2007-2008 Nominations/Elections Timetable TCMA will be accepting recommendations for prospective candidates for the following 2007-2008 statewide offices: President-Elect, Vice President, and Director-at-Large. Information regarding the nominations process timetable is now available on the TCMA Web site at www.tcma.org. By TCMA Board policy, the sample petition will NOT be available until January 5, 2007. The deadline for submitting petitions to TCMA is March 2, 2007. If you have any questions, please call TCMA at 512-231-7400, or contact Kyle at kjung@tml.org. December 22 – Notify membership to forward recommendations for nominations of appropriate statewide offices to Nominating Committee in c/o TCMA staff in Austin. January 5 – Provide sample of petition through TCMA’s Web site. March 2 – Receive membership recommendations through this date either by U.S. mail or e-mail. March 5–16 – Committee meeting during this time to discuss membership recommendations, verify petitions, and identify, when appropriate, committee’s selection for the ballot. March 19-April 6 – Provide ballots to membership with biographical information on each candidate and a statement on how he/she was placed on the ballot. April 9–April 20 – Sub-committee (appointed by TCMA President) of Nominating committee canvasses votes. April 30–May 4 – If a tie occurs, a second ballot will be forwarded to voting members this week. May 11 – Complete and return second ballot to TCMA headquarters through this date. May 14–18 – Sub-committee (appointed by TCMA President) of Nominating Committee canvasses votes. June 1 – Announcement of election results are made no later than at the annual business meeting during the TCMA Annual Conference in San Antonio and through the TCMA online newsletter. Andy Wayman is the new city manager of the City of Benbrook following Cary Conklin’s retirement on December 31. Jason Little is the new city manager for the City of Melissa. Loretta Thiele is no longer the city manager and city secretary for the City of Kenedy. Charles Windwehen is the new city manager for the City of Victoria. Joe Painter is the interim city administrator for the City of Castroville. Pat Chesser (current city attorney for the City of Brownwood) is the interim city manager for the City of Brownwood. Dena Daniel is the city administrator for the City of Parker. Scott Campbell is the new town manager for the Town of Sunnyvale. Bill Davis is the city manager for the City of Weatherford. Debbie Millican is the new town administrator for the Town of Bartonville. Scott Albert is no longer the city administrator for the City of Celina. Pete Anaya will no longer be the city manager for the City of Alice, effective January 31. Tony Williams is no longer the city manager for the City of Paris. Juan Cedillo will begin his appointment as the new city manager for the City of Floresville on January 15. Tobin Maples is no longer the town administrator for the Town of Argyle. He is the new vice president of business development for Paten Engineers Inc., located in Houston. Robert Wood (former city manager for the City of Flatonia) will begin his appointment as the new city manager for the City of West Lake Hills on January 14. John Surber is the interim city manager for the City of Shavano Park. Julie Johnston (former city manager for the City of Oak Point) is the new city administrator the City of Dickinson. Lloyd “Pee Wee” Drake is the new city manager for the City of Hearne. Barbara Hester will retire February 28 as city manager for the City of Clute. The TCMA Management Messenger introduces and welcomes Charles Windwehen. Charles began his position as the city manager for the City of Victoria on October 1, 2006. He began his career in city government with the City of Victoria in January 1975. Charles has served in the positions of assistant director of finance, director of finance, and assistant city manager for the city. He earned his bachelor’s degree in finance from Texas A&M in College Station and his MBA from the University of Houston-Victoria. Charles recently lost his wife of 26 years and has two children, Adam and Laura. He enjoys building mesquite furniture, logging mesquite trees, and fishing. Rickey Childers, past TCMA president and former city manager for the City of Longview, was honored by the North Texas chapter of the National Forum for Black Public Administrators in Arlington with the Marks of Excellence Award for his contribution to public service. Past recipients of the award are former Dallas city managers John Ware and Ted Benavides. TCMA member Jeff Braun received the Emergency Manager of the Year award from the Emergency Managers Association of Texas. Jeff is the emergency management coordinator for Fort Bend County. The Local Update of Census Addresses program, also known as LUCA, is a voluntary decennial census geographic partnership program that will allow the U.S. Census Bureau to benefit from local knowledge in developing its Master Address File for the 2010 Census and yearly ongoing household surveys. Tribal, state, and local governments can contribute to a complete enumeration of their community by reviewing and commenting on the list of housing units and group quarters addresses that the Census Bureau will use to deliver questionnaires within their community. The LUCA program is scheduled to kick off in late January 2007, when announcement letters will be mailed to the highest elected officials of all local governments. The Census Bureau will sponsor a series of LUCA informational presentations throughout the state in the spring. Local governments will receive the formal invitation and signup forms in July and will be invited to attend technical training sessions in late summer. Program participants will have at least 120 days to conduct their review, with all materials returned to the Census Bureau by April 2008. The Census Bureau will process the returned materials and field verify 100% of the submissions in spring 2009 and provide feedback to the participants by October 2009. In 2006, the TCMA Board approved a pilot internship program designed to assist graduate or undergraduate students who are currently enrolled in an accredited Texas college or university, specifically those seeking degrees in public administration, urban affairs, or closely related fields. Several Texas cities chose to participate in the program, with TCMA matching $2,000 to five cities that hired an intern. The following students were hired through the program:
TCMA recently received feedback from the interns, each reporting a valuable learning experience. During their internship, they were assigned to learn about various areas of city government, including economic development, administration and management of community programs, feasibility analysis, review of city ordinances, writing speeches, participation in zoning and planning, budget analysis, various research projects, balanced scorecard, and downtown revitalization initiatives. Each intern expressed gratitude to TCMA for the opportunity provided them through this program. The cities of Colleyville and La Porte report a positive experience with the program, and the interns have been well received by their city staff. La Porte will continue to employ Mike Stokes following his completion of the internship program. No feed- back was available from the Cities of Cockrell Hill, Grand Prairie, and Rockport at the time of this printing. Financial Planning Services: TCMA, in conjunction with Total Compensation Group Advisors (TCG), offers a series of financial planning and employment agreement services to TCMA members. Recognizing the uniqueness of the city manager’s position, these services are designed to address stability and security of the profession. The services include financial planning, investment advice, employment agreement structure and negotiation, and legal advice. Educational programs are available to TCMA regions.
