The TCMA Management Messenger welcomes new members. Their memberships were approved at the TCMA Board meeting on December 5. Full: Student/Intern: The TCMA Management Messenger introduces and welcomes Robert Patrick to his new appointment as the city manager for the City of Lucas, effective November 3. Robert began his career in the management profession in his hometown of Quitaque in 1992. He served as the city manager for the City of Spearman for seven years and city administrator for the City of Henrietta for more than four years. He also served the City of Denton as the water production maintenance manager. Robert has a bachelor’s degree from Western Governors University and earned his designation as a Certified Public Manager from Texas Tech University. Robert and his wife Kimberly have been married for 18 years. They have four children: Christina, Geoffrey, Madison, and Allison. His hobbies include fishing, hunting, and any activity with his children. TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during a subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. Applications received for the month of November: Associate: The Professional Awards Program recognizes and honors outstanding individuals who have made significant contributions to local government in Texas. The three individual awards, which are open to any FULL member of TCMA, include:
Terrell Blodgett Academician Award: This award recognizes an academician who has made significant contributions that have promoted careers in local government, developed beneficial research, and encouraged relationships between academia and those working in the city management profession. City Council of the Year Award: This award recognizes and honors outstanding city councils that have made significant contributions to local government in Texas. The application deadline is January 16. For more information and applications, please visit www.tcma.org. Select the “Programs” link and then the program you wish to view. James Fisher, city manager for the City of Murphy, was selected to serve on the 2009-2010 ICMA Nominating Committee. The City of Kyle hosted its third annual “City of Kyle Mock Council Program.” The program introduces the council-manager form of government to elementary students. Students served as councilmembers and created their own meeting agenda. They approved proposals to improve school crosswalks by adding signs to notify drivers, make improvements to a local park, and provide support for an animal shelter.
Marissa states that the program has provided a valuable contract between the academic view and the practitioner’s real-world situation. She found it valuable to ask questions about her graduate courses’ transferability to the workplace. She was able to learn and experience a city in emergency mode during Hurricane Ike and plans to use her experience with the 311 service as her graduate capstone project. Click on the “Programs” link and select Internship.” TCMA-ICMA Membership Incentive Program The TCMA-ICMA Membership Incentive Program seeks to encourage Texas City Management Association (TCMA) members from smaller cities (populations less than 10,000) who are not members of the International City/County Management Association (ICMA) to join ICMA. It is the intent of TCMA and ICMA to provide financial assistance to eligible participants. In order to allow the eligible TCMA members to experience the benefits of ICMA membership, ICMA will provide a complimentary trial membership to the eligible participants for the first year of the program, and TCMA will subsidize the cost of membership during the second year of membership. The membership incentive program will allow participants to experience the benefits of ICMA membership, which will assist in justifying the funding for the annual dues from their employer beginning in the third year.
