Newsletter Archive January 2011 The Texas City Management Association is pleased to send you this month’s edition of the Management Messenger. It features recent changes in city management positions around the state, current job listings, names of new members, information about upcoming educational events, and news about our colleagues. All information is current as of the 25th of the month prior to publication. TCMA will be accepting recommendations for prospective candidates for the following 2011-2012 statewide offices: president elect, vice president, and director-at-large. As you think about candidates for these statewide TCMA Board positions, we encourage you to consider the following factors: active involvement in TCMA, active involvement in the TCMA region, years of municipal government service, TCMA committee service, desire to serve, level of regional support, and prior TCMA Board service. The committee will consider each person's candidacy in light of the current composition of the Board and will strive to achieve a balance among such factors as geography, size of city, ethnicity, and gender. (See TCMA Statewide Offices Election Schedule below or click on TCMA Statewide Offices.) TCMA Statewide Offices Election Schedule January 3 – Provide sample of petition through the TCMA Web site. February 28 – Receive membership recommendations through this date either by U.S. mail or e-mail. March 1–11 – TCMA Nominating Committee meets during this time to discuss membership recommendations, verify petitions, and identify, when appropriate, the committee's selection for the ballot. March 14–April 1 – Provide ballots to membership with biographical information on each candidate and how he/she was placed on the ballot. April 4–15 – Sub-committee (appointed by TCMA Nominating Committee chair) of TCMA Nominating Committee canvasses votes. April 18–22 – If a tie occurs, forward a second ballot to voting members this week. May 6 – Complete and return second ballot to TCMA headquarters through this date. May 9–13 – Sub-committee (appointed by TCMA president) of Nominating Committee canvasses votes. June 11 – Announcement of election results is made no later than at the annual business meeting during the TCMA Annual Conference in Frisco and through the TCMA online newsletter. Keith Bond is the interim city manager for the City of Lacy Lakeview. Kevin Carruth is no longer the city manager for the City of Paris. Gene Andersen is the interim city manager for that city. Noe Cavazos is the new city administrator for the City of Penitas. Rick Holden (current assistant city manager for the City of Cleburne) will begin serving as the acting city manager of that city beginning February 1, following the retirement of current city manager Chester Nolen. Terry Lucas is the new city manager for the City of Alvin. Duke Lyons retired as the city manager for the City of San Augustine on December 31. Steve Norwood is the new city manager for the City of Round Rock, effective January 24. Deborah Pattison is the new city administrator for the City of Moulton. David Vaughn is serving as the interim city manager for the City of Burnet. Keith Webb is the city manager for the City of Eagle Lake. James Thurmond, director of the MPA program at the University of Houston, was recently published in State and Local Government Review. A copy of his submitted paper—titled "Small-City Management Experience – Does It Matter for Getting and Keeping the Large-City Managerial Job?"—is available by clicking on Management Experience. TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 30-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. A retirement reception is scheduled for Friday, January 28, from 2:00 - 4:00 p.m. in the City Hall Council Chambers, located at 10 N. Robinson in Cleburne. Louann Hyde Confer, city administrator for the City of Mabank, passed on December 24. Louann had served the city since 1993. The ICMA-Issues Task Force met at Addison City Hall on November 10. Minutes are available at Executive Committee Minutes. The Professional Development Committee will meet on January 14 in the third floor conference room of the Texas Municipal Center in Austin. The Board will meet January 21, 2011, in the third floor conference room of the Texas Municipal Center in Austin. 2011 TCMA Scholarship and Awards Nomination Deadline Each year, TCMA provides opportunities to recognize and honor colleagues. Several awards programs and the TCMA Scholarship are now underway to promote the ideals of the association. Please take time to review and promote each of these awards and the scholarship in your region. The deadline for application for each program is January 14, 2011.
