCMA Board with a list of those to be dropped for non-payment of dues.
  • Approved creation of the task force to meet and make recommendations regarding the proposal received from UMANT at the March 30, TCMA Board meeting.
  • Approved creation of a committee to develop a strategic plan for the Foundation for Local Government to make recommendations about future Foundation programs and funding.
  • Approved the TCMA 2005-2006 Audit.

EPA Grant Available

The Environmental Protection Agency has awarded $100,000 to the Texas Railroad Commission to support its Brownfields Response Program. Brownfields are properties that may have redevelopment challenges because of the presence or potential presence of hazardous substances or pollutants. EPA's Brownfields Program provides funds to assess, clean up, and reuse such properties. The Railroad Commission will use the funds granted by EPA to help program applicants assess site contamination, plan for cleanup, and, in some limited cases, assist in or oversee cleanup that leads to redevelopment. Railroad Commission staff will also track the outcomes, benefits, and measures of the program. Additional information is available at http://www.rrc.state.tx.us/divisions/og/brownfield/index.html.

Financial Planning Services: TCMA, in conjunction with Total Compensation Group Advisors (TCG), offers a series of financial planning and employment agreement services to TCMA members. Recognizing the uniqueness of the city manager's position, these services are designed to address stability and security of the profession. The services include financial planning, investment advice, employment agreement structure and negotiation, and legal advice. Educational programs are available to TCMA regions.
