The nomination and election process for the 2008-2009
statewide offices of the Texas City Management Association is underway.
Nominations for the offices of president-elect, vice president, and TML
Board representative are being accepted. As you consider your
decisions, please keep in mind the following: active involvement in
TCMA, active involvement in a TCMA region, years of municipal government
service, committee service, desire to serve, level of regional support,
and prior TCMA Board service. The Nominating Committee shall consider
each person’s candidacy in light of the current composition of
the TCMA Board and strive to achieve a balance among such factors as
geography, size of city, ethnicity, and gender.
The terms of TCMA Board representatives from
regions bearing even-numbered designations will end at the TCMA Annual
Conference in Arlington on June 29. Each of these regions is responsible
for the election of its representative in accordance with the TCMA
Constitution. The name of the new regional director shall be submitted
to the TCMA president no later than January 31.

Jorge Arcaute is the city manager
for the City of Alton.
Rafael Castillo is the city manager
for the City of Fort Stockton.
Kevin Evans will no longer be the
city manager for the City of Huntsville beginning January 20. He will
be the city manager for the City of Maricopa, Arizona.
Alan Ewaniszyk is the city manager
for the City of Helotes.
Jennifer Fadden is the city manager
for the City of Weatherford.
Dale Fisseler (current assistant
city manager for the City of Fort Worth) has been appointed city manager
for the City of Fort Worth. Current city manager Charles Boswell is
retiring.
Buddy Drake retired as the city manager
for the City of Gonzales on November 30. Calvin Spacek is
the interim city manager.
Dan O’Leary is the new city
manager for the City of Keller.
Gary Pelech is the new city manager
for the City of Floresville.
Joe Ragsdale retired December 31
as city manager for the City of San Saba. Stan Weik is
the new city manager for the city.
Lupita Suarez (current city secretary)
is the interim city administrator for the City of La Villa.
Barry Sullivan will be the new city
manager for the City of Gainesville beginning January 7.

Bill Davis recently resigned as city
manager for the City of Weatherford. He continues to focus on his rehabilitation
following serious injuries from a car accident in April 2007.
James Thurmond completed his doctorate
from the University of Houston.

Administrator of the Year Award, and the Mentoring Award in Memory
of Gary Gwyn are available on the TCMA Web site at Professional
Awards.

At its March 30, 2007, meeting, the TCMA Board approved
a recommendation that names of new member applicants be published each
month in the Management Messenger. Any written objection during
a subsequent 30-day period will be reviewed by the TCMA Membership
Committee. If no objections are received during this time, the names
will be submitted for Board approval at the next scheduled Board meeting.

of petition through the TCMA Web site.
February 29 – Receive membership
recommendations through this date either by U.S. mail or e-mail.
March 3–14 – Nominating
Committee meeting during this time to discuss membership recommendations,
verify petitions, and identify, when appropriate, committee’s
selection for the ballot.
March 17-April 4 – Provide
ballots to membership with biographical information on each candidate
and how he/she was placed on the ballot.
April 7–April 18 – Sub-committee
(appointed by TCMA president) of Nominating Committee canvasses votes.
April 28–May 2 – If a
tie occurs, forward a second ballot to voting members this week.
May 9 – Complete and return
second ballot to TCMA headquarters through this date.
May 12–16 – Sub-committee
(appointed by TCMA president) of Nominating Committee canvasses votes.
June 28 – Announcement of election
results is made no later than at the annual business meeting during
the TCMA Annual Conference in Arlington and through the TCMA online
newsletter.

A report recently published by the ICMA Management
Perspective focuses on the critical role libraries can play
in addressing economic, educational, and social issues challenging
communities. The report, titled Local Government Managers and
Libraries: Partners for a Better Community, appeared in the
October 2007 issue. The Bill and Melinda Gates Foundation awarded
ICMA grant money to support local government managers assistance
to bring awareness of the critical role of libraries to communities.
