Newsletter Archive February 2011 The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. The deadline for 2011-2012 recommendations for president elect, vice president, and TML Board representative is February 28. A sample petition and the nominations-election process timetable are available on the TCMA home page at www.tcma.org. TCMA Rules of Procedure for Enforcement At the TCMA Board meeting on January 21, the Board unanimously agreed to further clarify Jurisdiction in Section II, A, of the Texas City Management Association Rules of Procedure for Enforcement. The clarification is provided below in bold font:

Mark McDaniel, city manager for the City of Tyler and 2006 TCMA president, received the Credentialed Manager designation from the International City/County Management Association. For more information, please click on Mark McDaniel Receives Recognition. Rickey Childers is no longer the city manager for the City of Lancaster. Opal Mauldin Robertson is the interim city manager there. Jason Conatser is the new city administrator for the City of Hedley. Erik Engen is no longer the city administrator for the City of Driscoll. Robert Hanna is the new city manager for the City of Denison, effective March 7. Tom Higgins is the interim city manager for the City of Fort Worth. Kandi Hubert is the city administrator for the City of Pecan Hill. Linda Knight is the interim city manager for the City of Breckenridge. Bob Leiper is the new city manager for the City of Baytown. Terry Lucas is the new city manager for the City of Alvin. Hoyt Manning is the city manager for the City of Canadian. David Neeley is the interim city manager for the City of College Station. Stephen Pearl is the new city manager for the City of Nolanville. LaShon Ross is the interim city manager for the City of Plano. Linda Ryan is the city manager for the City of White Settlement. Charles Windwehen will retire as city manager for the City of Victoria, effective March 1. Charmelle Garrett (current deputy city manager) will begin serving as the new city manager. The TCMA Management Messenger introduces and welcomes several new members to TCMA. Alan Hollander is the new city manager for the City of Winters. Alan is originally from Chicago. He is a retired police officer and high school assistant principal. His wife Justine is an insurance executive with Blue Cross. They have two children— Melissa, age 28, and Michael, age 24. Alan received his bachelor's degree in music education from Northeastern Illinois University (NEIU) and his master's degree in educational administration from NEIU. Alan loves to play the trumpet and travel with his wife. Sandra Martinez is the city manager for the City of George West. She was appointed on May 10, 2010. Prior to her appointment, she served three years as the city administrator for the City of Driscoll. She also served as mayor pro-tem for five years for the City of Mathis. Sandra received her associate's degree from Bee County College and her bachelor's degree in political science from Texas State University. Sandra is single and loves dogs and cats. Her hobbies include traveling and spending time with her family, especially her nephew and two nieces. C.J. Snipes was raised in North Texas, where his family's involvement in the community led to his love of city management and community development. After attending Richland College and The University of Texas-Austin, C.J. received a bachelor's degree and an MPA from Arkansas State University. Following graduate school, C.J. relocated to Iowa, where he accepted a position as the executive director of the Eldora Area Chamber and Development Council. He was later promoted to city administrator. C.J. relocated to Texas and accepted a position with the Gulf Coast Trades Center corporate headquarters in the City of New Waverly. He served in several executive capacities, including vice president for development and chief of staff. He also directed the Walker Montgomery Community Development Corporation, a subsidiary unit that trains youth in construction skills while building affordable custom built homes. C.J. returned to city management as the city administrator for the City of Goliad. He is currently the city administrator for the City of Fulshear. C.J. and his wife Michelle are excited to return to the Houston area, where Michelle grew up and has strong family ties. They are blessed with their first child, Jackson, who was born in January 2009. Mindi Snyder began serving as the city manager for the City of El Campo on September 20, 2010. Prior to her appointment, she served as the finance director for the cities of Wharton, El Campo, and Rosenberg. During her previous tenure in the City of El Campo, she was named assistant city manager. Mindi received a bachelor's degree in business administration from Texas Christian University and received her license as a Certified Public Accountant. She began her career in the field of auditing municipalities and non-profits. Mindi and her husband Jeff have been married 21 years. They have a daughter, Shelby, and a son, Colby. Her hobbies include being a supporter of local youth activities that involve her children, nieces, and nephews. She also serves at the district level for the Rotary Youth Exchange. The TCMA Management Messenger welcomes new members. Their memberships were approved at the TCMA Board meeting on January 21. He has undergone surgery due to a broken leg, as well as an infection in the leg. Lambert was expected to be released from the hospital on January 31. Due to the winter storm, he will remain until it's safe to travel home. The City of Clarendon has rallied around Lambert with a rental home, and the mayor has built him a ramp so he can easily enter his home. Lambert remains in good spirits. Glenn Brown retired as city manager for the City of College Station. Glenn served in Texas city government more than 30 years, and he has been city manager for the City of College Station since March 2006. Don Taylor will retire as city manager for the City of Schertz. Don began his career in city government in 1970. He has served as the city manager for the City of Schertz since 2004. Tom Muehlenbeck retired as city manager of the City of Plano, effective January 31. Tom served the city for 23 years. He retires with 45 years of public service. Charles Windwehen will retire as city manager for the City of Victoria, effective March 1. Charles has served the City of Victoria since 1975 and has served as city manager for the city since 2006. 2009 CPM Scholarship Recipient Mike Peacock, director of operations for the City of Joshua and recipient of the 2009 CPM Scholarship—who was selected by the TCMA Membership Committee to receive a scholarship from the William P. Hobby Center for Public Service at Texas State University—graduated in December 2010 after completing his course work at the University of Texas at Arlington School of Urban and Public Affairs. Mike wishes to express his appreciation for the opportunity to have participated in the program. He states, "It is a testament to the program to see the number of administrators from various fields of public service who would take time from busy schedules to participate in the CPM program. I found the program to be a very worthwhile experience, and I can say that from every track, and every topic, I walked away with information I could use to better serve our community. The CPM program is an exceptional program for persons in public service." Roger Carlisle, president of CSM Carlisle and Associates, was publically censured for violation of Tenet 3 of the TCMA Code of Ethics. On January 21, 2011, the TCMA Board concluded that there was clear violation of the tenet.
TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting.
